AFTER proper posting of public notice, a copy of which is attached hereto, on this the 19th day of November, 2007, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

1. Agenda #1 - Minutes

• MINUTE ORDER #468/07:  It being nine a.m., Judge Jon Burrows called the regular meeting of the Commissioners' Court to order and called to the Courts attention that the minutes of November 13, 2007 regular session had been received.  After due discussion, these minutes were approved as presented.
  
  
  
  

2. Agenda #2a - County Engineer

• MINUTE ORDER #469/07:  Judge Jon Burrows presented for approval the Final Plat or Harris Subdivision, a Two-Lot, 12.0 Acre Subdivision in the E.T.J. of the City of Temple.  After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Richard Cortese, the Court unanimously approved this matter.      
  
  
  
  

3. Agenda #2b - Public Hearing Concerning Old Wilkerson Valley Road

• MINUTE ORDER #470/07:  Judge Jon Burrows presented for approval setting a date of December 10, 2007 at 9:00 a.m. in the Commissioners' Courtroom for a Public Hearing on the vacation/closure of a portion of the Old Wilkerson Valley Road as depicted on surveyed drawings provided by an adjacent landowner.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved this matter.      
  
  
  
  

4. Agenda #2c - Releasing of Letter of Credit for Chaparral West, Phase IV

• MINUTE ORDER #471/07:  Judge Jon Burrows presented for approval the releasing of Letter of Credit No. S28190T, Compass Bank, in the amount of $25,000, for Maintenance of Improvements in Chaparral West, Phase IV.  After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Tim Brown, the Court unanimously approved this matter.      
  
  
  
  

5. Agenda #3 - Personnel

   • MINUTE ORDER #472/07:   Upon motion by Commissioner Tim Brown, second by Commissioner Eddy Lange, the Court unanimously approved all employee status report forms with approved budget amendment, the same being attached hereto and made a part of these minutes.
     
     
     
     

6. Agenda #4 - Order Restricting Outdoor Burning

   • MINUTE ORDER #473/07:   Upon receipt of report from Fire Marshall Steve Casey, the Court took no action on modifying the existing Order Restricting Outdoor Burning approved on November 13, 2007.
     
     
     
     
     

7. Agenda #5 - Canvass of Election Results

   • MINUTE ORDER #474/07:   Election Clerk Jana Henderson presented for approval the canvass and certification of the results of the November 6, 2007 Constitutional Amendment Election held in Bell County.  After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Richard Cortese, the Court unanimously approved this matter.  A copy of said Certification is attached hereto and made a part of these minutes.
     
     
     
     

8. Agenda #6 - Child Safety Fee Allocations

   • MINUTE ORDER #475/07:   Tax Assessor/Collector Sharon Long presented the report concerning the collection and allocations to Bell County and Bell Counties Cities of the Child Safety Fees collected from October 1, 2006 through September 30, 2007.  After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Tim Brown, the Court unanimously approved the report and the distribution of funds as set out in the report.  A copy of said Report is attached hereto and made a part of these minutes.
     
     
     
     

9. Agenda #7 - Contract with Phase 2 Consulting

   • MINUTE ORDER #476/07:   Judge Jon Burrows presented for approval a contractual proposal by Phase 2 Consulting to assist in planning for healthcare services for expanded jail population and changed circumstances upon completion of jail addition.  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Tim Brown, the Court unanimously approved Phase 1 of the proposal by Phase 2 Consulting.  A copy of said Proposal is attached hereto and made a part of these minutes. 
     
     
     
     

10. Agenda #8 - Claims

    • MINUTE ORDER #477/07:   Judge Jon Burrows presented the claims for review to the Court.  After proper review, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.
