AFTER proper posting of public notice, a copy of which is attached hereto, on this the 23rd day of October, 2007, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #422/07:  It being nine a.m., Judge Jon Burrows called the regular meeting of the Commissioners' Court to order and called to the Courts attention that the minutes of October 15, 2007 regular session had been received.  After due discussion, these minutes were approved as presented.



  2. Agenda #2a - County Engineer

    • MINUTE ORDER #423/07:  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved authorizing the County Engineer to purchase a motorized broom off of the State Buy Board at a purchase price of $33,461.20.     



  3. Agenda #2b - Early Acres

    • MINUTE ORDER #424/07:  After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Richard Cortese, the Court unanimously approved the final plat of Early Acres, a One-Lot, One Acre Subdivision off of old Highway 81.     



  4. Agenda #3 - Personnel

    • MINUTE ORDER #425/07:   Upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved all employee status report forms with approved budget amendment, the same being attached hereto and made a part of these minutes.



  5. Agenda #4 - United Way

    • MINUTE ORDER #426/07:   County Judge Jon Burrows presented for approval United Way applications by the Temple and Killeen HELP Centers to the United Way of Central Texas and the Greater Fort Hood United Way.  After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Eddy Lange, the Court unanimously approved this matter.




  6. Agenda #5 - Alternate for Brazos Region G Regional Water Planning Group

    • MINUTE ORDER #427/07:   After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Eddy Lange, the Court unanimously approved appointing Commissioner Richard Cortese as alternate on the Brazos Region G Regional Water Planning Group to attend in the absence of Judge Jon Burrows. 



  7. Agenda #6 - Bell County Sheriff's Office Work Release Program

    • MINUTE ORDER #428/07:   Sheriff Dan Smith requested approval for the purchase of equipment for the Sheriff's work release program consisting of two industrial mowers, a commercial weed eater, and a commercial blower, and approval of budget amendment/line item designation as appropriate for up to $6,000.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved this matter. 



  8. Agenda #7 - Change Order Number 003 - Bell County Jail Addition Project

    • MINUTE ORDER #429/07:   After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Tim Brown, the Court unanimously approved Change Order Number 003 on the Bell County Jail Addition project with Skanska USA Building, Inc. that does not increase the Guaranteed Maximum Price.  A copy of said Change Order is attached hereto and made a part of these minutes. 



  9. Agenda #8 - Claims

    • MINUTE ORDER #430/07:  Judge Jon Burrows presented the claims for review to the Court.  After proper review, upon motion of Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.    



  10.         (The Court then went into workshop session to discuss those items on the workshop agenda with no action being
             taken on any item.)


             There being no further business, the meeting adjourned.
