AFTER proper posting of public notice, a copy of which is attached hereto, on this the 1st day of October, 2007, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #388/07:  It being nine a.m., Judge Jon Burrows called the regular meeting of the Commissioners' Court to order and called to the Courts attention that the minutes of September 17, 2007 regular session had been received.  After due discussion, these minutes were approved as presented.



  2. Agenda #2a - County Engineer

    • MINUTE ORDER #389/07:  County Engineer Richard Macchi presented for approval the final plat for P&D Ranch, a two-lot, twenty acre subdivision off of Stallion Road in the E.T.J. of the City of Temple.  After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Richard Cortese, the Court unanimously approved this matter.    



  3. Agenda #2b - Bids for Aggregate, Culverts, Reinforcing Steel and Base

    • MINUTE ORDER #390/07:  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner John Fisher, the Court unanimously approved authorizing the County Engineer to advertise for annual bids for aggregate, culverts, reinforcing steel and base.     



  4. Agenda #2c - Moffat Fire Department Repairs

    • MINUTE ORDER #391/07:  County Engineer Richard Macchi requested authorization to perform needed repairs and maintenance to the Moffatt Fire Department parking area.  After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Richard Cortese, the Court unanimously approved this matter.    



  5. Agenda #2d - Letter of Credit No. 06-460

    • MINUTE ORDER #392/07:  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Tim Brown, the Court unanimously approved releasing Letter of Credit No. 06-460, in the amount of $17,759.70, Central National Bank, Temple, for warranty of improvements in High Crest Subdivision, Phase I.     



  6. Agenda #2e - Letter of Credit No. 1027

    • MINUTE ORDER #393/07:  After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Richard Cortese, the Court unanimously approved releasing Letter of Credit No. 1027, in the amount of $14,304.25, First Texas Bank, Belton, for warranty of improvements in the Woods at Cedar Oaks, Section 2.     



  7. Agenda #2f - Bids for Equipment

    • MINUTE ORDER #394/07:  After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Richard Cortese, the Court unanimously approved authorizing the County Engineer to advertise for bids for the purchase of a Motorized Broom, three 6-C.Y. Dump Trucks, two Half-Ton Pickups and two One-Ton Service Trucks.



  8. Agenda #3 - Personnel

    • MINUTE ORDER #395/07:   Upon motion by Commissioner Tim Brown, second by Commissioner Eddy Lange, the Court unanimously approved all employee status report forms with approved budget amendment, the same being attached hereto and made a part of these minutes.




  9. Agenda #4 - 2007 Excellence in Going the Extra Mile Award-County Progress Magazine

    • MINUTE ORDER #396/07:   County Judge Jon Burrows recognized Pct 4 Commissioner John Fisher for his selection as winner of the 2007 Excellence in Going the Extra Mile Award from County Progress Magazine presented at the 85th Annual County Judges and Commissioners Association of Texas Conference on September 27, 2007 in Galveston.  The award was in recognition of Commissioner Fisher's tireless efforts to assist the 3000 Hurricane Katrina Evacuees who found a temporary home in Bell County in 2005 following their evacuation from Louisiana and East Texas due to Hurricane Katrina.  No action taken.




  10. Agenda #5 - Domestic Violence in Bell County

    • MINUTE ORDER #397/07:  Aliceanne Wallace advised the Court that October is Domestic Violence Awareness Month.  After due discussion, upon motion by Commissioner Eddy Lange and seconded by Commissioner Richard Cortese,  the Court unanimously approved and presented a Proclamation addressing domestic violence in Bell County and declaring October to be recognized as Domestic Violence Month in Bell County, Texas.  A copy of said proclamation is attached hereto and made part of these minutes.




  11. Agenda #6 - Interlocal Agreement with Texas Association of Counties Risk Management Pool (TACRMP)

    • MINUTE ORDER #398/07:  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner John Fisher, the Court unanimously approved an Interlocal Agreement with Texas Association of Counties Risk Management Pool (TACRMP) to authorize participation in various types of Property and Casualty Insurance Coverage.




  12. Agenda #7 - Frequency Reconfiguration Agreement with Nextel of Texas, Inc

    • MINUTE ORDER #399/07:   After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Tim Brown, the Court unanimously ratified and approved a Frequency Reconfiguration Agreement between Bell County and Nextel of Texas, Inc., a wholly owned direct subsidiary of Sprint Nextel Corporation, a Kansas Corporation, regarding reconfiguration of the 800 MHz band to minimize harmful interference to public safety radio communications systems, in compliance with Federal Communications Commission report and order, in which Bell County is reimbursed its reconfiguration cost.




  13. Agenda #8 - Amended Order of Election for City of Temple

    • MINUTE ORDER #400/07:  County Clerk Shelley Coston presented for approval an amended Order of Election (Special Election) adding two precincts for the City of Temple for Bond Election on November 6, 2007.  After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Richard Cortese, the Court unanimously approved this matter.  A copy of said Order is attached hereto and made a part of these minutes.




  14. Agenda #9 - Appointment to Bell County Child Welfare Board

    • MINUTE ORDER #401/07:  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Eddy Lange, the Court unanimously approved the appointment of Bennie Manis to the Bell County Child Welfare Board. 





  15. Agenda #10 - FusionBridge Statement of Work

    • MINUTE ORDER #402/07:  County Clerk Shelley Coston presented for approval a Statement of Work with FusionBridge for Criminal Processes Update for the Bell County Clerk's Office.  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Tim Brown, the Court unanimously approved this matter.  A copy of said Statement of Work is attached hereto and made part of these minutes.




  16. Agenda #11 - Advertising for Bids for Vehicles

    • MINUTE ORDER #403/07:  After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Richard Cortese, the Court unanimously approved authorizing the County Auditor to advertise for bids for vehicles for various county offices as approved in the 2008 budget.     




  17. Agenda #12 - Claims

    • MINUTE ORDER #404/07:  Judge Jon Burrows presented the claims for review to the Court.  After proper review, upon motion of Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.    



  18.         (The Court then went into workshop session to discuss those items on the workshop agenda with no action being
             taken on any item.)


             There being no further business, the meeting adjourned.
