AFTER proper posting of public notice, a copy of which is attached hereto, on this the 6th day of October, 2008, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #429/08:  County Judge Jon Burrows called to the Courts attention that the minutes of September 29, 2008, 9:00 a.m. regular session and October 2, 2008, 1:00 p.m. special session had been received.  After due discussion, these minutes were approved as presented.



  2. Agenda #2a - County Engineer

    • MINUTE ORDER #430/08:   County Engineer Richard Macchi presented for approval a variance to the 25' building setback line on Lot 1, Block 3, Shiloh Terrace, Phase 3, for Mr. Joe Pacheco at 101 Calvary Drive, Belton.  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Eddy Lange, the Court unanimously approved this matter. 
          


  3. Agenda #2b - Syring Subdivision

    • MINUTE ORDER #431/08:   County Engineer Richard Macchi presented for approval the final plat of Syring Subdivision, a 4.7 acre tract in the E.T.J. of the City of Temple.  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Eddy Lange, the Court unanimously approved this matter. 
          


  4. Agenda #2c - Springs at the Escarpment Subdivision

    • MINUTE ORDER #432/08:   County Engineer Richard Macchi presented for approval the preliminary plat approval of the Springs at the Escarpment Subdivision, a 108 Acre, 115 Lot Subdivision in the E.T.J. of the City of Harker Heights.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved this matter. 
          


  5. Agenda #2d - 2010 - 2014 Bridge Replacement Program

    • MINUTE ORDER #433/08:   County Engineer Richard Macchi presented for approval the submission of a list of bridge structures to TxDOT for inclusion in the 2010 - 2014 Bridge Replacement Program.  The list, in order of priority, is as follows:  (1) Bottoms Road #607, (2) Darr's Creek #52, (3) Shallowford Road #67, and (4) Taylor's Valley Road #62.  After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Richard Cortese, the Court unanimously approved this matter. 
          


  6. Agenda #2e - Bids for Materials

    • MINUTE ORDER #434/08:   County Engineer Richard Macchi requested authorization to advertise for bids for the purchase of the following materials:  Crushed Limestone Base; Reinforcing steel; Culverts; and Grade 4 & 5 Aggregate.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Eddy Lange, the Court unanimously approved this matter. 
          


  7. Agenda #3 - Personnel

    • MINUTE ORDER #435/08:    Upon motion by Commissioner Eddy Lange, second by Commissioner Tim Brown, the Court unanimously approved all employee status report forms, the same being attached hereto and made part of these minutes.



  8. Agenda #4 - Bell County 4-H Week

    • MINUTE ORDER #436/08:   County Judge Jon Burrows recognized Micah Holcombe with the Bell County Extension Office and presented for approval a Proclamation naming October 5-11, 2008 as Bell County 4-H Week and acknowledged local participants and Texas AgriLife Extension Service leaders.  After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Richard Cortese, the Court unanimously approved this matter.  A copy of said Proclamation is attached hereto and made part of these minutes. 



  9. Agenda #5 - Colonial Heritage Month in Bell County

    • MINUTE ORDER #437/08:    County Judge Jon Burrows presented for approval a Proclamation naming October 18 - November 15, 2008 Colonial Heritage Month in Bell County.  After due discussion,  upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved this matter.  A copy of said Proclamation is attached hereto and made part of these minutes.



  10. Agenda #6 - Awarding Bids for County Vehicles

    • MINUTE ORDER #438/08:   After due discussion,  upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved and adopted the recommendations of the Auditor's Office in awarding bids for vehicles approved in new budget year and in some instances consideration of determination in writing that, under 271.905 of the Texas Local Government Code, local bidder offers the best combination of price and economic development opportunities, including the employment of residents and increased tax revenues.  A copy of said recommendations are attached hereto and made part of these minutes.


  11. Agenda #7 - Claims

    • MINUTE ORDER #439/08:   County Judge Jon Burrows presented the claims for review to the Court.  After proper review, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.



  12.         (The Court then went into workshop session to discuss those items on the workshop agenda with no action being
             taken on any item.)


             There being no further business, the meeting adjourned.
