- MINUTE ORDER #109/09:
County Judge Jon Burrows called to the Courts attention that the minutes
of March 16, 2009 regular session had been received. After due discussion,
upon motion by Commissioner Richard Cortese, second by
Commissioner Eddy Lange, these minutes were approved as amended.
Agenda #2a - County Engineer
- MINUTE ORDER #110/09: County Engineer Bryan
Neaves presented for approval April 13, 2009, at 9:00 a.m. as the date
for a public hearing regarding the abandonment/vacation of a portion of
Rosanky Road. After due discussion, upon motion by
Commissioner Richard Cortese, second by Commissioner Tim Brown, the
Court unanimously approved this date.
Agenda #2b - County Engineer
- MINUTE ORDER #111/09: County Engineer Bryan
Neaves presented for approval an Interlocal Agreement with the City of
Holland and the Holland I.S.D. for the seal coating of one block of city
street and one block of parking lot at the Holland School. After due discussion, upon motion by
Commissioner Richard Cortese, second by Commissioner Tim Brown, the
Court unanimously approved this matter. A copy of said Interlocal
Agreement is attached hereto and made part of these minutes.
Agenda #2c - County Engineer
- MINUTE ORDER #112/09: County Engineer Bryan
Neaves presented for approval a variance to the 20' Building Setback
Line on Lot 26 and Lot 27 Re-Subdivision of Apache Point for Extraco
Mortgage and the owner of 3433 Bob While Lane, Belton. After due discussion, upon motion by
Commissioner Richard Cortese, second by Commissioner Tim Brown, the
Court unanimously approved this matter.

- MINUTE ORDER #113/09: Upon motion
by Commissioner John Fisher, second by Commissioner Eddy Lange,
the Court unanimously approved all employee status report forms with
approved budget amendment, the same being attached hereto and made a part of
these minutes.

Agenda #4 - Solid Waste Advisory Committee (SWAC)
Appointment
- MINUTE ORDER #114/09: After due
discussion, upon motion
by Commissioner John Fisher, second by Commissioner Tim Brown,
the Court unanimously approved appointing County Engineer Bryan Neaves as
Bell County representative to the Solid Waste Advisory Committee (SWAC).
Agenda #5 - Order Restricting Outdoor Burning - Burn Ban
- MINUTE ORDER #115/09: County Judge Jon
Burrows presented for approval the matter of the termination,
modification, or continuation of the Order Restricting Outdoor Burning -
Burn Ban set to expire at 10:00 a.m. on March 23, 2009. After due
discussion, upon motion by Commissioner Tim Brown, second by Commissioner
John Fisher, the Court unanimously approved lifting the Order
Restricting Outdoor Burning immediately.
Agenda #6 - Tax Abatement Agreement with HEB Grocery
Company, L.P.
- MINUTE ORDER #116/09: After due discussion, upon
motion by Commissioner Eddy Lange, second by Commissioner
Richard Cortese, the Court unanimously approved a request by the City of
Temple and approval of Tax Abatement Agreement with HEB Grocery, L.P. for
approximately 66.561 acres located in the City of Temple Tax Increment
Financing Reinvestment Zone Number One.
Agenda #7 - Agreement with Engineered Air Balance Co.,
Inc.
- MINUTE ORDER #117/09: After due discussion, upon
motion by Commissioner Tim Brown, second by Commissioner John
Fisher, the Court unanimously approved
entering into an agreement with Engineered Air Balance Co., Inc. to perform
testing and balancing services for the Bell County Courthouse Addition.

Agenda #8 - Amendment to Owner/Architect Agreement for
Courthouse Addition
- MINUTE ORDER #118/09: After due discussion, upon motion
by Commissioner Richard Cortese, second by Commissioner Tim Brown,
the Court unanimously approved Amendment No. 8 to the Owner/Architect
Agreement for expanded scope of Courthouse Addition, Belton, between Bell
County and Wiginton Hooker Jeffry, P.C., architects and authorizing the
County Judge to sign upon review. A copy of said Amendment is attached
hereto and made part of these minutes.

Agenda #9 - Amendment to Owner/Architect Agreement for
Central Jail Renovations
- MINUTE ORDER #119/09: After due discussion, upon motion
by Commissioner Tim Brown, second by Commissioner John Fisher,
the Court unanimously approved Amendment No. 9 to the Owner/Architect
Agreement for the renovations of the Central Jail, 111 W. Central Ave.,
Belton, Texas between Bell County and Wiginton Hooker Jeffry, P.C.,
architects, and authorizing the County Judge to sign upon review. A
copy of said Amendment is attached hereto and made part of these minutes.

Agenda #10 - Bids for a General Contractor for Renovation
of Bell County Juvenile Justice Center
- MINUTE ORDER #120/09: After due
discussion, upon motion
by Commissioner Richard Cortese, second by Commissioner Tim Brown,
the Court unanimously approved the County Auditor to advertise for bids for
a General Contractor for renovation of the Bell County Juvenile Justice
Center, 4800 E. Rancier Ave., Killeen, Texas.

Agenda #11 - Bell County Auction
- MINUTE ORDER #121/09: After due
discussion, upon motion
by Commissioner Eddy Lange, second by Commissioner John Fisher,
the Court unanimously approved setting Thursday, May 7, 2009, as the date
for this year's Bell County Auction.
Agenda #12 - Claims
- MINUTE ORDER #122/09: County Judge Jon
Burrows presented the claims for review to the Court. After
proper review, upon
motion by Commissioner Tim Brown, second by Commissioner Richard
Cortese, the Court unanimously approved all such claims. All
according to a copy of the same being of record in the office of the County
Auditor.
(The Court then went into
workshop session to discuss those items on the workshop agenda with no action
being taken on any item.)
There being no further business, the meeting
adjourned.
