AFTER proper posting of public notice, a copy of which is attached hereto, on this the 9th day of February, 2009, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #054/09:  County Judge Jon Burrows called to the Courts attention that the minutes of February 02, 2009 regular session had been received.  After due discussion, these minutes were approved as presented.



  2. Agenda #2a - County Engineer

    • MINUTE ORDER #055/09:  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Eddy Lange, the Court unanimously approved awarding the following bids:
          Liquid Asphalt:  Ergon for AE-P at 2.4527 per gallon; HFRS-2 at 1.8027 per gallon; and CRS-2 at 1.8027 per gallon.
          Hot-Mix Asphalt:  Ironhorse Asphalt, Belton and Kempner at $56.00 per ton.
          Cold-Mix Asphalt:  Awarded to all three bidders -- Vulcan Materials, Uvalde, at $57.40 per ton; Martin Marietta, Uvalde at $56.93 per ton; and
          Ironhorse Asphalt at $56.00 per ton.
          Lime:  Austin White Lime in the amount of $124.81 per ton.
          Cement:  TXI, Austin, in the amount of $110.36 per ton.
          Concrete:  Killeen Ready Mix/Pro Mix of Temple as primary supplier with alternate awards to Transit Mix and Belcrete.
          Pit-run Gravel:  Award to all who bid:  Elmer King of Belton; Johnie Kelley of Holland; James Fischer of Holland; and Kevin Cearley of Holland.  
          


  3. Agenda #3 - Personnel

    • MINUTE ORDER #056/09:    Upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved all employee status report forms with approved budget amendment, the same being attached hereto and made a part of these minutes.
          


  4. Agenda #4 - Order Restricting Outdoor Burning - Burn Ban

    • MINUTE ORDER #057/09:   County Judge Jon Burrows presented for approval the matter of the termination, modification, or continuation of the Order Restricting Outdoor Burning - Burn Ban set to expire at 10:00 a.m. on February 23, 2009.  The Court took no action and said Order Restricting Outdoor Burning remains in effect.



  5. Agenda #5 - Annual Law Enforcement Contract with US Army Corps of Engineers

    • MINUTE ORDER #058/09:   Park Ranger, Todd Spivey with the U.S. Army Corps of Engineers presented for approval an Annual Law Enforcement Contract with the U.S. Army Corps of Engineers for Bell County Sheriff's Office to provide law enforcement services on area lakes.  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Eddy Lange, the Court unanimously approved this matter.  A copy of said contract is attached hereto and made part of these minutes.
          


  6. Agenda #6 - Hill Country Transit District Request

    • MINUTE ORDER #059/09:   After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Tim Brown, the Court unanimously approved a request and budget amendment for $22,500.00 for assistance to Hill Country District to operate two additional fixed routes - (1) the express Connector Route between Killeen and Temple with a stop in Belton, and (2) the Belton Circulator Route, with service to begin April 1, 2009.  A copy of said request and budget amendment is attached hereto and made part of these minutes.
          


  7. Agenda #7 - Claims

    • MINUTE ORDER #060/09:   County Judge Jon Burrows presented the claims for review to the Court.  After proper review, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.


             (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.)


             There being no further business, the meeting adjourned.
