AFTER proper posting of public notice, a copy of which is attached hereto, on this the 20th day of January, 2009, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #030/09:  County Judge Jon Burrows called to the Courts attention that the minutes of January 12, 2009 regular session had been received.  After due discussion, these minutes were approved as presented.



  2. Agenda #2a - County Engineer

    • MINUTE ORDER #031/09:  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Tim Brown, the Court unanimously approved appointing Tom Berrier as Interim Department Director of the County Engineer's Office and Road and Bridge Department. 
          


  3. Agenda #3 - Personnel

    • MINUTE ORDER #032/09:    Upon motion by Commissioner Eddy Lange, second by Commissioner John Fisher, the Court unanimously approved all employee status report forms with approved budget amendment, the same being attached hereto and made a part of these minutes.
          


  4. Agenda #4 - Order Restricting Outdoor Burning - Burn Ban

    • MINUTE ORDER #033/09:   County Judge Jon Burrows presented for approval the matter of the termination, modification, or continuation of the Order Restricting Outdoor Burning - Burn Ban set to expire at 10:00 a.m. on January 26, 2009.  The Court took no action and the Order remains in effect.



  5. Agenda #5 - Memorandum of Understanding - County Clerk and ACS

    • MINUTE ORDER #034/09:   County Clerk Shelley Coston presented for approval a Memorandum of Understanding between Bell County Clerk and Affiliated Computer Services (ACS) for Electronic Recording Package for property records.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved this matter.  A copy of said Memorandum of Understanding is attached hereto and made part of these minutes.
          


  6. Agenda #6 - Grant Application for Temple and Killeen HELP Centers

    • MINUTE ORDER #035/09:   After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved authorizing grant application for Temporary Emergency Relief Funds (TERF) for use by Temple and Killeen HELP Centers to assist qualifying citizens. 



  7. Agenda #7 - General Conditions Contract for Construction - Bell County Courthouse Addition

    • MINUTE ORDER #036/09:   County Judge Jon Burrows presented for approval authorizing County Judge to sign Standard Form of Agreement between Owner and Construction Manager where the Construction Manager is also the Contractor and the General Conditions of the Contract for Construction for the Bell County Courthouse Addition and Agreement to include Guaranteed Maximum Pricing for Site Package and Project General Conditions.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Eddy Lange, the Court unanimously approved this matter.  A copy of said Agreement is attached hereto and made part of these minutes.



  8. Agenda #8 - Claims

    • MINUTE ORDER #037/09:   County Judge Jon Burrows presented the claims for review to the Court.  After proper review, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.


             (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.)


             There being no further business, the meeting adjourned.
