AFTER proper posting of public notice, a copy of which is attached hereto, on this the 6th day of April, 2009, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #133/09:  County Judge Jon Burrows called to the Courts attention that the minutes of March 30, 2009 regular session had been received.  After due discussion, these minutes were approved as presented.



  2. Agenda #2a - County Engineer

    • MINUTE ORDER #134/09:  County Engineer Bryan Neaves presented for approval releasing Letter of Credit No. 632, First State Bank Central Texas in the amount of $7,000.00 for the one-year road maintenance for Lacey Lou Addition off Brewer near Salado.  After due discussion, upon motion by Commissioner Tim Brown second by Commissioner Richard Cortese, the Court unanimously approved this matter.
           
          

  3. Agenda #2b - County Engineer

    • MINUTE ORDER #135/09:  County Engineer Bryan Neaves presented for approval a final plat for Dustin Heights Addition, a 3.107 Acre, 4 Lot Subdivision in the E.T.J. of the City of Salado, fronting on West Amity.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved this matter.
           
          

  4. Agenda #3 - Personnel

    • MINUTE ORDER #136/09:    Upon motion by Commissioner John Fisher, second by Commissioner Eddy Lange, the Court unanimously approved all employee status report forms with approved budget amendment, the same being attached hereto and made a part of these minutes.
          


  5. Agenda #4 - Order Restricting Outdoor Burning - Burn Ban

    • MINUTE ORDER #137/09:   The Court received a report from Bell County Fire Marshall Steve Casey on weather/fire conditions.  After due discussion, the Court took no action on the matter of issuing an Order Restricting Outdoor Burning -- Burn Ban.

       
  6. Agenda #5 - 2009 American Recovery and Reinvestment Act Edward Byrne Justice Assistance Grant (JAG) Program Award

    • MINUTE ORDER #138/09:   Sheriff Dan Smith presented for approval for County Judge Jon Burrows to sign an Interlocal Agreement between the County of Bell, City of Belton, City of Harker Heights, City of Temple, and City of Killeen for the 2009 American Recovery and Reinvestment Act Edward Byrne Justice Assistance Grant (JAG) Program Award.   After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Tim Brown the Court unanimously approved this matter.  A copy of said Interlocal Agreement is attached hereto and made part of these minutes.
          


  7. Agenda #6 - Memorandum of Understanding for Bell County Health and Human Services Community Alliance

    • MINUTE ORDER #139/09:   After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Tim Brown, the Court unanimously approved a Memorandum of Understanding among the participants in the Bell County Health and Human Services Community Alliance.
          


  8. Agenda #7 - Bell County Health and Human Services and Texas Health Institute Contract for Services

    • MINUTE ORDER #140/09:    After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese the Court unanimously approved a Contract for Services -- Statement of Work for Community Needs Assessment between Bell County Health and Human Services Community Alliance and Texas Health Institute, a copy of which is attached hereto and made part of these minutes.
          


  9. Agenda #8 - Unreimbursed Health Care Expenditures Report for Calendar Year 2008

    • MINUTE ORDER #141/09:    After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Richard Cortese the Court unanimously approved report on Calendar Year 2008 Unreimbursed Health Care Expenditures to be sent to the Texas Department of State Health Services showing an increase of $646,046.15 from $6,162,068.92 in CY2007 to $6,808,115.07 in CY 2008.  A copy of said report is attached hereto and made part of these minutes.
          


  10. Agenda #9 - Resolution in Support of Prohibiting Unfunded Mandates on Counties

    • MINUTE ORDER #142/09:    County Judge Jon Burrows presented for approval a Resolution asking Senator Troy Fraser, Representative Ralph Sheffield, and Representative Jimmie Don Aycock to co-author and support the passage of HJR 84 to Prohibit Unfunded Mandates on Counties.  After due discussion, upon motion by County Judge Jon Burrows, second by Commissioner Eddy Lange, the Court unanimously approved this matter.  A copy of said Resolution is attached hereto and made part of these minutes.
          


  11. Agenda #10 - Claims

    • MINUTE ORDER #143/09:   County Judge Jon Burrows presented the claims for review to the Court.  After proper review, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.


             (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.)


             There being no further business, the meeting adjourned.
