January 14, 2008


AFTER proper posting of public notice, a copy of which is attached hereto, on this the14th day of January, 2008, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #010/08:  It being nine a.m., County Judge Jon Burrows, called the regular meeting of the Commissioners' Court to order and called to the Courts attention that the minutes of January 7, 2008 regular session had been received.  After due discussion, these minutes were approved as presented.



  2. Agenda #2a - County Engineer

    • MINUTE ORDER #011/08:  County Engineer Richard Macchi announced the County's intent to conduct a Public Hearing regarding the proposed Bell County Storm Water Management Plan for the unincorporated urbanized areas of the county on January 16, 2008, at 6:00 p.m. in the Bell County Commissioner's Courtroom.  No action taken.       



  3. Agenda #2b - Budget Amendment

    • MINUTE ORDER #012/08:  After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Tim Brown, the Court unanimously approved a budget amendment to line item 611.7140 (road equipment) in the amount of $75,000.  A copy of said budget amendment is attached hereto and made a part of these minutes.        



  4. Agenda #2c - Advertise for Bids for Eight Shredders

    • MINUTE ORDER #013/08:  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved authorizing County Engineer Richard Macchi to advertise for bids for eight shredders.      



  5. Agenda #2d - Road and Bridge Department Annual Report

    • MINUTE ORDER #014/08:   After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Tim Brown, the Court unanimously approved the Annual Report of the Road and Bridge Department activities in 2007, as presented by County Engineer Richard Macchi.  A copy of said report is attached hereto and made a part of these minutes. 



  6. Agenda #2e - Eagle Oaks at the Lake

    • MINUTE ORDER #015/08:   Commissioner Richard Macchi presented for preliminary approval Eagle Oaks at the Lake, Phase III, a twenty-lot, 12.69 acre development in the E.T.J. of the City of Temple.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved this matter.



  7. Agenda #3 - Personnel

    • MINUTE ORDER #016/08:  Upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved all employee status report forms with approved budget amendment, the same being attached hereto and made a part of these minutes.        



  8. Agenda #4 - Date for Annual County Auction

    • MINUTE ORDER #017/08:  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved April 26, 2008 as the date for the County Auction.        



  9. Agenda #5 - CTCOG Report

    • MINUTE ORDER #018/08:    The Court received a report from Jim Reed, Executive Director to the CTCOG on the state of the COG and its programs.  No action taken.



  10. Agenda #6 - Order Restricting Outdoor Burning

    • MINUTE ORDER #019/08:  The Court received a report from Fire Marshall Steve Casey, a copy of which is attached and made a part of these minutes, to consider the status of Order Restricting Outdoor Burning and consider issuance, continuation, modification, extension, or termination of the Order and a finding that circumstances present in all or part of the unincorporated area create a public safety hazard that would be exacerbated by outdoor burning. After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Tim Brown, the Court unanimously approved to reissue the Order for thirty (30) days effective immediately.         



  11. Agenda #7 - PHI Air Medical/STAT Air

    • MINUTE ORDER #020/08:  Following presentation by Brent Dalley with PHI Air Medical, upon motion by Commissioner John Fisher, second by Commissioner Tim Brown, the Court unanimously approved authorizing PHI Air Medical/STAT Air as an emergency medical services provider, under Section 773.011 of the Texas Health & Safety Code to operate a subscription emergency pre-hospital care service within Bell County.         



  12. Agenda #8 - Claims

    • MINUTE ORDER #021/08:   County Judge Jon Burrows presented the claims for review to the Court.  After proper review, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.



  13.         (The Court then went into workshop session to discuss those items on the workshop agenda with no action being
             taken on any item.)


             There being no further business, the meeting adjourned.
