Agenda #1 - Minutes
- MINUTE ORDER #052/08: It being nine a.m.,
County Judge Jon Burrows, called the regular meeting of the
Commissioners' Court to order and called to the Courts attention that the
minutes of February 4,
2008, regular session had been received. After due discussion, these
minutes were approved as presented.
Agenda #2a - County Engineer
- MINUTE ORDER #053/08: After due discussion,
upon motion by
Commissioner Richard Cortese, second by Commissioner Eddy Lange,
the Court unanimously authorized County Engineer Richard Macchi to
advertise for bids for the installation of pavement markings and raised
pavement markers.
Agenda #2b - Awarding Bids
- MINUTE ORDER #054/08: County Engineer
Richard Macchi presented for approval the matter of awarding bids for
the following materials:
Liquid Asphalt: After due discussion, upon motion by
Commissioner Tim Brown, second by Commissioner John Fisher, the
Court unanimously awarded the bid for liquid asphalt to Sem Materials at a
cost of $1.3339 per gallon for HFRS-2 and to Cleveland at a cost of $1.9322
per gallon for AE-P.
Hot Mix Asphalt: After due discussion, upon motion by
Commissioner Richard Cortese, second by Commissioner Eddy Lange,
the Court unanimously awarded the bid for hot mix asphalt to Ironhorse
Asphalt, in Youngsport and Kempner, at $44.00 per ton, and Austin Asphalt in
Belton at $43.75 per ton.
Cold Mix Asphalt: After due discussion, upon motion by
Commissioner Richard Cortese, second by Commissioner John Fisher,
the Court unanimously awarded the bid for cold mix asphalt to Vulcan
Materials in Uvalde, as primary provider at $49.80 per ton, and Austin
Bridge in Belton, as secondary provider, $50.50 per ton.
Lime: After due discussion, upon motion by Commissioner John Fisher, second by
Commissioner Richard Cortese,
the Court unanimously awarded the bid for lime to Austin White Lime in the
amount of $104.14 per ton. Cement: After due discussion, upon motion by
Commissioner Eddy Lange, second by Commissioner Tim Brown, the
Court unanimously awarded the bid for cement to TXI of Austin in the
amount of $114.00 per ton, delivered. Concrete: After due discussion, upon motion by
Commissioner John Fisher, second by Commissioner Richard Cortese,
the Court unanimously awarded the bid for concrete to Killeen Ready
Mix/Pro-Mix of Temple, with alternate bid to Transit Mix and Belcrete.
Pit-run Gravel: After due discussion, upon motion by Commissioner Richard Cortese, second by
Commissioner Eddy Lange,
the bid for Pit-run gravel was awarded to all who bid: Elmer King of
Belton, Johnie Kelley of Holland, James Fischer of Holland, A.C. Ray of
Belton, and Charlene Wade of Holland.
Agenda #2c - Killeen I.S.D. Middle School
- MINUTE ORDER #055/08: After due discussion, upon motion by
Commissioner John Fisher, second by Commissioner Tim Brown,
the Court unanimously approved the final plat for Killeen I.S.D. Middle
School 12, a 65.055 Acre Subdivision now in the City of Killeen.
Agenda #2d - Crooked Creek Subdivision
- MINUTE ORDER #056/08: County Engineer
Richard Macchi presented for approval the matter of releasing Letter of
Credit in the amount of $10,000, Schwertner State Bank, for improvement in
Crooked Creek Subdivision. After due
discussion, upon motion by Commissioner
Eddy Lange, second
by Commissioner Richard Cortese, the Court unanimously approved
this matter.
Agenda #2e - Canyon Creek Crossing
- MINUTE ORDER #057/08: County Engineer
Richard Macchi presented for approval the Final Plat for Canyon Creek
Crossing V, a one-lot 2.70 Acre Development in the E.T.J. of the City of
Belton. After due
discussion, upon motion by Commissioner
Tim Brown, second
by Commissioner Richard Cortese, the Court unanimously approved
this matter.
