AFTER proper posting of public notice, a copy of which is attached hereto, on this the 9th day of July, 2007, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #274/07:  It being nine a.m., Judge Jon Burrows called the regular meeting of the Commissioners' Court to order and called to the Courts attention that the minutes of June 25, 2007, regular session, and June 28, 2007 emergency session, had been received.  After due discussion, these minutes were approved as presented.



  2. Agenda #2a - Troy Trojanettes

    • MINUTE ORDER #275/07:  Judge Jon Burrows presented the Proclamation honoring Troy High School girl's softball team, TROY TROJANETTES, 2007 Class 2A State Softball Champions. After recognition of the team, upon motion by Commissioner Eddy Lange, second by Commissioner Richard Cortese, the Court unanimously accepted this Proclamation.



  3. Agenda #2b - Rogers Eagles

    • MINUTE ORDER #276/07:  Judge Jon Burrows presented the Proclamation honoring Rogers High School boy's baseball team, ROGERS EAGLES, 2007 Class 2A State Baseball Champions.  After recognition of the team, upon motion by Commissioner Eddy Lange, second by Commissioner Richard Cortese, the Court unanimously accepted this Proclamation.



  4. Agenda #3a - County Engineer

    • MINUTE ORDER #277/07:  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Tim Brown, the Court unanimously approved authorizing the purchase of three motor graders off of the Buy Board and offering for sale by sealed bid three 2004 model motor graders. 



  5. Agenda #3b - Marigold Trail and Moss Rose Trail

    • MINUTE ORDER #278/07:  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Eddy Lange, the Court unanimously approved accepting for maintenance Marigold Trail and Moss Rose, Temple Park Estates, and accepting Letter of Credit No. 3597, Extraco Bank, in the amount of $4,178.35 for maintenance of these two roads. 



  6. Agenda #4 - Personnel

    • MINUTE ORDER #279/07:   Upon motion of Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.



  7. Agenda #5 - Employee Health and Dental Insurance for FY 2008

    • MINUTE ORDER #280/07:   Ron Heuss, Human Resource Director, presented proposals for employee health and dental insurance for FY 2008.  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Tim Brown, the court unanimously selected and awarded proposal for health insurance to Scott & White, Options #1 and #2 and First Care--HMO 20; and for dental insurance to Met Life.



  8. Agenda #6 - Change Order #001 - Bell County Jail Addition Project

    • MINUTE ORDER #281/07:  Judge Jon Burrows presented for approval Change Order #001 on the Bell County Jail Addition Project with Skanska USA Building, Inc. with no change to Guaranteed Maximum Price.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved this matter.



  9. Agenda #7 - Aerial Lift Platform

    • MINUTE ORDER #282/07:  After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Richard Cortese, the Court unanimously approved awarding the bid for one Aerial Work Platform for Building & Grounds Department in the amount of $7,396.55 to Equipment Depot.



  10. Agenda #8 - Bell County Museum -- Carpenter Foundation Grant

    • MINUTE ORDER #283/07:  Stephanie Turnham, Museum Director presented report on the Bell County Museum's receipt of $25,000 grant from the Carpenter Foundation for an exhibit on archeology and a report on the Museum's new exhibit, The Face of Texas:  Photographs by Michael O'Brien.  No action taken.




  11. Agenda #9 - Update on Bell County Flooding Damage

    • MINUTE ORDER #284/07:  Following update by Dennis Baker, Director of Emergency Management Services, on the status of Bell County flooding damage and disaster assistance, Judge Jon Burrows presented for approval the continuation of a disaster declaration for Bell County.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved this matter.



  12. Agenda #10 - Claims

    • MINUTE ORDER #285/07:  Judge Jon Burrows presented the claims for review to the Court.  After proper review, upon motion of Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.    



  13.         (The Court then went into workshop session to discuss those items on the workshop agenda with no action being
             taken on any item.)


             There being no further business, the meeting adjourned.
