AFTER proper posting of public notice, a copy of which is attached hereto, on this the 17th day of November, 2008, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #492/08:  County Judge Jon Burrows called to the Courts attention that the minutes of November 03, 2008, 9:00 a.m. regular session had been received.  After due discussion, these minutes were approved as presented.



  2. Agenda #2a - County Engineer

    • MINUTE ORDER #493/08:   County Engineer Richard Macchi presented for approval the installation of the following traffic control devices:

      1.  45 MPH speed limit on Old 81, from W. Hillyard to 0.5 miles north of Hillside Drive; and
      2.  50 MPH speed limit on Old 81, from the Troy City Limits to Big Elm West Road.

      After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Tim Brown, the Court unanimously approved this matter.
          


  3. Agenda #2b - Metal Building Bids for Road and Bridge Yard

    • MINUTE ORDER #494/08:    After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved awarding the bid for the construction of a 50' X 200' metal building at the Road and Bridge yard to ERW Construction of Moffat, the low bidder, in the amount of $74,850.



  4. Agenda #2c - Variance for Mrs. Yong O. Conway

    • MINUTE ORDER #495/08:    County Engineer Richard Macchi presented for approval the matter pf granting a variance to the County Subdivision Regulations for Mrs. Yong O. Conway, for 3.0 acres out of the John West Survey No. 24, Abstract 1058.  After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Richard Tim Brown, the Court unanimously approved this matter.



  5. Agenda #2d - The Creeks of Salado, Phase I

    • MINUTE ORDER #496/08:    County Engineer Richard Macchi presented for approval the final plat for the Replat of portions of The Creeks of Salado, Phase I, a 55-Lot, 77.89 Acre Development off of Sulphur Wells Road.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved this matter.



  6. Agenda #2e - Adjustment to Liquid Asphalt and Hot Mix prices

    • MINUTE ORDER #497/08:    County Engineer Richard Macchi presented for approval the following price adjustments to liquid asphalt and hot mix prices:
      Liquid Asphalt:  Cleveland - CRS-2 $2.2682 and AEP $3.0582 and Ergon - CRS-2 $2.37 and AE-P $2.97; and
      Hot Mix:  Ironhorse $62.50 per ton for the next 90 days.
      After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Richard Cortese, the Court unanimously approved this matter.



  7. Agenda #2f - Letter of Credit No. 496 First Texas Bank

    • MINUTE ORDER #498/08:    After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved releasing Maintenance Letter of Credit No. 496, First Texas Bank in the amount of $4,500 for the improvements in Presta Vista Subdivision.



  8. Agenda #3 - Personnel

    • MINUTE ORDER #499/08:    Upon motion by Commissioner John Fisher, second by Commissioner Richard Cortese, the Court unanimously approved all employee status report forms, the same being attached hereto and made part of these minutes.

      County Judge Jon Burrows recognized Lt. Chuck Cox with the Bell County Sheriff's Office for 25 years of service with Bell County.



  9. Agenda #4 - Election Results from November 4, 2008 General Election

    • MINUTE ORDER #500/08:    County Clerk Shelley Coston recognized Election Clerk Jana Henderson who presented for approval the Canvass of the Election Results from the November 4, 2008 General Election.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved this matter.  A copy of said results are attached hereto and made part of these minutes.



  10. Agenda #5 - Order Restricting Outdoor Burning

    • MINUTE ORDER #501/08:    County Judge Jon Burrows presented for approval the matter of the termination, modification, or continuation of the Order Restricting Outdoor Burning - Burn Ban set to expire on November 19, 2008.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved extending the Order Restricting Outdoor Burning until December 1, 2008.  A copy of said Order is attached hereto and made part of these minutes.


  11. Agenda #6 - Maintenance Agreement between Bell County and McQuay Factory Service

    • MINUTE ORDER #502/08:    After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Tim Brown,  the Court unanimously approved the Maintenance Agreement between Bell County and McQuay Factory Service for chiller services.



  12. Agenda #7 - Bell County HELP Centers

    • MINUTE ORDER #503/08:    Judy Morales with the Bell County HELP Centers presented for approval submission of the annual application to the United Way of Central Texas and the Greater United Way of the Greater Fort Hood for assistance funds.  After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Tim Brown, the Court unanimously approved this matter.



  13. Agenda #8 - Pharmacy Benefit Management Agreement

    • MINUTE ORDER #504/08:    After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Tim Brown, the Court unanimously approved the renewal of the Pharmacy Benefit Management Agreement between Bell County (Indigent Health Care Services) and Express Scripts, Inc. for pharmacy benefit management services for indigent health care participants.



  14. Agenda #9 - Professional Services Contract with the Central Texas Workforce Commission

    • MINUTE ORDER #505/08:    After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved the renewal of Professional Services Contract between Bell County (Human Services Department) and Central Texas Workforce Development Board/Information and Referral System for staffing of 2-1-1 Information and Referral Call Center in Belton.



  15. Agenda #10 - Claims

    • MINUTE ORDER #506/08:   County Judge Jon Burrows presented the claims for review to the Court.  After proper review, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.



  16.         (The Court then went into workshop session to discuss those items on the workshop agenda with no action being
             taken on any item.)


             There being no further business, the meeting adjourned.
