AFTER proper posting of public notice, a copy of which is attached hereto, on this the 15th day of September, 2008, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #389/08:  County Judge Jon Burrows called to the Courts attention that the minutes of September 8, 2008, 9:00 a.m. regular session had been received.  After due discussion, these minutes were approved as presented.



  2. Agenda #2a - County Engineer

    • MINUTE ORDER #390/08:   County Engineer Richard Macchi reported to the Court there was no road or bridge damage caused by Hurricane Ike.  No action taken.
          


  3. Agenda #3 - Personnel

    • MINUTE ORDER #391/08:    Upon motion by Commissioner John Fisher, second by Commissioner Eddy Lange, the Court unanimously approved all employee status report forms, the same being attached hereto and made part of these minutes.



  4. Agenda #4 - Emergency Management Response to Hurricane Ike

    • MINUTE ORDER #392/08:   Emergency Management Director Dennis Baker reported to the Court on the cooperative Emergency Management response to Hurricane Ike and the evacuation of Brazoria County residents to Bell County.  There are 1036 evacuees in local shelters; 40% of the power in Brazoria County has been restored and should be fully restored within the next three days.



  5. Agenda #5 - Order Restricting Outdoor Burning

    • MINUTE ORDER #393/08:    The Court received a report from Fire Marshall Steve Casey, a copy of which is attached and made part of these minutes, to consider continuing, modifying or terminating an Order Restricting Outdoor Burning.  The Court took no action on this matter and the Order Restricting Outdoor Burning remained in effect.



  6. Agenda #6 - SUV for County Engineer

    • MINUTE ORDER #394/08:    After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Eddy Lange, the Court unanimously approved awarding the bid for one full-size SUV for the County Engineer to Fisher-Vincent Ford in Belton, in the amount of $22,979.39.



  7. Agenda #7 - CY 2009 Holiday Schedule

    • MINUTE ORDER #395/08:    After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner John Fisher, the Court unanimously approved the CY 2009 Holiday Schedule for Bell County, a copy of which is attached hereto and made part of these minutes.



  8. Agenda #8 - 2009 Sheriff's and Constables Fees

    • MINUTE ORDER #396/08:   After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Tim Brown, the Court unanimously approved the 2009 Sheriff's and Constables Fees, a copy of which is attached hereto and made part of these minutes. 
          


  9. Agenda #9 - 2009 Indigent Defense Grant Application

    • MINUTE ORDER #397/08:    County Judge Jon Burrows presented to approval the submission of the 2009 Indigent Defense Grant application.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved this matter.



  10. Agenda #10 - Memorandum of Understanding with Lone Star Legal Aid

    • MINUTE ORDER #398/08:    Nick Serna, with Lone Star Legal Aid presented for approval a Memorandum of Understanding with Lone Star Legal Aid for Lawyer-Magistrate Appointment for Juvenile Court Magistration Services.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Eddy Lange, the Court approved this matter.  A copy of said Memorandum of Understanding is attached hereto and made part of these minutes.



  11. Agenda #11 - Memorandum of Understanding with Lone Star Legal Aid

    • MINUTE ORDER #399/08:    Nick Serna, with Lone Star Legal Aid presented for approval a Memorandum of Understanding with Lone Star Legal Aid for Pro Se Assisted Program processing services.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Eddy Lange, the Court approved this matter.  A copy of said Memorandum of Understanding is attached hereto and made part of these minutes.



  12. Agenda #12 - Memorandum of Understanding with Lone Star Legal Aid

    • MINUTE ORDER #400/08:    Nick Serna, with Lone Star Legal Aid presented for approval a Memorandum of Understanding with Lone Star Legal Aid for Lawyer-Magistrate Appointment for Protective Order processing services.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Eddy Lange, the Court approved this matter.  A copy of said Memorandum of Understanding is attached hereto and made part of these minutes.



  13. Agenda #13 - Claims

    • MINUTE ORDER #401/08:   County Judge Jon Burrows presented the claims for review to the Court.  After proper review, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.



  14.         (The Court then went into workshop session to discuss those items on the workshop agenda with no action being
             taken on any item.)


             There being no further business, the meeting adjourned.
