Agenda #1 - Minutes
- MINUTE ORDER #067/08: It being nine a.m.,
County Judge Jon Burrows, called the regular meeting of the
Commissioners' Court to order and called to the Courts attention that the
minutes of February 11,
2008, regular session had been received. After due discussion, upon
motion by
Commissioner Eddy Lange, second by Commissioner John Fisher, the
Court unanimously approved these
minutes with one correction to Agenda #2b.
Agenda #2a - County Engineer
- MINUTE ORDER #068/08: County Judge Jon Burrows
opened a public hearing at 9:06 a.m. regarding the installation of Traffic
Control Devices. There being no comments, the public hearing was closed. After due discussion,
upon motion by
Commissioner Tim Brown, second by Commissioner Eddy Lange,
the Court unanimously approved the following Traffic Control Devices:
1. Install a STOP sign on
Armstrong Lane at Armstrong Road; and
2. Install a 40 MPH speed limit
on Barnhardt Road from SH 95 to Old 95.
Agenda #2b - Log Jam(s) on the Little River
- MINUTE ORDER #069/08: After due discussion, upon motion by Commissioner Richard Cortese, second by
Commissioner Eddy Lange, the Court unanimously approved authorizing
the County Judge to sign a letter requesting the assistance of the Texas
Commission on Environmental Quality (TCEQ) in removing a log jam(s) on the
Little River.
Agenda #2c - Right of Way fencing on Mills Road and
Romberg Lane
- MINUTE ORDER #070/08: After due discussion, upon motion by
Commissioner Richard Cortese, second by Commissioner Tim Brown,
the Court unanimously approved awarding bids for the construction of Right
of Way fencing on Mills Road (Pct. 1) and Romberg Road (Pct. 2) to L & R
Fencing in the amount of $13,781.98.
Agenda #2d - Adjustment to Bid Price of Hot Mix
- MINUTE ORDER #071/08: County Engineer
Richard Macchi presented for approval the matter of an adjustment to the
bid price of hot mix received from Ironhorse Asphalt to correct clerical
error. Actual bid was $42.00 per ton, but it was incorrectly reported
as being $44.00 per ton. After due
discussion, upon motion by Commissioner
Richard Cortese, second
by Commissioner John Fisher, the Court unanimously approved
this matter.

- MINUTE ORDER #072/08: Upon motion by Commissioner
Eddy Lange, second
by Commissioner John Fisher, the Court unanimously approved
all employee status report forms, the same being attached hereto and made
part of these minutes.
Agenda #4 - Early Voting Location and Hours
- MINUTE ORDER #073/08: The Court received
a reminder announcement from County Clerk Shelley Coston of Early
Voting locations and hours:

Agenda #5 - ES&S AutoMark Voter Assist Terminal
- MINUTE ORDER #074/08: Jana Henderson,
Election Clerk, demonstrated an ES&S AutoMark Voter Assist Terminal that
allows voters with disabilities to mark an optical scan paper ballot (the
same as used by other voters) privately and independently. They system
allows electronic optical scan ballot counting, while still having a paper
ballot for hand-recounts if needed. No action taken.
Agenda #6 - Bell County Drug Court Program Grant
Application
- MINUTE ORDER #075/08: Pat Finnegan,
Director, Bell County Community Supervision and Corrections Department,
presented for approval a grant application through Governor's Criminal
Justice Division (CJD) for the Bell County Drug Court Program. After
due discussion, upon motion by Commissioner
Richard Cortese, second
by Commissioner Tim Brown, the Court unanimously approved
this matter.
Agenda #7 - Bell County Coalition Juvenile
Accountability Block Grant
- MINUTE ORDER #076/08: After due
discussion, upon motion by Commissioner
John Fisher, second
by Commissioner Richard Cortese, the Court unanimously approved
grant application for Bell County Coalition Juvenile Accountability Block
Grant (JABG) to continue existing grant supporting the Juvenile Services
Department.
Agenda #8 - Vehicle Purchase for Juvenile Services
Department
- MINUTE ORDER #077/08: After due
discussion, upon motion by Commissioner
Richard Cortese, second
by Commissioner Eddy Lange, the Court unanimously approved
authorizing the purchase of two vehicles for Juvenile Services Department
from 4-E funding dollars either by bid solicitation or by purchase off of
Buy Boards or similar cooperative buying agreements.
Agenda #9 - Contract with City of Temple Regarding
Firing Range
- MINUTE ORDER #078/08: The Court
considered approval of renewal of contract with City of Temple for use by
Bell County of Firing Range. No action was taken on this matter.
Agenda #10 - Oglesby Cultural Facilities Corporation
for Heart of Texas Goodwill Industries, Inc.
- MINUTE ORDER #079/08: After due discussion, upon motion by Commissioner
John Fisher, second
by Commissioner Tim Brown, the Court unanimously approved an Order
Approving the Issuance of a Note by the Oglesby Cultural Facilities
Corporation for Heart of Texas Goodwill Industries, Inc. solely for the
purpose of satisfying the provisions of Section 147(f) of the Internal
Revenue Code and to give consent required under Section 221.030(a) of the
Texas Health and Safety Code, none of which constitutes a liability or
obligation of Bell County in any manner. A copy of said Order is
attached hereto and made part of these minutes.
Agenda #11 - Order Restricting Outdoor Burning
- MINUTE ORDER #080/08: The Court received a report
from Fire Marshall Steve Casey, a copy of which is attached and made a part
of these minutes, to consider the status of Order Restricting Outdoor
Burning and consider continuation, modification, extension, or termination
of the Order and a finding that circumstances present in all or part of the
unincorporated area create a public safety hazard that would be exacerbated
by outdoor burning. Current Burn Ban expires on March 12, 2008.
There was no action taken and the Burn Ban remains in effect.
Agenda #12 - Claims
- MINUTE ORDER #081/08: County Judge Jon
Burrows
presented the claims for review to the Court. After proper review, upon motion by
Commissioner Tim Brown, second by Commissioner Richard Cortese,
the Court unanimously approved all such claims. All according to a
copy of the same being of record in the office of the County Auditor.
(The Court then went into workshop session to discuss those items on the
workshop agenda with no action being taken on any item.)
There being no further business, the meeting
adjourned.
