minutes of May 19, 2008 at 9:00 a.m. regular session had been received. After due discussion, these
minutes were approved as presented.

- MINUTE ORDER #219/08: County Engineer
Richard Macchi presented the matter of releasing Letter of Credit No.
1032, in the amount of $4,700 from First Texas Bank, for the Warranty of
Improvements in Chisholm Oaks Subdivision, Precinct 3. After due discussion,
upon motion by
Commissioner Eddy Lange, second by Commissioner Richard Cortese, the
Court unanimously approved this matter.
Agenda #2b - Letter of Credit No. 480 - Swaida
Addition
- MINUTE ORDER #220/08: County Engineer
Richard Macchi presented the matter of releasing Letter of Credit No.
480 ($198,767.00), First Texas Bank, and replacing it with Letter of Credit
No. 506 in the amount of $7,500 from First Texas Bank as Warranty for the
Improvements in Swaida Addition, Precinct 4. After due discussion,
upon motion by
Commissioner John Fisher, second by Commissioner Richard Cortese,
the Court unanimously approved this matter.
Agenda #2c - Awarding Bids for Hot Mix Asphaltic
Concrete (HMAC)
- MINUTE ORDER #221/08: County Engineer
Richard Macchi presented the matter of awarding bids for Hot Mix
Asphaltic Concrete (HMAC). Bids opened on May 21, 2008 with only one
bid received from Iron Horse Asphalt in the amount of $53 per ton. After due discussion,
upon motion by
Commissioner Richard Cortese, second by Commissioner Tim Brown,
the Court unanimously approved this matter.
Agenda #2d - Awarding Bids for Liquid Asphalt Products
(HFRS-2 and AE-P)
- MINUTE ORDER #222/08: County Engineer
Richard Macchi presented the matter of awarding bids for the purchase of
liquid asphalt products (HFRS-2 and AE-P). Bids opened on May 21, 2008. After due discussion,
upon motion by
Commissioner Eddy Lange, second by Commissioner Richard Cortese,
the bid for HFRS-2 was awarded to Sem Materials at $1.8364, as the low
bidder; and the bid for AE-P was awarded to Cleveland Materials at $2.6122.
Agenda #2e - Report on May 14, 2008 Bell County Storm
- MINUTE ORDER #223/08: The Court received an
update report from County Engineer
Richard Macchi on debris removal,
clean-up, and assistance resources regarding the May 14, 2008 Bell County storm.
Dennis Baker, Emergency Management Director, advised that no information had
been received from the State. No action taken by the Court.
Agenda #2f - Interlocal Agreements with City of Temple
and Village of Salado
- MINUTE ORDER #224/08: After due
discussion, upon motion by Commissioner
Tim Brown, second
by Commissioner Richard Cortese, the Court unanimously approved
Interlocal Agreements with the City of Temple and the Village of Salado for
the cleanup of storm-related debris in the Village of Salado and in
unincorporated areas of Bell County. A copy of said Agreement is
attached hereto and made part of these minutes.
Agenda #3 - Declaration of Local Disaster Order
- MINUTE ORDER #225/08: County Judge
Jon Burrows presented the matter of the status of the Declaration of
Local Disaster Order issued May 15, 2008, and status of Local Disaster
Executive Orders issued May 16 and 23, 2008 and to determine whether to
terminate, continue, or extend the orders. After due discussion, upon motion by Commissioner
Tim Brown, second
by Commissioner Richard Cortese, the Court unanimously approved
continuing these orders until further notice.
Agenda #4 - Personnel
- MINUTE ORDER #226/08: Upon motion by Commissioner
John Fisher, second
by Commissioner Eddy Lange, the Court unanimously approved all
employee status report forms, the same being attached hereto and made part
of these minutes.
Agenda #5 - 2007 Gold Star Safety Award
- MINUTE ORDER #227/08: The Court acknowledged Bell
County's receipt of the 2007 Gold Star Safety Award by the Texas Association
of Counties. One ten counties in Texas received the award for their
demonstrated actions and implemented procedures which were recognized as
being proactive in total Risk Management. Bell County was again
recognized for its record of excellence in the involvement and commitment to
safety in the workplace and the controlling of Workers' Compensation claims.
No action taken.
Agenda #6 - Electronic Civil Case Filing in Justice
Court
- MINUTE ORDER #228/08: County Judge Jon Burrows
acknowledged Precinct 2 Justice of the Peace Don Engleking and Precinct
4/Place 2 Justice of the Peace William Cooke, as being the first Justice
Courts in the State of Texas to implement electronic civil case filing with
TexasOnline to begin June 2008. No action taken.
Agenda #7 - Hospital Revenue Bonds
- MINUTE ORDER #229/08: County Judge Jon Burrows
presented for approval an Order of Commissioners Court of Bell County,
Texas, authorizing the County Judge to approve the issuance of Hospital
Revenue Bonds issued for the benefit of Scott and White Memorial Hospital
and Scott, Sherwood, and Brindley Foundation for the sole purpose of
complying with the requirements of Section 147(f) of the Internal Revenue
Code, which does not create any obligation or liability upon Bell County. After due discussion, upon motion by
Commissioner Eddy Lange, second by Commissioner Richard Cortese,
the Court unanimously approved this matter. A copy of said Order
is attached hereto and made part of these minutes.
Agenda #8 - Results of County Auction
- MINUTE ORDER #230/08: Russell Williams
with the County Auditor's Office presented for approval the results of the
County Auction held on April 26, 2008. After due discussion, upon motion by Commissioner
John Fisher, second
by Commissioner Eddy Lange, the Court unanimously approved this
report. A copy of said report is attached hereto and made part
of these minutes.
Agenda #9 - 2009 R-05 Service Agreement Renewal of the
Victim Information & Notification Everyday (VINE) Program
- MINUTE ORDER #231/08: After due
discussion, upon motion by Commissioner
John Fisher, second
by Commissioner Richard Cortese, the Court unanimously approved the
2009 R-05 Service Agreement Renewal of the VINE (Victim Information &
Notification Everyday) program between Appriss, Inc. and Bell County, to be
funded by the Office of the Attorney General.
Agenda #10 - Repair Order for Elevator #1 in Sheriff's
Office Building
- MINUTE ORDER #232/08: The Court
considered for approval the Repair Order for ThyssenKrupp Elevator to
replace existing cylinder for Elevator #1 in the Sheriff's Office Building.
After due discussion, upon motion by Commissioner

by Commissioner Tim Brown, the Court unanimously approved this
matter.
Agenda #11 - Historic Bell County Courthouse Engineering
Proposal

discussion, upon motion by Commissioner

by Commissioner Richard Cortese, the Court unanimously approved the
engineering proposal for tempering the attic engineering in the Historic
Bell County Courthouse.
Agenda #12 - Claims
- MINUTE ORDER #234/08: County Judge Jon
Burrows
presented the claims for review to the Court. After proper review, upon motion by
Commissioner Tim Brown, second by Commissioner Richard Cortese,
the Court unanimously approved all such claims. All according to a
copy of the same being of record in the office of the County Auditor.
(The Court then went into workshop session to discuss those items on the
workshop agenda with no action being taken on any item.)
There being no further business, the meeting
