AFTER proper posting of public notice, a copy of which is attached hereto, on this the 1st day of December, 2008, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #518/08:  County Judge Jon Burrows called to the Courts attention that the minutes of November 24, 2008, 9:00 a.m. regular session had been received.  After due discussion, these minutes were approved as presented.



  2. Agenda #2a - County Engineer

    • MINUTE ORDER #519/08:   County Engineer Richard Macchi presented for approval the authorization of the sale or trade-in of a 1994 Model 12-G Motor Grader as part of a bid package for the purchase of a small motor grader as approved on October 27, 2008.  After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner John Fisher, the Court unanimously approved this matter.
          


  3. Agenda #2b - County Engineer

    • MINUTE ORDER #520/08:   County Engineer Richard Macchi presented for approval the matter of accepting for maintenance Squire Drive and Squire Loop, Country Squire Estates, in Precinct 1.  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Tim Brown, the Court unanimously approved this matter.
          


  4. Agenda #3 - Personnel

    • MINUTE ORDER #521/08:    Upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved all employee status report forms, the same being attached hereto and made part of these minutes.



  5. Agenda #4 - Order Restricting Outdoor Burning

    • MINUTE ORDER #522/08:    County Judge Jon Burrows presented for approval the matter of the termination, modification, or continuation of the Order Restricting Outdoor Burning - Burn Ban set to expire on December 01, 2008.  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner John Fisher, the Court unanimously instituted a new Order Restricting Outdoor Burning effective December 1, 2008, at 9:00 a.m. until December 22, 2008 at 9:00 a.m.  A copy of said Order is attached hereto and made part of these minutes.


  6. Agenda #5 - Mary Alice Marshall Month

    • MINUTE ORDER #523/08:    After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Eddy Lange,  the Court unanimously approved a Proclamation naming the month of December, 2008, as Mary Alice Marshall Month in Bell County, Texas, in honor of her service to Temple College, the City of Temple and to Bell County, and in honor of her 100th Birthday on December 23, 2008.  A copy of said Proclamation is attached hereto and made part of these minutes. 



  7. Agenda #6 - City of Belton Tax Increment Reinvestment  Zone (TIRZ) Board

    • MINUTE ORDER #524/08:    After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved the appointment of County Judge Jon Burrows and Commissioner Richard Cortese as two Bell County representatives to serve on the City of Belton Tax Increment Reinvestment Zone (TIRZ) Board.



  8. Agenda #7 - Open House of the New Bell County Jail

    • MINUTE ORDER #525/08:    County Judge Jon Burrows presented for approval the date of Saturday, January 17, 2009 from 1:00 p.m. until 3:00 p.m. for the Open House of the new Bell County Jail addition on Loop 121 in Belton.  After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Richard Cortese, the Court unanimously approved this matter. 



  9. Agenda #8 - Purchase of 4.527 acres of Land

    • MINUTE ORDER #526/08:    After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Tim Brown, the Court unanimously approved authorizing the contracting and purchasing of approximately 4.527 acres of land off of I-35 located in the M.F. Connell Survey, Abstract No. 6, in Belton, Bell County, Texas, and authorized the County Judge to sign all contracts, closing statements, and other documents reasonably required to purchase said property and to negotiate and reach agreement with Seller on removal of structures and personal property and authorize the appropriate budget amendment and payment of the earnest money, purchase price, and costs of closing.  



  10. Agenda #9 -  Reimbursement Resolution

    • MINUTE ORDER #527/08:    County Judge Jon Burrows presented for approval the Reimbursement Resolution of the Commissioners Court of Bell County, Texas regarding the reimbursement of certain expenses from the Proceeds of Tax Exempt Obligations.  After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Tim Brown, the Court unanimously approved this matter.  A copy of said Resolution is attached hereto and made part of these minutes.   



  11. Agenda #10 - Change Order #10-Bell County Jail Project

    • MINUTE ORDER #528/08:    County Judge Jon Burrows presented for approval Change Order Number 10 between Bell County and Skanska USA Building, Inc. for additions/changes to the Bell County Jail Project at cost of $176,800.00.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved this matter.  A copy of said Change Order is attached hereto and made part of these minutes.   



  12. Agenda #11 - Claims

    • MINUTE ORDER #529/08:   County Judge Jon Burrows presented the claims for review to the Court.  After proper review, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.



  13.         (The Court then went into workshop session to discuss those items on the workshop agenda with no action being
             taken on any item.)


             There being no further business, the meeting adjourned.
