AFTER proper posting of public notice, a copy of which is attached hereto, on this the 17th day of September, 2007, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #377/07:  It being nine a.m., Judge Jon Burrows called the regular meeting of the Commissioners' Court to order and called to the Courts attention that the minutes of September 10, 2007 regular session had been received.  After due discussion, these minutes were approved as presented.



  2. Agenda #2a - County Engineer

    • MINUTE ORDER #378/07:  County Engineer Richard Macchi presented no items for discussion.  No action taken.    



  3. Agenda #3 - Personnel

    • MINUTE ORDER #379/07:   Upon motion of Commissioner John Fisher, second by Commissioner Eddy Lange, the Court unanimously approved all employee status report forms with approved budget amendment, the same being attached hereto and made a part of these minutes.



  4. Agenda #4 - Texas Secretary of State

    • MINUTE ORDER #380/07:   County Judge Jon Burrows recognized Texas Secretary of State Phil Wilson, who presented an update on the November 6, 2007 Constitutional Amendment Election.  No action taken. 




  5. Agenda #5 - Notice of Special Election

    • MINUTE ORDER #381/07:  County Clerk Shelley Coston presented for approval Notice of Special Election to adopt or reject the proposed Constitutional Amendments as submitted by the 80th Legislature, Regular Session, of the State of Texas and the issuance of Writs of Election for the General Election and the taking of appropriate actions in compliance with the Proclamation by the Governor of the State of Texas ordering a special election to be held throughout the State of Texas on November 6, 2007.  After due discussion, upon motion by Commissioner Tim Brown and seconded by Commissioner Richard Cortese,  the Court unanimously approved this matter.  A copy of said Notice and Writs are attached hereto and made part of these minutes.




  6. Agenda #6 - Order of Election for the City of Temple

    • MINUTE ORDER #382/07:  After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Richard Cortese, the Court unanimously approved Order of Election (Special Election) for the City of Temple for Bond Election on November 6, 2007.  A copy of said Order is attached hereto and made a part of these minutes.




  7. Agenda #7 - Order of Election for the City of Holland

    • MINUTE ORDER #383/07:   After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Tim Brown, the Court unanimously approved Order of Election (Special Election) for the Holland Independent School District for Bond Election on November 6, 2007.  A copy of said Order is attached hereto and made a part of these minutes.




  8. Agenda #8 - Indigent Healthcare Solutions Contract

    • MINUTE ORDER #384/07:  Rita Kelley, Director of Indigent Health Services presented for approval the renewal of contract with IHS (Indigent Healthcare Solutions) for data processing services.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved this matter.  A copy of said contract is attached hereto and made a part of these minutes.




  9. Agenda #9 - SB7 Indigent Defense Grant

    • MINUTE ORDER #385/07:  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved the application for annual SB7 Indigent Defense Grant from the Task Force on Indigent Defense in the projected amount of $128,357.00 and designated County Judge Jon Burrows as Authorized Official and Program Director, and Donna Eakin as Financial Officer.




  10. Agenda #10 and #11 - Re-Appointment of Auditor and Report of Order regarding Court Reporter Pay

    • MINUTE ORDER #386/07:  County Judge Jon Burrows presented for approval report of Order of re-appointment of Donna Eakin as Auditor by District Judges, report from District Judges of annual Order certifying the FY 2007-2008 County Auditor's Budget, and report of Order from District Judges concerning Court Reporter pay.   After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Eddy Lange, the Court unanimously approved this matter.  A copy of said Orders are attached hereto and made part of these minutes.




  11. Agenda #12 - Claims

    • MINUTE ORDER #387/07:  Judge Jon Burrows presented the claims for review to the Court.  After proper review, upon motion of Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.    



  12.         (The Court then went into workshop session to discuss those items on the workshop agenda with no action being
             taken on any item.)


             There being no further business, the meeting adjourned.
