AFTER proper posting of public notice, a copy of which is attached hereto, on this the 23rd day of July, 2007, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #286/07:  It being nine a.m., Judge Jon Burrows called the regular meeting of the Commissioners' Court to order and called to the Courts attention that the minutes of July 09, 2007, regular session had been received.  After due discussion, these minutes were approved as presented.



  2. Agenda #2a - Warranty of Improvements in Sunset Vista

    • MINUTE ORDER #287/07:  Tom Berrier with the County Engineer's Office presented for approval releasing Cashier's Check No. 4867612362, Compass Bank, in the amount of $7,700.00 for the Warranty of Improvements in Sunset Vista.  After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Tim Brown, the Court unanimously approved this matter.



  3. Agenda #2b - King's Mill Subdivision

    • MINUTE ORDER #288/07:  Tom Berrier with the County Engineer's Office presented for approval the Final Plat for King's Mill Subdivision, a Sixteen Lot, 8.311 Acre Subdivision fronting on Brewer Road.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved this matter. 



  4. Agenda #2c - Awarding Bid for Hot Mix Overlay of Various Streets in Bell County

    • MINUTE ORDER #289/07:  Tom Berrier with the County Engineer's Office, advised that one bid had been received from Wheeler Coatings of Belton for hot mix.  Bid packets were also sent to two others:  Woodard, and Dixon and Lindsey.  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Tim Brown, the Court unanimously rejected all bids and will request a re-bid for hot mix overlay for various streets in Bell County.  



  5. Agenda #2d - Salado School Road Right of Way Deed

    • MINUTE ORDER #290/07:  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved accepting Right of Way Deed for a portion of Salado School Road.



  6. Agenda #3 - Personnel

    • MINUTE ORDER #291/07:   Upon motion of Commissioner Richard Cortese, second by Commissioner Eddy Lange, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.



  7. Agenda #4 - Appointments to Board of Trustees for Central Counties MHMR Authority

    • MINUTE ORDER #292/07:   Judge Jon Burrows presented for approval the continued appointment of Nancy R. Holle and John R. Asbury, M.D., to the Board of Trustees for Central Counties MHMR Authority for another two-year term, effective September 1, 2007.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved this appointment.



  8. Agenda #5 - Order of Appointment for Election Judges and Alternates for 2007 General Election

    • MINUTE ORDER #293/07:  County Clerk Shelley Coston presented for approval the Order of Appointment for Election Judges and Alternates for 2007 General Election.  After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Tim Brown, the Court unanimously approved this Order.  A copy of said Order is attached hereto and made a part of these minutes.




  9. Agenda #6 - City Of Belton Agreement for Central Fire Station Temporary Quarters

    • MINUTE ORDER #294/07:  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Tim Brown, the Court unanimously approved authorizing the County Judge to enter into an Agreement with the City of Belton allowing the City to place a manufactured home on the County parking lot adjacent to Central Fire Station to house firefighters while fire station repairs are completed under terms and conditions acceptable to the County Judge.  A copy of said Agreement is attached hereto and made a part of these minutes.




  10. Agenda #7 - Update of Bell County Flooding Damage and Disaster Assistance

    • MINUTE ORDER #295/07:  Dennis Baker, Director of Emergency Management Services for Bell County presented an update to the Court regarding Bell County Flooding Damage and Disaster Assistance status.  He advised FEMA's Mobile Disaster Unit will be accepting applications for assistance at the Salado Civic Center, Salado, Texas, July 24-26, 2007.  A second visit to Bell County is scheduled for mid-August.  No action was taken.




  11. Agenda #8 - Claims

    • MINUTE ORDER #296/07:  Judge Jon Burrows presented the claims for review to the Court.  After proper review, upon motion of Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.    



  12.         (The Court then went into workshop session to discuss those items on the workshop agenda with no action being
             taken on any item.)


             There being no further business, the meeting adjourned.
