May 15, 2008


AFTER proper posting of public notice, a copy of which is attached hereto, on this the 15th day of May, 2008, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Conference Room, Belton, Texas, at 3:00 p.m. in Emergency session with the following members of said Court present, to-wit:

  1. Agenda #1 - Emergency Meeting

    • MINUTE ORDER #204/08:  It being 3:05 p.m., Judge Jon H. Burrows, called the Emergency meeting of the Commissioners' Court to order and presented for approval the necessity of an emergency meeting due to the urgent public necessity to evaluate storm and flood damage to the cities and rural areas of Bell County, which has caused an imminent threat to public health and safety, and was a reasonably unforeseeable situation, and for which immediate action is required.  After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Tim Brown, the Court unanimously approved this matter.



  2. Agenda #2 - Reports of Damage in Bell County

    • MINUTE ORDER #205/08:   The Court received reports of the storm, wind and flood damage to the cities and rural areas of Bell County, reports of debris removal, reports of emergency responses, and considered responsive and peremptory actions. No action taken.



  3. Agenda #3 - Declaration of Local Disaster

    • MINUTE ORDER #206/08:   After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved a Declaration of Local Disaster under Section 418.108 of the Texas Government Code, Texas Disaster Act.  A copy of said Declaration is attached hereto and made part of these minutes.  
          


  4. Agenda #4 - Responsive Action

    • MINUTE ORDER #207/08:   After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved authorizing exemptions under Section 262.024 of the Local Government Code in concert with the Declaration of Local Disaster, and authorizing County Judge to enter into contracts and Interlocal Agreements and to make emergency expenditures.  Such contracts, Interlocal Agreements, and expenditures shall include, but are not limited to brush pick-up, removal and destruction.
          


    There being no further business, the meeting adjourned.
