AFTER proper posting of public notice, a copy of which is attached hereto, on this the 16th day of March, 2009, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #096/09:  County Judge Jon Burrows called to the Courts attention that the minutes of March 09, 2009 regular session had been received.  After due discussion, these minutes were approved as presented.



  2. Agenda #2a - County Engineer

    • MINUTE ORDER #097/09:  County Judge Jon Burrows introduced and welcomed new Bell County Engineer Bryan Neaves.  No action taken by the Court.
           
          

  3. Agenda #2b - County Engineer

    • MINUTE ORDER #098/09:  County Engineer Bryan Neaves presented for approval the release of Letter of Credit No. 3597 and No. 3598 Extraco Financial Group in the amount of $3,801.50 for the one year road maintenance for Park Trail in Temple Park Estates.  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Eddy Lange, the Court unanimously approved this matter.
           
          

  4. Agenda #2c - County Engineer

    • MINUTE ORDER #099/09:  County Engineer Bryan Neaves presented for approval awarding the bid for the right of way fencing on Post Oak Road, Precinct 1, and Horned Frog Road, Precinct 2, to the low bidder, Larry Pajestka, Co. in the amount of $38,015.93.  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Tim Brown, the Court unanimously approved this matter.
           
          

  5. Agenda #3 - Personnel

    • MINUTE ORDER #100/09:    Upon motion by Commissioner Richard Cortese, second by Commissioner Eddy Lange, the Court unanimously approved all employee status report forms with approved budget amendment, the same being attached hereto and made a part of these minutes.
          


  6. Agenda #4 - Brazos Region G Water Planning Group

    • MINUTE ORDER #101/09:    After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Eddy Lange, the Court unanimously approved Commissioner Tim Brown as alternate for Judge Burrows on the Brazos Region G Water Planning Group. 
          


  7. Agenda #5 - Executive Board of the Central Texas Council of Governments

    • MINUTE ORDER #102/09:    After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved recommending Commissioner Eddy Lange for the open Bell County Alternate position on the Executive Board of the Central Texas Council of Governments. 
          


  8. Agenda #6 - Order Restricting Outdoor Burning - Burn Ban

    • MINUTE ORDER #103/09:   County Judge Jon Burrows presented for approval the matter of the termination, modification, or continuation of the Order Restricting Outdoor Burning - Burn Ban set to expire at 10:00 a.m. on March 23, 2009.  The Court took no action on this matter and said Order remains in effect. 



  9. Agenda #7 - 2008 Interest and Investments Report

    • MINUTE ORDER #104/09:   County Treasurer Charles Jones presented a report on 2008 Interest and Investments.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved this matter.  A copy of said report is attached hereto and made part of these minutes. 
          


  10. Agenda #8 - Award Bids for Rooftop Air Handlers for the Juvenile Detention Facility

    • MINUTE ORDER #105/09:   After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved awarding the bid for five (5) rooftop air handlers at the Juvenile Detention Facility to Lochridge-Priest, Inc. in the amount of $29,547.00.  
          


  11. Agenda #9 - Bell County HELP Center CDBG Applications

    • MINUTE ORDER #106/09:    Judy Morales with the Bell County HELP Centers requested approval for Bell County HELP Centers to submit CDBG (City Development Block Grant) applications to the City of Temple and the City of Killeen.  After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Richard Cortese, the Court unanimously approved this matter. 
          


  12. Agenda #10 - 2010 US Census Report

    • MINUTE ORDER #107/09:    The Court received a report from Robert Aguilar, US Census Community Partner Coordinator for approval of a Support and Partnership with the 2010 Census.  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Tim Brown, the Court unanimously approved this matter.  A copy of said report is attached hereto and made part of these minutes. 
          


  13. Agenda #11 - Claims

    • MINUTE ORDER #108/09:   County Judge Jon Burrows presented the claims for review to the Court.  After proper review, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.


             (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.)


             There being no further business, the meeting adjourned.
