AFTER proper posting of public notice, a copy of which is attached hereto, on this the 8th day of September, 2008, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #378/08:  County Judge Jon Burrows called to the Courts attention that the minutes of September 2, 2008, 9:00 a.m. regular session had been received.  After due discussion, these minutes were approved as presented.



  2. Agenda #2a - County Engineer

    • MINUTE ORDER #379/08:   County Engineer Richard Macchi presented for approval the final plat for Cuevas-Hickman Subdivision, a Two-Lot, 10.137 Acre Subdivision off of Bob White Road, in the E.T.J. of the City of Temple.  After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Richard Cortese, the Court unanimously approved this matter.
          


  3. Agenda #2b - Nabours Subdivision

    • MINUTE ORDER #380/08:   County Engineer Richard Macchi presented for approval the final plat for Nabours Subdivision, a One-Lot, 2.488 Acre Subdivision fronting on Reeds Lake Road.  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Eddy Lange, the Court unanimously approved this matter.
          


  4. Agenda #2c - Tire Collection Event

    • MINUTE ORDER #381/08:   County Engineer Richard Macchi announced the Bell County and City of Temple Joint Tire Collection Event scheduled for Friday, September 12, 2008, from 9:00 a.m. until 3:00 p.m. and Saturday, September 13, 2008, 9:00 a.m. until 1:00 p.m., at the intersection of SH 36 and FM 93 in Heidenheimer. 
          


  5. Agenda #3 - Personnel

    • MINUTE ORDER #382/08:    Upon motion by Commissioner John Fisher, second by Commissioner Richard Cortese, the Court unanimously approved all employee status report forms, the same being attached hereto and made part of these minutes.



  6. Agenda #4 - Ballot Drawing for Special Election

    • MINUTE ORDER #383/08:   County Clerk Shelley Coston conducted the Ballot Drawing for the Special Election to determine the order of the candidates to be printed on the November 4, 2008, Special Election ballot.  County Judge Jon Burrows drew for Candidate Danny Daniels, Candidate Sam Murphey drew for himself, and Nancy Boston, Republican Party Chair drew for Candidate Ralph Sheffield.  The candidates will be shown on the ballot in the following order:  1) Democratic Candidate Sam Murphey; 2) Independent Candidate Danny Daniels; and 3) Republican Candidate Ralph Sheffield.



  7. Agenda #5 - Texas Department of State Health Services Contract

    • MINUTE ORDER #384/08:    County Clerk Shelley Coston presented for approval the renewal of the contract between Bell County and the Texas Department of State Health Services to provide and receive on-line computer services for Certification of Vital Records, under the authority of Chapter 1001 of the Health and Safety Code.  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner John Fisher, the Court unanimously approved this matter.  A copy of said contract is attached hereto and made part of these minutes.



  8. Agenda #6 - Supreme Court of Texas Memorandum of Understanding

    • MINUTE ORDER #385/08:    County Judge Jon Burrows presented for approval a Memorandum of Understanding between Bell County and the Supreme Court of Texas for Support of Continuity of Court Operations in the Event of an Emergency.  After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Richard Cortese, the Court unanimously approved this amendment, a copy of which is attached hereto and made part of these minutes.



  9. Agenda #7 - Bids for Vehicles

    • MINUTE ORDER #386/08:    After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Richard Cortese, the Court unanimously approved the County Auditor advertising for bids for vehicles approved in the FY 2009 Budget. 



  10. Agenda #8 - Texas County & District Retirement System Plan

    • MINUTE ORDER #387/08:   County Judge Jon Burrows presented for approval the continuation of current plan provisions under Texas County & District Retirement System (TCDRS) with no changes for Plan Year 2009 for Bell County, County #113, and adoption of annual contribution rate of 10.18%.  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Eddy Lange, the Court unanimously approved this plan, a copy of which is attached hereto and made part of these minutes. 
          


  11. Agenda #9 - Claims

    • MINUTE ORDER #388/08:   County Judge Jon Burrows presented the claims for review to the Court.  After proper review, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.



  12.         (The Court then went into workshop session to discuss those items on the workshop agenda with no action being
             taken on any item.)


             There being no further business, the meeting adjourned.
