AFTER proper posting of public notice, a copy of which is attached hereto, on this the 18th day of August, 2008, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #342/08:  County Judge Jon Burrows called to the Courts attention that the minutes of August 11, 2008, 9:00 a.m. regular session and the minutes of August 13, 2008, 9:00 a.m. special session had been received.  After due discussion, these minutes were approved as presented.



  2. Agenda #2a - County Engineer

    • MINUTE ORDER #343/08:   County Engineer Richard Macchi presented for approval releasing Letter of Credit No. 610, First State Bank Central Texas, in the amount of $88,000 as a Warranty of Improvements in Eagle Oaks at the Lake, Phase II.  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Eddy Lange, the Court unanimously approved this matter. 
          


  3. Agenda #2b - Advertising for Bids for Sports Utility Vehicle

    • MINUTE ORDER #344/08:    County Engineer Richard Macchi presented for approval authorization to advertise for bids for a replacement sports utility vehicle.  After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Richard Cortese, the Court unanimously approved this matter. 
          


  4. Agenda #2c - Bid for Hot Mix Overlay for Exposition Center Parking Lot

    • MINUTE ORDER #345/08:   After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Eddy Lange, the Court unanimously re-affirmed awarding the bid for the hot mix overlay of the Exposition Center parking lot to Wheeler Coatings of Belton, Texas, in the amount of $663,325, pursuant to Section 271.905 of the Texas Local Government Code, referencing local bidder offers the best combination of price and economic development opportunities, including the employment of residents and increased tax revenues.
          


  5. Agenda #2d - Vilas Road Addition

    • MINUTE ORDER #346/08:    County Engineer Richard Macchi presented for approval the final plat of Vilas Road Addition, a Two-Lot, 8.60 Acre Subdivision fronting on Vilas Road, Precinct 1.  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Tim Brown, the Court unanimously approved this matter. 
          


  6. Agenda #3 - Personnel

    • MINUTE ORDER #347/08:    Upon motion by Commissioner John Fisher, second by Commissioner Richard Cortese, the Court unanimously approved all employee status report forms, the same being attached hereto and made part of these minutes.



  7. Agenda #4 - Interlocal Agreement with Coryell County

    • MINUTE ORDER #348/08:   County Judge Jon Burrows presented for the Court's approval a request from Coryell County to approve, in principle, the housing in the Bell County Jail of Coryell County inmates at a time and cost to be coordinated in the future and authorizing the County Judge to negotiate and sign an appropriate Interlocal Agreement.  After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Richard Cortese, the Court unanimously approved this matter. 



  8. Agenda #5 - Public Hearing on the Bell County and Bell County Road District Tax Rates

    • MINUTE ORDER #349/08:    At 9:21 a.m. County Judge Jon Burrows, in accordance with the Texas Property Code and other applicable law, opened the second of two public hearings on the Bell County and Bell County Road District Tax Rates.  There being no public comments, the public hearing was closed.  No action taken.



  9. Agenda #6 - FY 2009 Budget for Bell County

    • MINUTE ORDER #350/08:    County Judge Jon Burrows presented the FY 2009 Budget for Bell County.  Following presentation, in accordance with the laws governing such  matters, County Judge Jon Burrows opened a Public Hearing at 10:02 a.m.  Sheriff Dan Smith, District Attorney Henry Garza, Nancy Boston, Bell County citizen, Bell County Treasurer Charles Jones, County Attorney Rick Miller, Precinct 4 County Commissioner John Fisher, Precinct 1 County Commissioner Richard Cortese, and Claudia Brown, Bell County citizen, all made favorable comments in reference to the budget and its presentation.  Eldon Tietje with MHMR, inquired about the deadline for making requests to be considered for this budget year.  There being no further public comments, County Judge Jon Burrows closed the public hearing at 10:11 a.m.



  10. Agenda #7 - Re-announce date, time and place for Approval of the Budget and Tax Rates

    • MINUTE ORDER #351/08:    County Judge Jon Burrows re-announced the following date for the approval of the Budget and Tax Rates, with the meeting to be in the Commissioners' Courtroom:  August 25, 2008 at 9:00 a.m.  No action taken.



  11. Agenda #8 - Claims

    • MINUTE ORDER #352/08:   County Judge Jon Burrows presented the claims for review to the Court.  After proper review, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.



  12.         (The Court then went into workshop session to discuss those items on the workshop agenda with no action being
             taken on any item.)


             There being no further business, the meeting adjourned.
