AFTER proper posting of public notice, a copy of which is attached hereto, on this the 7th day of April, 2008, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #136/08:  It being nine a.m., County Judge Jon Burrows, called the regular meeting of the Commissioners' Court to order and called to the Courts attention that the minutes of March 31, 2008, regular session had been received.  After due discussion, these minutes were approved as presented.



  2. Agenda #2a - County Engineer

    • MINUTE ORDER #137/08:   After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Eddy Lange, the Court unanimously accepted Park Trail, Temple Park Estates, and a Letter of Credit for Warranty of Improvements, from Extraco Financial Group for W. Randy Harrell.
          


  3. Agenda #3 - Personnel

    • MINUTE ORDER #138/08:    Upon motion by Commissioner Richard Cortese, second by Commissioner Tim Brown, the Court unanimously approved all employee status report forms, the same being attached hereto and made part of these minutes.   



  4. Agenda #4 - Special Meeting of Commissioner's Court

    • MINUTE ORDER #139/08:    Judge Jon Burrows announced a Special Meeting at 1:30 p.m. at the Bell County EXPO Center to consider naming the main arena the "Judge John C. Garth Arena."  No action taken.     



  5. Agenda #5 - Early Voting for 2008 Primary Run-Off Election

    • MINUTE ORDER #140/08:  County Clerk Shelley Coston reported to the Court that 2,844 total votes had been cast during Early Voting for the 2008 Primary Run-Off Election.  A list of the consolidated precincts, which attached hereto and made part of these minutes, that will be open on Election Day, Tuesday, April 8, 2008, from 7:00 a.m. to 7:00 p.m. was also provided.  No action taken.    



  6. Agenda #6 -  Order Restricting Outdoor Burning

    • MINUTE ORDER #141/08:   The Court received a report from Fire Marshall Steve Casey, a copy of which is attached and made a part of these minutes, to consider status of Order Restricting Outdoor burning and consider continuation, modification, extension, or termination of the Order and a finding that circumstances are present in all or part of the unincorporated area that create a public safety hazard that would be exacerbated by outdoor burning.  Current Burn Ban expires on April 16, 2008.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved lifting the burn ban.
          


  7. Agenda #7 - Statement of Work with Technology Integration Group

    • MINUTE ORDER #142/08:   After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Eddy Lange, the Court unanimously approved a Statement of Work with Technology Integration Group to inventory, document, and evaluate assigned network infrastructure components and, as required, test as to effectiveness and adequacy.
          


  8. Agenda #8 - Bids to Sell Surplus Computer Equipment

    • MINUTE ORDER #143/08:   After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Richard Cortese, the Court unanimously approved the County Auditor to advertise for bids to sell surplus computer equipment. 
          


  9. Agenda #9 - FY 2007 Annual Audit Report

    • MINUTE ORDER #144/08:   County Auditor introduced Lisa McKinnon, External Auditor, who presented for approval the FY 2007 Annual Audit Report.  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Tim Brown, the Court unanimously approved this matter.  A copy of said Audit Report is attached hereto and made part of these minutes.
          


  10. Agenda #10 - Government Finance Officers Association Award

    • MINUTE ORDER #145/08:   County Judge Jon Burrows announced presentation to the Bell County Auditor's Office the Government Finance Officers Association Award for Bell County's Comprehensive Annual Financial Report for the Fiscal Year ended September 30, 2006 - the 27th year in a row that the Auditor's Office has received the award.  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner John Fisher, the Court unanimously approved this presentation.
          


  11. Agenda #11 - Claims

    • MINUTE ORDER #146/08:   County Judge Jon Burrows presented the claims for review to the Court.  After proper review, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.



  12.         (The Court then went into workshop session to discuss those items on the workshop agenda with no action being
             taken on any item.)


             There being no further business, the meeting adjourned.