Agenda #3 - Personnel
- MINUTE ORDER #058/08: Upon motion by Commissioner
John Fisher, second
by Commissioner Eddy Lange, the Court unanimously approved
all employee status report forms, the same being attached hereto and made
part of these minutes.
Agenda #4 - Workforce Solutions of Central Texas
- MINUTE ORDER #059/08: The Court received
an update from Susan Kamas and Jerry Haisler with the Texas Workforce
Solutions of Central Texas regarding its selection in 2008 as one of the 75
Best Companies to work for in Texas by Texas Monthly Magazine. No
action taken.
Agenda #5 - Memorandum of Understanding with Central
Texas Youth Services Bureau
- MINUTE ORDER #060/08: Steve Wick with
the Central Texas Youth Services Bureau presented for approval a Memorandum
of Understanding with the Central Texas Youth Services Bureau for services
to At-Risk Children, Youth, Youth Adults, and Families. After due
discussion, upon motion by Commissioner
Richard Cortese, second
by Commissioner Eddy Lange, the Court unanimously approved
this matter. A copy of said Memorandum of Understanding is attached
hereto and made part of these minutes.
Agenda #6 - Public Hearing for Bell County 2008 Capital
Improvement Project
- MINUTE ORDER #061/08: County Judge
Jon Burrows opened the public hearing at 9:45 a.m. for public input on
Bell County's 2008 Capital Improvement Project. There being no public
comments, Judge Jon Burrows closed the public hearing at 9:36 a.m.
Agenda #7 - Texas Civil Practice and Remedy Code,
Section 6.001
- MINUTE ORDER #062/08: After due
discussion, upon motion by Commissioner
John Fisher, second
by Commissioner Eddy Lange, the Court unanimously approved
authorization under Section 6.001, Texas Civil Practice and Remedy Code, to
exempt the Bell County Attorney from having to post a bond in conjunction
with filing for an extraordinary writ.
Agenda #8 - Bell County Solid Waste Advisory Committee
- MINUTE ORDER #063/08: After due
discussion, upon motion by Commissioner
Tim Brown, second
by Commissioner John Fisher, the Court unanimously approved
the appointment of County Engineer Richard Macchi as the Bell County
representative to the Solid Waste Advisory Committee of the Central Texas
Council of Governments.
Agenda #9 - Change Order Number 005 - Bell County Jail
Addition project
- MINUTE ORDER #064/08: After due
discussion, upon motion by Commissioner
Tim Brown, second
by Commissioner Richard Cortese, the Court unanimously approved
Change Order Number 005 on the Bell County Jail Addition project with
Skanska USA Building, Inc. that does not increase the Guaranteed Maximum
Price. A copy of said Change Order is attached hereto and made part of
these minutes.
Agenda #10 - Order Restricting Outdoor Burning
- MINUTE ORDER #065/08: The Court received a report
from Fire Marshall Steve Casey, a copy of which is attached and made a part
of these minutes, to consider the status of Order Restricting Outdoor
Burning and consider continuation, modification, extension, or termination
of the Order and a finding that circumstances present in all or part of the
unincorporated area create a public safety hazard that would be exacerbated
by outdoor burning. Current Burn Ban expires on February 12, 2008.
After due discussion, upon motion by Commissioner Tim Brown, second
by Commissioner Eddy Lange, the Court unanimously approved issuing a
new Order Restricting Outdoor Burning effective for thirty (30) days.
Agenda #11 - Claims
- MINUTE ORDER #066/08: County Judge Jon
Burrows
presented the claims for review to the Court. After proper review, upon motion by
Commissioner Tim Brown, second by Commissioner Richard Cortese,
the Court unanimously approved all such claims. All according to a
copy of the same being of record in the office of the County Auditor.
(The Court then went into workshop session to discuss those items on the
workshop agenda with no action being taken on any item.)
There being no further business, the meeting
adjourned.
