- MINUTE ORDER #321/08:
County Judge Jon Burrows called to the Courts attention that the
minutes of July 28, 2008, 9:00 a.m. regular session, and July 31, 2008
special session had been received. After due discussion, these
minutes were approved as presented.
Agenda #2a - County Engineer
- MINUTE ORDER #322/08: County Engineer
Richard Macchi presented the matter of a public hearing and approval of
the following Traffic Control devices:
1. Install YIELD sign at the
intersection of Garris Dr. at Little Trimmier Road;
2. Install 45 MPH speed limit
on Williams Road;
3. Install 35 MPH speed limit
on Knob Creek Road from SH 36 to 0.6 miles north;
4. Install 45 MPH speed limit
on Knob Creek Road from 0.6 miles north of SH 36 to FM 3117.
Notice of the public hearing was published in the Temple Daily Telegram on
July 20, 2008 and no public comments were received. County Judge
Jon Burrows opened the public hearing at 9:08 a.m. There being no
public comments, the public hearing was closed at 9:09 a.m. After due discussion, upon motion by
Commissioner Tim Brown, second by Commissioner John Fisher, the
Court unanimously approved this matter.
Agenda #2b - Hot Mix Asphaltic Concrete Price
Increase
- MINUTE ORDER #323/08: County Engineer
Richard Macchi presented for approval a price increase for hot mix
asphaltic concrete from $53 to $64.50. After due discussion,
upon motion by
Commissioner Richard Cortese, second by Commissioner Tim Brown,
the Court unanimously approved this matter.
Agenda #2c - Indian Point Subdivision
- MINUTE ORDER #324/08: After due discussion, upon motion by
Commissioner Richard Cortese, second by Commissioner Tim Brown,
the Court unanimously approved the final plat of Lots 10, 11, & 12, Block 3,
Indian Point, being a replat of a portion of Lot 3 and all of Lots 4 & 5, of
Indian Point Subdivision, in the E.T.J. of the City of Belton.
Agenda #3 - Personnel
- MINUTE ORDER #325/08: Upon motion by Commissioner
John Fisher, second
by Commissioner Richard Cortese, the Court unanimously approved all
employee status report forms, the same being attached hereto and made part
of these minutes.
Agenda #4 - Setting Dates for Presentation of the FY
2009 Budget, Public Hearings and Approval of the Budget and Tax Rates
- MINUTE ORDER #326/08: Judge Jon
Burrows presented the matter to consider setting dates for the
presentation of the FY 2009 Budget, Public Hearings and approval of the
Budget and Tax Rates. After due discussion, upon motion
by
Commissioner John Fisher, second by Commissioner Tim Brown, the
Court unanimously approved the setting of the following dates, with all
meetings to be in the Commissioners' Courtroom:
1. August 13, 2008 at 9:00
a.m., for the first Public Hearing on the Tax Rates;
2. August 18, 2008 at 9:00
a.m., for the presentation of the Budget, the Public Hearing on the Budget,
and
the
second Public Hearing on the Tax Rates;
3. August 25, 2008 at 9:00
a.m., for the approval of the Budget and approval of the Tax Rates.
Agenda #5 - Proposed Tax Rates for Notice of Public
Hearing Purposes
- MINUTE ORDER #327/08: Judge Jon Burrows
presented the matter to consider approval of FY 2009 Proposed Tax Rates for
notice of public hearing purposes. After due discussion, upon motion by
Commissioner Tim Brown, second by Commissioner John Fisher, the
Court unanimously approved the following FY 2009 Proposed Tax Rates for
notice of public hearing purposes:
1. For Bell County General
Fund, a proposed rate of $0.3779 per $100 valuation;
2. For Bell County Road &
Bridge Fund, a proposed rate of $0.0295 per $100 valuation;
3. For a proposed total of
$0.4074 per $100 valuation, which is a decrease of $0.0016 from the FY 2008
Tax
Rates.
Agenda #6 - Tax Abatement Agreement with Jencer
Investments, Inc.
- MINUTE ORDER #328/08: After due discussion, upon motion by Commissioner
Richard Cortese, second
by Commissioner John Fisher, the Court unanimously approved a Tax
Abatement Agreement with Jencer Investments, Inc. at the request of the City
of Temple and previously approved by the City of Temple on May 15, 2008.
Agenda #7 - Hospital Revenue Bonds for the benefit of
Scott and White Memorial Hospital and Scott, Sherwood and Brindley Foundation
- MINUTE ORDER #329/08: After due
discussion, upon motion by Commissioner
Tim Brown, second
by Commissioner Richard Cortese, the Court unanimously approved an
Order of Commissioners Court of Bell County, Texas authorizing the County
Judge to approve the issuance of Hospital Revenue Bonds issued for the
benefit of Scott and White Memorial Hospital and Scott, Sherwood, and
Brindley Foundation in order to comply with Section 147(f) of the Internal
Revenue Code. A copy of said Order is attached hereto and made part of
these minutes.
Agenda #8 - Awarding bid for Fiber Optic
- MINUTE ORDER #330/08: Ned Roehrig, Bell
County Technology Services, presented for approval awarding the bid for
construction and installation of fiber optic in Temple, for the hub
relocation, and in Belton, for the new jail facility to Sirah Contracting
for the construction and to Lone Wolf Communications for the splicing, with
Bell County providing the cable for the Temple project at a total cost of
$23,040. After due discussion, upon motion by Commissioner
Richard Cortese, second
by Commissioner John Fisher, the Court unanimously approved this
matter.
Agenda #9 - Home Delivered Meal Grant Program
- MINUTE ORDER #331/08: After due
discussion, upon motion by Commissioner
Richard Cortese, second
by Commissioner John Fisher, the Court unanimously approved an Order
electing to provide funding to participate fully in the Home Delivered Meal
Grant program of the Texas Department of Agriculture and the appropriate
budget amendment. A copy of said Order is attached hereto and made
part of these minutes.
Agenda #10 - Claims
- MINUTE ORDER #332/08: County Judge Jon
Burrows
presented the claims for review to the Court. After proper review, upon motion by
Commissioner Tim Brown, second by Commissioner Richard Cortese,
the Court unanimously approved all such claims. All according to a
copy of the same being of record in the office of the County Auditor.
(The Court then went into workshop session to discuss those items on the
workshop agenda with no action being taken on any item.)

adjourned.
