AFTER proper posting of public notice, a copy of which is attached hereto, on this the 29th day of June, 2009, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #251/09:  County Judge Jon Burrows called to the Courts attention that the minutes of June 22, 2009 regular session had been received.  After due discussion, these minutes were approved as presented.



  2. Agenda #2a - County Engineer

    • MINUTE ORDER #252/09:  No action taken.
           
          

  3. Agenda #3 - Personnel

    • MINUTE ORDER #253/09:    Upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved all employee status report forms with approved budget amendment, the same being attached hereto and made a part of these minutes.
          


  4. Agenda #4 - 2009 Walter Scheiber Leadership Award to Jim Reed

    • MINUTE ORDER #254/09:     County Judge Jon Burrows recognized Jim Reed, Executive Director of the Central Texas Council of Governments and Past Chair of the National Association of Regional Councils Executive Directors' Council, for being the recipient of the 2009 Walter Scheiber Leadership Award presented by the National Association of Regional Councils.  The award recognized the significant impacts he has made at the local, state, and national levels.  No action taken by the Court.
           

       
  5. Agenda #5 - Order Restricting Outdoor Burning

    • MINUTE ORDER #255/09:   The Court took no action on the status of an Order Restricting Outdoor Burning effective through 10:00 a.m. on July 20, 2009.  Said Order remains in effect.   
          


  6. Agenda #6 - Public Power Pool Report

    • MINUTE ORDER #256/09:    County Judge Jon Burrows gave a report on the utility savings to the County due to membership in the Public Power Pool.  The savings for the second quarter of 2009 is $78,960.  No action taken by the Court.
          


  7. Agenda #7 - Bid for Courthouse Insulation Installation

    • MINUTE ORDER #257/09:    After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved awarding the bid to E6 Insealation for the installation of Courthouse insulation.
          


  8. Agenda #8 - FusionBridge Ltd Statement of Work

    • MINUTE ORDER #258/09:    After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Tim Brown, the Court unanimously approved a Statement of Work with FusionBridge Ltd. for Bell County Employee Self Service & Applicant Tracking Project and Procurement Project.  A copy of said Statement of Work is attached hereto and made part of these minutes.   
          


  9. Agenda #9 - Claims

    • MINUTE ORDER #259/09:   County Judge Jon Burrows presented the claims for review to the Court.  After proper review, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.


             (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.)


             There being no further business, the meeting adjourned.
