AFTER proper posting of public notice, a copy of which is attached hereto, on this the 5th day of November, 2007, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #440/07:  It being nine a.m., Judge Jon Burrows called the regular meeting of the Commissioners' Court to order and called to the Courts attention that the minutes of October 29, 2007 regular session had been received.  After due discussion, these minutes were approved as presented.



  2. Agenda #2a - County Engineer

    • MINUTE ORDER #441/07:  County Engineer Richard Macchi presented for approval the final plat for Stone Road Acres, a 5-Lot, 27.71 Acre Development off of Stone Road.  After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Richard Cortese, the Court unanimously approved this matter.      



  3. Agenda #3 - Personnel

    • MINUTE ORDER #442/07:   Upon motion by Commissioner John Fisher, second by Commissioner Tim Brown, the Court unanimously approved all employee status report forms with approved budget amendment, the same being attached hereto and made a part of these minutes.



  4. Agenda #4 - Biennial Re-Appointment of Fire Marshall

    • MINUTE ORDER #443/07:   County Judge Jon Burrows presented for approval the biennial re-appointment of Steve Casey as Fire Marshall for another two-year term effective November 5, 2007 and the approval of his bond.  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Tim Brown, the Court unanimously approved this matter.




  5. Agenda #5 - Report from Fire Marshall and Consideration of Order Restricting Outdoor Burning

    • MINUTE ORDER #444/07:   Fire Marshall Steve Casey presented a report to the Court to consider approval of an Order Restricting Outdoor Burning.  No action taken on this matter. 



  6. Agenda #6 - Interlocal Agreement regarding 2007 Byrne Justice Assistance (JAG) Program Award

    • MINUTE ORDER #445/07:   After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved an Interlocal Agreement between Bell County, the City of Killeen, and the City of Temple, regarding 2007 Byrne Justice Assistance (JAG) Program award.  A copy of said agreement is attached hereto and made a part of these minutes.



  7. Agenda #7 - Tax Abatement Agreement with AGE Industries, Ltd.

    • MINUTE ORDER #446/07:   Judge Jon Burrows presented for approval a Tax Abatement Agreement with AGE Industries, Ltd. regarding improvement to property located in Tax Increment Reinvestment Zone (TIRZ) No. 1 in the City of Belton, previously approved by the Belton City Council on October 23, 2007.  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Eddy Lange, the Court unanimously approved this matter.



  8. Agenda #8(a) - Award bids for Vehicles as Approved in the Budget

    • MINUTE ORDER #447/07:   After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Tim Brown, the Court unanimously approved awarding the bid for nine patrol cars, seven for the Sheriff and two for Constable Pct. 4 to John McClaren Chevrolet in the amount of $18,351.13 each for a total of $165,160.17.



  9. Agenda #8(b) - Award bids for Vehicles as Approved in the Budget

    • MINUTE ORDER #448/07:   After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Tim Brown, the Court unanimously approved awarding the bid for one regular cab 1/2 ton pickup for Road & Bridge to Grand Prairie Ford in the amount of $13,446.00.



  10. Agenda #8(c) - Award bids for Vehicles as Approved in the Budget

    • MINUTE ORDER #449/07:   After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved awarding the bid for one extended cab 1/2 ton pickup for Road & Bridge to Fisher-Vincent Ford, a local vendor, in the amount of $16,708.70 in accordance with LCG 271.905 regarding the local preference provision.



  11. Agenda #8(d) - Awards bid for Vehicles as Approved in the Budget

    • MINUTE ORDER #450/07:   After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Richard Cortese, the Court unanimously approved awarding the bid for five 3/4 ton pickups for Building & Grounds to Grand Prairie Ford in the amount of $14,686.00 each for a total of $73,430.00.



  12. Agenda #8(e) - Award bids for Vehicles as Approved in the Budget

    • MINUTE ORDER #451/07:   After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Tim Brown, the Court unanimously approved awarding the bid for two 1 ton service trucks for Road & Bridge to John McClaren Chevrolet in the amount of $22,690.93 each for a total of $45,381.86.



  13. Agenda #8(f) - Award bids for Vehicles as Approved in the Budget

    • MINUTE ORDER #452/07:   After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved awarding the bid for one full size SUV for the Sheriff's Office to Grand Prairie Ford in the amount of $20,238.00.



  14. Agenda #8(g) - Award bids for Vehicles as Approved in the Budget

    • MINUTE ORDER #453/07:   After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved awarding the bid for one full size program sedan for the Sheriff's Office to Johnson Brothers Ford in the amount of $13,586.16.



  15. Agenda #8(h) - Award bids for Vehicles as Approved in the Budget

    • MINUTE ORDER #454/07:   After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Tim Brown, the Court unanimously approved awarding the bid for two intermediate size program sedans for the Guardian Ad Litem to Derek Scott's Auto in the amount of $10,225.00 each for a total amount of $20,450.00.



  16. Agenda #8(i) - Award bids for Vehicles as Approved in the Budget

    • MINUTE ORDER #455/07:   After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved awarding the bid for one new compact sedan for the County Attorney's Office in the amount of $11,508.73.



  17. Agenda #9 - Claims

    • MINUTE ORDER #456/07:  Judge Jon Burrows presented the claims for review to the Court.  After proper review, upon motion of Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.    



  18.         (The Court then went into workshop session to discuss those items on the workshop agenda with no action being
             taken on any item.)


             There being no further business, the meeting adjourned.
