AFTER proper posting of public notice, a copy of which is attached hereto, on this the 5th day of May, 2008, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #180/08:  It being nine a.m., County Judge Jon Burrows, called the regular meeting of the Commissioners' Court to order and called to the Courts attention that the minutes of April 21, 2008 at 9:00 a.m. regular session had been received.  After due discussion, these minutes were approved as presented.



  2. Agenda #2a - County Engineer

    • MINUTE ORDER #181/08:   County Engineer Richard Macchi presented for approval awarding the bids for the purchase of Rip Rap Rock to both bidders, Miller Springs Materials and Superior Crushed Stone, to provide the opportunity to utilize the supplier that is closest to a given project.  After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Richard Cortese, the Court unanimously approved this matter. 
          


  3. Agenda #2b - Award Bids - Skid-Mounted Spray Rig

    • MINUTE ORDER #182/08:   County Engineer Richard Macchi presented for approval awarding the bid for a Skid-mounted Spray Rig for application of herbicides to Ag-Meir of Belton in the amount of $3,376.  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Eddy Lange, the Court unanimously approved this matter.
          


  4. Agenda #2c - Bids for Liquid Asphalt and Hot Mix Asphaltic Concrete (HMAC)

    • MINUTE ORDER #183/08:   After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved authorizing County Engineer Richard Macchi to advertise for bids for the procurement of Liquid Asphalt and Hot Mix Asphaltic Concrete (HMAC).
          


  5. Agenda #2d - Haddon Royal Oaks

    • MINUTE ORDER #184/08:   County Engineer Richard Macchi presented for approval the final plat for Haddon-Royal Oaks, being a re-plat of lost 2, 4, &, Haddon-Hall, Texas, in the E.T.J. of the Village of Salado.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved this matter.
          


  6. Agenda #3 - Personnel

    • MINUTE ORDER #185/08:    Upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved all employee status report forms, the same being attached hereto and made part of these minutes.   



  7. Agenda #4 - Order with Respect to Waste Management Inc. Project

    • MINUTE ORDER #186/08:    Lee McCormick with Community Development Associates, presented for approval Order with Respect to Waste Management, Inc. Project to comply with Section 147(f) of the Internal Revenue Code.  This is a three (3) year, $275 million, Multi-county project involving 14 counties to include Bell, relating to developing pipe systems and the landfill to control methane gas.  A copy of said Order is attached hereto and made part of these minutes.  After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Richard Cortese, the Court unanimously approved this matter.      



  8. Agenda #5 - Juvenile Probation Department Anti-Gang Grant

    • MINUTE ORDER #187/08:  After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Eddy Lange, the Court unanimously approved the Anti-Gang grant awarded by the Attorney General's Office in the amount of $12,000 for the Juvenile Probation Department.



  9. Agenda #6 -  Interlocal Cooperation Agreement regarding Early Voting and Bell County Fiber Optic Network

    • MINUTE ORDER #188/08:   Sharon Long, Tax Assessor-Collector, in charge of Voter Registration, presented for approval an Interlocal Cooperation Agreement with the Cities of Killeen and Temple for the use of Bell County Computer Software developed to process and maintain records regarding early voting and to use the Bell County fiber optic network at a cost of $1,200 per year.  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Tim Brown, the Court unanimously approved the matter.
          


  10. Agenda #7 - Request for Proposals for Employee Health Insurance

    • MINUTE ORDER #189/08:   After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved authorizing the County Auditor to advertise for requests for proposals for employee health insurance.
          


  11. Agenda #8 - Claims

    • MINUTE ORDER #190/08:   County Judge Jon Burrows presented the claims for review to the Court.  After proper review, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.



  12.         (The Court then went into workshop session to discuss those items on the workshop agenda with no action being
             taken on any item.)


             There being no further business, the meeting adjourned.
