Agenda #1 - Minutes
- MINUTE ORDER #326/07: It being nine a.m.,
Judge Jon Burrows called the regular meeting of the Commissioners' Court
to order and called to the Courts attention that the minutes of August 13,
2007 and August 15, 2007 regular session had been received. After due discussion, these
minutes were approved as presented.
Agenda #2a - County Engineer
- MINUTE ORDER #327/07: County Engineer Richard
Macchi
presented for approval the Final Plat for Shiloh Terrace, Phase 3, a 42-Lot,
26.158 Acre Development in the E.T.J. of the City of Temple. After due discussion, upon motion by
Commissioner Richard Cortese, second by
Commissioner Eddy Lange, the Court unanimously approved this
matter.
Agenda #2b - Buy Back Agreement
- MINUTE ORDER #328/07: County Engineer Richard
Macchi
presented the matter of exercising Buy-Back Agreement with East Texas Mack
for the sale of two each 6X4 Mack Chassis Tractors and the purchase of two
new units off of the Buy Board. After due discussion, upon motion by
Commissioner Tim Brown, second by
Commissioner John Fisher, the Court unanimously approved this
matter.
Agenda #3 - Personnel
- MINUTE ORDER #329/07: Upon motion of
Commissioner John Fisher, second by Commissioner Eddy Lange, the
Court unanimously approved all employee status report forms with approved
budget amendment, the same being
attached hereto and made a part of these minutes.
Agenda #4 - FY 2008 Budget for Bell County
- MINUTE ORDER #330/07: County Judge Jon Burrows
presented the FY 2008 Budget for Bell County. Following presentation,
in accordance with the laws governing such matters, County Judge Jon
Burrows opened a Public Hearing at 9:34 a.m. Mr. Chuck Ellis of
Belton, and Mr. John Galligan of Belton, each spoke in opposition of the
budget, while Ms. Tanya Mikeska of Temple, made favorable comments.
There being no further public comments, County Judge Jon Burrows
closed the public hearing at 9:42 a.m.
Agenda #5 - Public Hearing on the Bell County and Bell
County Road District Tax Rates
- MINUTE ORDER #331/07: At 9:43 .am. County Judge Jon Burrows,
in accordance with the laws governing such matters, opened the second of two
public hearings on the Bell County and Bell County Road District Tax Rates.
There being no public comments, the public hearing was closed. No
action taken.
Agenda #6 - Re-announcing Date, Time and Place for
Approval of the Budget and Tax Rates
- MINUTE ORDER #332/07: Judge Jon Burrows
re-announced August 27, 2007 at 9:00 a.m. in the Commissioner's Courtroom as
the date, time and place for the approval of the Budget and Tax Rates.
No action taken.
Agenda #7 - Early Voting Site
- MINUTE ORDER #333/07: County Clerk Shelley
Coston presented an Order of Approval for an additional early voting
site at the Salado Civic Center for the November 6, 2007 Constitutional
Amendment Election. After due discussion, upon motion by
Commissioner Tim Brown, second by Commissioner John Fisher,
the Court unanimously approved this matter. A copy of said order is
attached hereto and made part of these minutes.
Agenda #8 - Board of Trustees for Central Counties
MHMR Center Appointments
- MINUTE ORDER #334/07: After due discussion, upon motion by
Commissioner Richard Cortese, second by Commissioner John Fisher,
the Court unanimously approved the ratification of the appointments of Ann
King of Milam County and Sue Faulkner of Lampasas County by the Milam County
Commissioners Court and the Lampasas County Commissioners Court for two-year
terms on the Board of Trustees for Central Counties MHMR Center.
Agenda #9 - Property donation in the City of Rogers
- MINUTE ORDER #335/07: After due discussion, upon motion by
Commissioner Eddy Lange, second by Commissioner Richard Cortese,
the Court unanimously approved the donation to the City of Rogers two pieces
of Bell County property located in the City of Rogers.
Agenda #10 - Computer Equipment for sale on eBay
Auction
- MINUTE ORDER #336/07: County Judge Jon Burrows
presented for approval authorizing the County Auditor and Technical Services
Department to place surplus computer equipment on an eBay auction for sale
to the highest bidder. After due discussion, upon motion by
Commissioner Tim Brown, second by Commissioner John Fisher, the
Court unanimously approved this matter.
Agenda #11 - Wiginton Hooker Jeffry Architects Agreement
for Master Planning and Design Services for County Facilities
- MINUTE ORDER #337/07: After due discussion, upon motion by
Commissioner Tim Brown, second by Commissioner John Fisher, the
Court unanimously approved authorization to amend existing agreement with
Wiginton Hooker Jeffry Architects to reflect the addition of master planning
and design services for county facilities.
Agenda #12 - Testing and Balancing Services for the new
Jail Addition Project
- MINUTE ORDER #338/07: After due discussion, upon motion by
Commissioner Richard Cortese, second by Commissioner Tim Brown,
the Court unanimously approved an agreement with Engineered Air Balance Co.,
Inc. for testing and balancing services for the new jail addition project.
Agenda #13 - Bell County Flooding Damage and Disaster
Assistance
- MINUTE ORDER #339/07: Dennis Baker, Director of
Emergency Management Services for Bell County presented an update to the
Court regarding Bell County Flooding Damage and Disaster Assistance status.
No action taken.
Agenda #14 - Claims
- MINUTE ORDER #340/07: Judge Jon Burrows presented the
claims for review to the Court. After proper review, upon motion
of Commissioner Tim Brown, second by Commissioner Richard
Cortese,
the Court unanimously approved all such claims. All according to a
copy of the same being of record in the office of the County Auditor.
(The Court then went into workshop session to discuss those items on the
workshop agenda with no action being
taken on any item.)
There being no further business, the meeting
adjourned.
