County Judge Jon Burrows called to the Courts attention that the
minutes of October 14,
2008, 9:00 a.m. regular session had been received. After due discussion, these
minutes were approved as presented.

- MINUTE ORDER #450/08: County Judge Jon
Burrows opened a public hearing at 9:07 a.m. regarding vacation of 40'
access road located between Lot 11, Block 1 and Lot 1, Block 3 of Salado
Lakeview Estates (formerly known as Cedar Knob Estates). There being
no comments offered, the public hearing was closed. After due
discussion, upon motion by Commissioner Tim Brown, second by
Commissioner John Fisher, the Court unanimously approved this matter.

- MINUTE ORDER #451/08: Upon motion by Commissioner
John Fisher, second
by Commissioner Eddy Lange, the Court unanimously approved all
employee status report forms, the same being attached hereto and made part
of these minutes.
Agenda #4 - Solid Waste Advisory Committee of the
Central Texas Council of Governments
- MINUTE ORDER #452/08: After due discussion, upon
motion by Commissioner
Richard Cortese, second
by Commissioner Tim Brown, the Court unanimously approved the
re-appointment of County Engineer Richard Macchi as the FY 2009 Bell
County Representative to the Solid Waste Advisory Committee (SWAC) of the
Central Texas Council of Governments.
Agenda #5 - Bell County Expo, Inc. Board of
Directors
- MINUTE ORDER #453/08: County
Judge Jon Burrows presented for approval the re-appointment of Curtis Lockey
and Jimmy Parker to the Board of Directors of Bell County Expo, Inc. for
three-year terms beginning October 1, 2008 and ending September 30, 2011. After due discussion, upon motion by Commissioner
John Fisher, second
by Commissioner Tim Brown, the Court unanimously approved this
matter.

- MINUTE ORDER #454/08: Ron Heuss, Human
Resource Director presented for approval updates to the Bell County Employee
Handbook to be effective January 2, 2009. After due discussion,
upon motion by Commissioner

by Commissioner Tim Brown, the Court unanimously approved this

Foundation 2008 County Best Practices Award
- MINUTE ORDER #456/08: Mark Hamill,
Brazos County Clerk and John Payne with the Texas Association of Counties
presented to Bell County from the Texas Association of Counties (TAC)
Leadership Foundation a 2008 County Best Practices Award for Bell County's
Collection Improvement Program, as one of the 24 county programs selected
from around the state. County Judge Jon Burrows recognized Phil
Goodwill and Susan Weaver; and County Clerk Shelley Coston recognized Lorna
Sibley, for their efforts.
Agenda #9 - Killeen Tax Increment Reinvestment Zone (TIRZ)
Number Two
- MINUTE ORDER #457/08: Park Patterson, on
behalf of the City of Killeen, presented for approval Bell County's
participation in the proposed Killeen Tax Increment Reinvestment Zone (TIRZ)
Number Two, a copy of which is attached hereto and made part of these
minutes. After due discussion, upon motion by Commissioner
John Fisher, second
by Commissioner Tim Brown, the Court unanimously approved a 20-year,
100% participation and the appointment of John Fisher and Tim Brown as two
Directors to the anticipated TIRZ Board.
Agenda #10 - City of Belton Tax Abatement Agreement with
Belco Manufacturing Company
- MINUTE ORDER #458/08: Sam Listi, Belton
City Manager, presented for approval a Tax Abatement Agreement with Belco
Manufacturing Company, a copy of which is attached hereto and made part of
these minutes. After due discussion, upon motion by Commissioner

Agenda #12 - Jail/Detention Center Medical/Dental RFQ
- MINUTE ORDER #460/08: After due
discussion, upon motion by Commissioner
John Fisher, second
by Commissioner Richard Cortese, the Court unanimously approved the
Jail/Detention Center Medical/Dental RFQ review team to enter into a
professional service negotiation with a selected provider or providers for
the purpose of establishing a mutually agreed on contract(s) and services
delivery price(s) to be brought to the Commissioners Court for consideration
for approval.
Agenda #13 - Order Restricting Outdoor Burning
- MINUTE ORDER #461/08: County Judge
Jon Burrows presented for approval the matter of the termination, modification, or
continuation of the Order Restricting Outdoor Burning - Burn Ban, set to
expire on October 23, 2008. After due discussion, upon motion by Commissioner
Richard Cortese, second
by Commissioner Eddy Lange, the Court unanimously approved a new
Order Restricting Outdoor Burning effective this date, October 20, 2008 for
thirty (30) days.
Agenda #14 - Bell County HELP Center - TXU Funding for
Utility Assistance
- MINUTE ORDER #462/08: Judy Morales with
the Bell County HELP Center presented for approval a local match for TXU
funding for utility assistance to be administered by the Bell County HELP
Center. After due
discussion, upon motion by Commissioner
Tim Brown, second
by Commissioner John Fisher, the Court unanimously approved this
matter.
Agenda #15 - Change Order Number 009 for Jail Addition
Project
- MINUTE ORDER #463/08: After due
discussion, upon motion by Commissioner
Tim Brown, second
by Commissioner John Fisher, the Court unanimously approved Change
Order Number 009 between Bell County and Skanska USA Building, Inc. for jail
addition project with no change in Guaranteed Maximum Price. A copy of
said Order is attached hereto and made part of these minutes.
Agenda #16 - Claims
- MINUTE ORDER #464/08: County Judge Jon
Burrows
presented the claims for review to the Court. After proper review, upon motion by
Commissioner Tim Brown, second by Commissioner Richard Cortese,
the Court unanimously approved all such claims. All according to a
copy of the same being of record in the office of the County Auditor.
(The Court then went into workshop session to discuss those items on the
workshop agenda with no action being taken on any item.)
