AFTER proper posting of public notice, a copy of which is attached hereto, on this the7th day of January, 2008, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #001/08:  It being nine a.m., Commissioner Richard Cortese, called the regular meeting of the Commissioners' Court to order and called for a Moment of Silence in honor of Texas Highway Commissioner Rick Williamson.  Commissioner Richard Cortese then called to the Courts attention that the minutes of December 17, 2007 regular session had been received.  After due discussion, these minutes were approved as presented.



  2. Agenda #2a - County Engineer

    • MINUTE ORDER #002/08:  County Engineer Richard Macchi presented for approval the final plat of Armstrong Subdivision, a Three-Lot, 15.993 Acre Subdivision fronting on FM 1123.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved this matter.       



  3. Agenda #2b - Advertising for Bids

    • MINUTE ORDER #003/08:  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Eddy Lange, the Court unanimously approved authorizing County Engineer Richard Macchi to advertise for bids for the purchase of Asphalt, Hot Mix, Cold Mix, Cement, Lime, Pit Run Gravel and Concrete.        



  4. Agenda #2c - Budget Amendments

    • MINUTE ORDER #004/08:  After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Eddy Lange, the Court unanimously approved budget amendments to line item 611.7050.040 (tools) adding $15,000; and line item 611.7140 (road equipment) adding $5,000.  A copy of said Budget Amendments are attached hereto and made part of these minutes.        



  5. Agenda #3 - Personnel

    • MINUTE ORDER #005/08:   Upon motion by Commissioner John Fisher, second by Commissioner Tim Brown, the Court unanimously approved all employee status report forms with approved budget amendment, the same being attached hereto and made a part of these minutes.



  6. Agenda #4 - Appointment to Bell County Child Welfare Board

    • MINUTE ORDER #006/08:   Commissioner Richard Cortese presented for approval the appointment of Tiffany Allen-Duran of Temple to the Bell County Child Welfare Board.  After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Tim Brown, the Court unanimously approved this matter.



  7. Agenda #5 - Order Restricting Outdoor Burning

    • MINUTE ORDER #007/08:  The Court received a report from Fire Marshall Steve Casey, a copy of which is attached and made a part of these minutes, to consider the status of the Order Restricting Outdoor burning and consider continuation, modification, extension, or termination of the Order and a finding that circumstances present in all or part of the unincorporated area create a public safety hazard that would be exacerbated by outdoor burning.  The Court took no action on this matter.         



  8. Agenda #6 - Amendment No. 2 to Operation and Maintenance Agreement Elm Creek (Cen-tex) Watershed

    • MINUTE ORDER #008/08:    After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Tim Brown, the Court unanimously approved Amendment No. 2 to Operation and Maintenance Agreement Elm Creek (Cen-tex) Watershed between McLennan County, Bell County, Falls County, Milam County, McLennan County Soil and Water Conservation District, Central Texas Soil and Water Conservation District, Elm Creek Watershed Authority, and Natural Resources Conservation Service - United States Department of Agriculture.



  9. Agenda #7 - Claims

    • MINUTE ORDER #009/08:   Commissioner Richard Cortese presented the claims for review to the Court.  After proper review, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.



  10.         (The Court then went into workshop session to discuss those items on the workshop agenda with no action being
             taken on any item.)


             There being no further business, the meeting adjourned.
