Agenda #1 - Minutes
- MINUTE ORDER #341/07: It being nine a.m.,
Judge Jon Burrows called the regular meeting of the Commissioners' Court
to order and called to the Courts attention that the minutes of August 20,
2007 regular session had been received. After due discussion, these
minutes were approved as presented.
Agenda #2a - County Engineer
- MINUTE ORDER #342/07: County Engineer Richard
Macchi
presented for approval adding the following projects to the Annual Work
Plan: 1. Reconstruct 0.22 miles of Gooseneck Road; and 2. Reconstruct
1.1 miles of Cedar Creek Road. After due discussion, upon motion by
Commissioner Tim Brown, second by
Commissioner John Fisher, the Court unanimously approved this
matter.
Agenda #2b - Waste Tire Collection Event
- MINUTE ORDER #343/07: County Engineer Richard
Macchi
presented the matter of conducting a Waste Tire Collection Event on
September 11, 14 and 15, 2007 at the Bell County Exposition Center. After due discussion, upon motion by
Commissioner Richard Cortese, second by
Commissioner Eddy Lange, the Court unanimously approved this
matter.
Agenda #2c - Awarding Bid for Asphalt on Paving
- MINUTE ORDER #344/07: County Engineer Richard
Macchi
advised that two bids had been received for asphalt on paving. After due discussion, upon motion by
Commissioner Tim Brown, second by
Commissioner Richard Cortese, the Court unanimously approved awarding
this bid to Hernandez Paving in the amount of $44,532 which was the low bid
received.
Agenda #3 - Personnel
- MINUTE ORDER #345/07: Upon motion of
Commissioner Eddy Lange, second by Commissioner Tim Brown, the
Court unanimously approved all employee status report forms with approved
budget amendment, the same being
attached hereto and made a part of these minutes.
Agenda #4 - FY 2008 Budget for Bell County
- MINUTE ORDER #346/07: County Judge Jon Burrows
presented for approval the FY 2008 Budget for Bell County. After due discussion, upon motion by
Commissioner Tim Brown, second by
Commissioner Eddy Lange, the Court unanimously approved this matter.
Agenda #5 - Approval of the FY 2008 Bell County and
Bell County Road District Tax Rates
- MINUTE ORDER #347/07: After notice and hearing, the
following motion was offered by Commissioner Tim Brown and seconded
by Commissioner John Fisher: "I move that property taxes be
increased by the adoption of a tax rate of $0.4090 for the 2008 tax year.
The tax rate includes Bell County's $0.3795 (which is comprised of $0.2835
for Maintenance and Operations and $0.0960 for Debt Service) and Bell County
Road District's $0.0295, for a total of $0.4090."
"THIS TAX RATE WILL RAISE MORE TAXES FOR MAINTENANCE AND OPERATIONS
THAN
LAST YEAR'S TAX RATE. THE TAX RATE WILL RAISE TAXES FOR MAINTENANCE
AND OPERATIONS ON A $100,000 HOME BY APPROXIMATELY $5.70." After due
discussion, the Court unanimously approved this matter.
Agenda #6 - Robertson County Agreement to House Bell
County Inmates
- MINUTE ORDER #348/07: Sheriff Dan Smith presented
for approval an agreement with Robertson County to house Bell County
inmates, for $40.00 per day due to overcrowding in the Bell County Jail.
After due discussion, upon motion by
Commissioner Tim Brown, second by
Commissioner Richard Cortese, the Court unanimously approved this
matter. A copy of said Agreement is attached hereto and make a part of
these minutes.
Agenda #7 - Election for The Village of Salado
- MINUTE ORDER #349/07: Tax Assessor
Collector Sharon Long presented a Report and canvass of The Village of
Salado Local Option Petition for the legal sale of beer and wine for
off-premises consumption only. After due discussion, upon motion by
Commissioner Tim Brown, second by Commissioner John Fisher,
the Court unanimously approved and accepted the canvass, called for an
election and the execution of a joint election agreement with The Village of
Salado, if necessary. A copy of said report is attached hereto and
made a part of these minutes.
Agenda #8 - County Indigent Health Care Program
- MINUTE ORDER #350/07: After due discussion, upon motion by
Commissioner Richard Cortese, second by Commissioner Eddy Lange,
the Court unanimously approved the continued administration of the County
Indigent Health Care Program (CIHCP) according to policies described in the
County Indigent Health Care Program Handbook prepared by the Texas
Department of State Health Services.
Agenda #9 - Optional CIHCP Services
- MINUTE ORDER #351/07: After due discussion, upon motion by
Commissioner Richard Cortese, second by Commissioner Tim Brown,
the Court unanimously approved the continued inclusion of Optional CIHCP
services during the State FY 2008.
Agenda #10 - Revised Proposal for renovation of Bell
County Road and Bridge Building
- MINUTE ORDER #352/07: County Judge Jon Burrows
presented for approval the revised proposal from Jamail-Smith Construction
for the renovation of the Bell County Road and Bridge Building. After due discussion, upon motion by
Commissioner Richard Cortese, second by Commissioner Eddy Lange, the
Court unanimously approved this matter.
Agenda #11 - Memorandum of Understanding with CLEAResults,
Inc.
- MINUTE ORDER #353/07: After due discussion, upon motion by
Commissioner Richard Cortese, second by Commissioner John Fisher,
the Court unanimously approved a Memorandum of Understanding with
CLEAResults, Inc. for 2007 CitySmart Program, sponsored by Oncor Electric
Delivery for a voluntary collaborative effort to improve energy efficiency
in county-owned buildings.
Agenda #12 - NACo Managed Pharmacy Benefit Services
Agreement Consumer Card Program
- MINUTE ORDER #354/07: Judge Jon Burrows
presented for approval the matter of the National Association of Counties
Managed Pharmacy Benefit Services Agreement Consumer Card Program with
CaremarkPCS Health, L.P. for the providing of services to prescription drug
plans. After due discussion, upon motion by
Commissioner John Fisher, second by Commissioner Richard Cortese,
the Court unanimously approved this matter.
Agenda #13 - Sale of Outdated and Excess Law Library
Books by Public Auction
- MINUTE ORDER #355/07: After due discussion, upon motion by
Commissioner Tim Brown, second by Commissioner Richard Cortese,
the Court unanimously approved authorizing the County Auditor to advertise
the sale of outdated and excess Law Library books by public auction to be
held Saturday, October 6, 2007, at 9:00 a.m. at the Bell County Justice
Complex located on Huey Drive in Belton, Texas.
Agenda #14 - Bell County Flooding Damage and Disaster
Assistance
- MINUTE ORDER #356/07: Dennis Baker, Director of
Emergency Management Services for Bell County presented an update to the
Court regarding Bell County Flooding Damage and Disaster Assistance status.
No action taken.
Agenda #15 - Claims
- MINUTE ORDER #357/07: Judge Jon Burrows presented the
claims for review to the Court. After proper review, upon motion
of Commissioner Tim Brown, second by Commissioner Richard
Cortese,
the Court unanimously approved all such claims. All according to a
copy of the same being of record in the office of the County Auditor.
(The Court then went into workshop session to discuss those items on the
workshop agenda with no action being
taken on any item.)
There being no further business, the meeting
adjourned.
