AFTER proper posting of public notice, a copy of which is attached hereto, on this the 15th day of June, 2009, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #230/09:  County Judge Jon Burrows called to the Courts attention that the minutes of June 08, 2009 regular session had been received.  The minutes were approved as presented.



  2. Agenda #2a - County Engineer

    • MINUTE ORDER #231/09:  County Engineer Bryan Neaves presented the matter to consider the approval of Habours Subdivision Phase 2.  A one lot, one block, 3 acre subdivision on Reeds Lake Road.  Upon motion by Commissioner Eddy Lange, second by Commissioner Richard Cortese, the Court unanimously approved this matter.
           
          

  3. Agenda #3 - Personnel

    • MINUTE ORDER #232/09:    Upon motion by Commissioner Richard Cortese, second by Commissioner Tim Brown, the Court unanimously approved all employee status report forms with approved budget amendment, the same being attached hereto and made a part of these minutes.
          


  4. Agenda #4 - Award for Service (MOAA)

    • MINUTE ORDER #233/09:   County Judge Jon Burrows presented the matter to recognize Central Texas Chapter of Military Officers Association of America (MOAA) to present an Award for Service to retired Bell County Commissioner Jack Oliver, Colonel (Ret) in recognition of his longtime of public service, in and out of uniform.  Mr. Gene Wentworth, 2nd VP Membership, Centex Chapter, MOAA made the presentation.  Upon motion of County Judge Jon Burrows, second by Commissioner Tim Brown, the Court unanimously congratulated Mr. Oliver on his receipt of the Award and thanked him for his service to the citizens of Bell County.  
           

       
  5. Agenda #5 - Bell County Jail Inspection and Certification

    • MINUTE ORDER #234/09:   County Judge Jon Burrows recognized Bell County Sheriff Dan Smith and Bell County Jail Administrator Major Bob Patterson on the 23rd year in a row that the Bell County Jail has passed the inspection and certification of the Texas Commission on Jail Standards.  Sheriff Dan Smith and Major Bob Patterson thanked their staff, Mark Meyer and the Bell County Building Maintenance Department and the Commissioners Court for their support.  Upon motion of Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously thanked and congratulated the Bell County Sheriff's Department.    
          


  6. Agenda #6 - Order Prohibiting Fireworks

    • MINUTE ORDER #235/09:    County Judge Jon Burrows presented the matter to consider determination that appropriate conditions exist and that an order prohibiting the sale, use, detonating, ignition or other use of fireworks classified under 49 C.F.R. part 173.100 (r) (2) (10-1-86 edition), as "skyrockets with sticks" and "missiles with fins" in any portion of the unincorporated area of Bell County should be approved.  Fire Marshal Steve Casey reported to the Court that Bell County's existing conditions at this time do not qualify to prohibit the sale of fireworks.  No action was taken.    
          


  7. Agenda #7 - Sparta Valley Volunteer Fire Department

    • MINUTE ORDER #236/09:    County Judge Jon Burrows presented the matter to consider approval of start-up funding to assist with equipment purchase for Sparta Valley Volunteer Fire Department, to equip it to respond to fires in unincorporated areas of Bell County.  Upon motion of Commissioner Richard Cortese, second by Commissioner Eddy Lange, to approve a budget amendment and designate $3,000.00 to the Sparta Valley Volunteer Fire Department start-up fund, the Court unanimously approved this matter.  
          


  8. Agenda #8 - Interlocal Agreement, City of Killeen - Bell County Fiber Optic Network

    • MINUTE ORDER #237/09:    County Judge Jon Burrows presented the matter to consider approval of renewal of Interlocal Agreement between Bell County and the City of Killeen, authorizing the City of Killeen to use Bell County software and fiber optic network to process, access, and maintain records regarding early voting for a fee of $1,200.00 paid by the City of Killeen.  Upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved this matter.  
          


  9. Agenda #9 - Interlocal Agreement, City of Temple - Bell County Fiber Optic Network

    • MINUTE ORDER #238/09:    County Judge Jon Burrows presented the matter to consider approval of renewal of Interlocal Agreement between Bell County and the City of Temple, authorizing the City of Temple to use Bell County software and fiber optic network to process, access, and maintain records regarding early voting for a fee of $1,200.00 paid by the City of Temple.  Upon motion by Commissioner Eddy Lange, second by Commissioner Richard Cortese, the Court unanimously approved this matter.  
          


  10. Agenda #10 - Claims

    • MINUTE ORDER #239/09:   County Judge Jon Burrows presented the claims for review to the Court.  After proper review, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.


             (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.)


             There being no further business, the meeting adjourned.
