- MINUTE ORDER #016/09:
County Judge Jon Burrows called to the Courts attention that the minutes
of January 5, 2009 regular session had been received. After due
discussion, these minutes were approved as presented.
Agenda #2a - County Engineer
- MINUTE ORDER #017/09: County Judge Jon
Burrows opened a public hearing at 9:03 a.m. for comments on the
Installation of a YIELD sign at the intersection of Camelot Lane at Sherwood
Blvd. (Sherwood Shores VII). There being no public comments, the
public hearing was closed. After due discussion, upon motion
by Commissioner Tim Brown, second by Commissioner John
Fisher, the Court unanimously approved this matter.
Agenda #2b - Shepherd's Glen
- MINUTE ORDER #018/09: County Engineer
Richard Macchi presented for final approval of the Replat of Shepherd's
Glen Lots 12, 19, 20, 24, and 25, in the E.T.J. of the City of Salado. After due discussion, upon motion
by Commissioner Tim Brown, second by Commissioner John
Fisher, the Court unanimously approved this matter.
Agenda #2c - Advertising for Bids
- MINUTE ORDER #019/09: County Engineer
Richard Macchi requested approval to advertise for bids for the annual
purchasing of Hot Mix, Cold Mix, Liquid Asphalt (CRS-2 and AE-P), Cement,
Lime, Pit-run Gravel, and Concrete. After due discussion, upon motion
by Commissioner John Fisher, second by Commissioner Eddy Lange, the Court unanimously approved this matter.
Agenda #2d - 2008 Annual Report for Road and Bridge
Department
- MINUTE ORDER #020/09: County Engineer
Richard Macchi presented the Annual Report of Road and Bridge Department
activities for 2008. A copy of said report is attached hereto and made
a part of these minutes. No action taken.
Agenda #2e - Awarding Bids
- MINUTE ORDER #021/09: County Engineer
Richard Macchi presented for approval awarding bids for the purchase of
a 12-14 c.y. dump truck, utility tractor, three welders and lubricants.
After due discussion, upon motion
by Commissioner Eddy Lange, second by Commissioner Tim Brown,
the Court unanimously approved awarding the bid for a 12-14 c.y. dump truck
to Temple Freightliner in the amount of $79,299.00. After due discussion, upon motion
by Commissioner Eddy Lange, second by Commissioner John Fisher,
the Court unanimously approved awarding the bid for a utility
tractor to Blackland Implements for a Massey-Ferguson 583 in the amount of
$26,975.
After due discussion, upon motion
by Commissioner John Fisher, second by Commissioner Tim Brown,
the Court unanimously approved awarding the bid for three welders to Killeen
Welding in the amount of $8,820.60 for three (3) Miller Bobcat 225 welders.
After due discussion, upon motion
by Commissioner John Fisher, second by Commissioner Tim Brown,
the Court unanimously approved awarding the bid for Lubricants to Big Chief
Distributing Co., Killeen, Texas, the only bid received.
Agenda #3 - Personnel
- MINUTE ORDER #022/09: Upon motion
by Commissioner John Fisher, second by Commissioner Tim Brown,
the Court unanimously approved all employee status report forms with
approved budget amendment, the same being attached hereto and made a part of
these minutes.
Agenda #3a - Retirement of County Engineer Richard
Macchi
- MINUTE ORDER #023/09: County Judge Jon
Burrows presented a Proclamation honoring County Engineer Richard
Macchi on his retirement after 24 years of service and designating
January 15, 2009 as Richard Macchi Day in Bell County. It was
announced that a reception for Richard Macchi will be held January 15, 2009,
from 1 -3 p.m. in the Commissioner's Courtroom. After due discussion, upon motion
by Commissioner John Fisher, second by Commissioner Eddy Lange, the Court unanimously approved this matter.
A copy of said Proclamation is attached hereto and made part of these
minutes.
Agenda #4 - Order Restricting Outdoor Burning - Burn Ban
- MINUTE ORDER #024/09: County Judge
Jon Burrows presented for approval the matter of the termination,
modification, or continuation of the Order Restricting Outdoor Burning -
Burn Ban set to expire at 10:00 a.m. on January 26, 2009. The Court
took no action and the Order remains in effect.
Agenda #5 - Livestock Panels for the EXPO Center
- MINUTE ORDER #025/09: County Judge
Jon Burrows presented for approval the agreement with BH Vaquero
Construction Company, Inc. for the construction of a new livestock
preparation area at the EXPO Center for the estimated amount of $14,862.00
from bingo proceeds. After due discussion, upon
motion by Commissioner John Fisher, second by Commissioner Tim
Brown, the Court unanimously approved this matter.
Agenda #6 - Inmate Health Care Services
- MINUTE ORDER #026/09: After due discussion, upon motion
by Commissioner Tim Brown, second by Commissioner John
Fisher, the Court unanimously approved the Agreement for Inmate Health
Care Services with Correctional Healthcare Management, Inc. and approved
budget amendment, a copy of which is attached hereto and made part of these
minutes.
Agenda #7 - Open House for New Jail Addition
- MINUTE ORDER #027/09: County Judge Jon
Burrows
re-announced the Open House for the new Jail Addition to be Saturday,
January 17, 2009, from 1:00 p.m. - 3:00 p.m. at the Jail Site on Loop 121,
in Belton, Texas with special guest being Adan Munoz Jr., Executive Director
of the Texas Commission on Jail Standards. No action taken.
Agenda #8 - Nursing Home Diversion Grant
- MINUTE ORDER #028/09: Jim Reid with CTCOG
introduced Richard McGhee, Director of the Area Agency on Aging of Central
Texas who gave a presentation announcing the Nursing Home Diversion Grant
and overview of the new Nursing Facility Diversion Program. No action
taken by the Court.
Agenda #9 - Claims
- MINUTE ORDER #029/09: County Judge
Jon Burrows presented the claims for review to the Court. After
proper review, upon
motion by Commissioner Tim Brown, second by Commissioner John
Fisher, the Court unanimously approved all such claims. All
according to a copy of the same being of record in the office of the County
Auditor.
(The Court then went into
workshop session to discuss those items on the workshop agenda with no action
being taken on any item.)

adjourned.
