AFTER proper posting of public notice, a copy of which is attached hereto, on this the 22nd day of June, 2009, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #240/09:  County Judge Jon Burrows called to the Courts attention that the minutes of June 15, 2009 regular session had been received.  After due discussion, these minutes were approved as presented.



  2. Agenda #2a - County Engineer

    • MINUTE ORDER #241/09:  No action taken.
           
          

  3. Agenda #3 - Personnel

    • MINUTE ORDER #242/09:    Upon motion by Commissioner Eddy Lange, second by Commissioner John Fisher, the Court unanimously approved all employee status report forms with approved budget amendment, the same being attached hereto and made a part of these minutes.
          


  4. Agenda #4 - Order Restricting Outdoor Burning

    • MINUTE ORDER #243/09:     After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Eddy Lange, the Court unanimously approved an Order Restricting Outdoor Burning effective at 9:00 a.m. today through 10:00 a.m. on July 20, 2009, upon a determination that circumstances are present in all or part of the unincorporated area of the County that creates a public safety hazard that would be exacerbated by outdoor burning.
           

       
  5. Agenda #5 - Bell County Museum

    • MINUTE ORDER #244/09:   County Judge Jon Burrows recognized Bell County Museum Director Stephanie Turnham who gave a report on new exhibits including "The Inspired Line: Selected Prints of Albrecht Durer and Rembrandt van Rijn" on exhibit from June 20, 2009 through August 18, 2009.  No action taken by the Court.   
          


  6. Agenda #6 - Employee Dental Insurance

    • MINUTE ORDER #245/09:    Ron Heuss, Human Resource Director presented for approval selection of proposals for employee dental insurance for FY 2010.  After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Tim Brown, the Court unanimously approved awarding United Concordia coverage for employee dental insurance for a term of 24 months.
          


  7. Agenda #7 - Bids for Buildings and Grounds Department Equipment

    • MINUTE ORDER #246/09:    After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Eddy Lange, the Court unanimously approved awarding the bid, along with budget amendment, for a Tractor, Mower, and Loader for the Building and Grounds Department to Blackland Implement Co. in the amount of $41,334.
          


  8. Agenda #8 - Inter-Agency Agreement with Education Service Center

    • MINUTE ORDER #247/09:    After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner John Fisher, the Court unanimously approved an Inter-Agency Agreement with Education Services Center, Region 10 Multi-Regional Child Nutrition Cooperative Purchasing Program.  A copy of said Agreement is attached hereto and made part of these minutes.  
          


  9. Agenda #9 - Skanska USA Building, Inc. Amendment No. 2

    • MINUTE ORDER #248/09:    After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved Amendment  No. 2 to Skanska USA Building, Inc. Guaranteed Maximum Price for Bell County Courthouse Expansion/Addition to include Justice of the Peace and Treasurer's Offices.  A copy of said amendment is attached hereto and made part of these minutes.   
          


  10. Agenda #10 - Change Order No. 002 - Skanska USA Building, Inc.

    • MINUTE ORDER #249/09:    The Court unanimously approved Change Order No. 002, with no change in the Guaranteed Maximum Price, between Bell County and Skanska USA Building, Inc. on the Courthouse Expansion Project upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese.  A copy of said Change Order is attached hereto and made part of these minutes. 
          


  11. Agenda #11 - Claims

    • MINUTE ORDER #250/09:   County Judge Jon Burrows presented the claims for review to the Court.  After proper review, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.


             (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.)


             There being no further business, the meeting adjourned.
