County Judge Jon Burrows called to the Courts attention that the minutes
of April 27, 2009 regular session had been received. After due
discussion, these minutes were approved as presented.

- MINUTE ORDER #171/09: County Engineer Bryan
Neaves presented for approval the 2009-2010 Work Plan for the Road &
Bridge Department. After due discussion, upon motion by
Commissioner Tim Brown, second by Commissioner John Fisher,
the Court unanimously approved this matter. A copy of said Work Plan
is attached hereto and made part of these minutes.
Agenda #2b - County Engineer
- MINUTE ORDER #172/09: County Engineer Bryan
Neaves presented for approval the matter of extending the bid for
striping by D.I.J., under provisions of the contract. After due discussion, upon motion by
Commissioner Richard Cortese, second by Commissioner Eddy Lange,
the Court unanimously approved this matter.

- MINUTE ORDER #173/09: County Engineer Bryan
Neaves presented for approval the re-plat of Presa Vista, Phase Two, in
Precinct 2. After due discussion, upon motion by
Commissioner Tim Brown, second by Commissioner John Fisher,
the Court unanimously approved this matter.

- MINUTE ORDER #174/09: County Engineer Bryan
Neaves presented the matter of bids on crack seal materials. After due discussion, upon motion by
Commissioner Tim Brown, second by Commissioner John Fisher,
the Court unanimously approved rejecting all bids submitted, revising the
specifications and requesting resubmission of all bids.

- MINUTE ORDER #175/09: Upon motion
by Commissioner Tim Brown, second by Commissioner Richard
Cortese,
the Court unanimously approved all employee status report forms with
approved budget amendment, the same being attached hereto and made a part of
these minutes.
Agenda #4 - Bell County Child Welfare Board
- MINUTE ORDER #176/09: After due discussion, upon motion by
Commissioner Eddy Lange, second by Commissioner Richard Cortese,
the Court unanimously approved the appointment of Lorin Evelyn Halstead of
Belton to the Bell County Child Welfare Board.
Agenda #5 - Bell County Representative to Board of
Central Counties MHMR
- MINUTE ORDER #177/09: After due discussion, upon motion by
Commissioner Tim Brown, second by Commissioner Eddy Lange, the
Court unanimously approved the appointment of George L. Luck of Temple as
the Bell County Representative to the Board of Central Counties MHMR.

- MINUTE ORDER #178/09: After due
discussion, upon motion
by Commissioner Richard Cortese, second by Commissioner John
Fisher, the Court unanimously approved a Certificate of Appreciation to
Bill Holmes of Belton for his service as Bell County representative on the
board of the Tax Appraisal District of Bell County.

Jon Burrows presented for approval the appointment of Pat Patterson of
Temple as Bell County Representative on the board of the Tax Appraisal

by Commissioner Eddy Lange, second by Commissioner Richard
Cortese, the Court unanimously approved this matter.

- MINUTE ORDER #180/09: County Judge
Jon Burrows recognized HELP Centers director Judy Morales and staff on
the selection of the Temple HELP Center as the "Agency of the Year" by the
United Way of Central Texas. No action taken.

Agenda #9 - H1N1 (Swine Flu) Update
- MINUTE ORDER #181/09: Bell County
Public Health District Director Wayne Farrell gave a report on the status
of the Swine Flu in Texas and suggested precautions for the public.
No action taken.

Agenda #10 - FY 2008 Annual Audit Report
- MINUTE ORDER #182/09: Stephen Niemeier,
President of Brockway Gersbach Franklin & Niemeier, P.C., Certified Public
Accountants presented the FY 2008 Annual Audit Report. After due discussion, upon motion
by Commissioner Tim Brown, second by Commissioner Richard
Cortese, the Court unanimously approved this matter. A copy of
said Audit Report is attached hereto and made a part of these minutes.

Agenda #11 - Government Finance Officers Association Award
- MINUTE ORDER #183/09: County Judge
Jon Burrows recognized County Auditor Donna Eakin and her staff and
presented to the Bell County Auditor's Office the Government Finance
Officers Association Award for Bell County's Comprehensive Annual Financial
Report for the Fiscal Year ended September 30, 2007 - the 28th year in a
row that the Auditor's Office has received the award. After due discussion, upon motion
by Commissioner John Fisher, second by Commissioner Richard
Cortese, the Court unanimously approved this matter.

Agenda #12 - Request for Proposals for Employee Dental
Insurance
- MINUTE ORDER #184/09: After due discussion, upon motion
by Commissioner John Fisher, second by Commissioner Eddy Lange, the Court unanimously approved
authorizing the County Auditor to advertise for requests for proposals for
employee dental insurance.
Agenda #13 - Claims
- MINUTE ORDER #185/09: County Judge Jon
Burrows presented the claims for review to the Court. After
proper review, upon
motion by Commissioner Tim Brown, second by Commissioner Richard
Cortese, the Court unanimously approved all such claims. All
according to a copy of the same being of record in the office of the County
Auditor.
(The Court then went into
workshop session to discuss those items on the workshop agenda with no action
being taken on any item.)
There being no further business, the meeting
adjourned.
