AFTER proper posting of public notice, a copy of which is attached hereto, on this the 6th day of July, 2009, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #260/09:  County Judge Jon Burrows called to the Courts attention that the minutes of June 29, 2009 regular session had been received.  After due discussion, these minutes were approved as presented.



  2. Agenda #2a - County Engineer

    • MINUTE ORDER #261/09:  No action taken.
           
          

  3. Agenda #3 - Personnel

    • MINUTE ORDER #262/09:    Upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved all employee status report forms with approved budget amendment, the same being attached hereto and made a part of these minutes.
          


  4. Agenda #4 - Order Restricting Outdoor Burning

    • MINUTE ORDER #263/09:     The Court took no action on the status of an Order Restricting Outdoor Burning effective through 10:00 a.m. on July 20, 2009.  Said Order remains in effect.
           

       
  5. Agenda #5 - President of the Texas Transit Association

    • MINUTE ORDER #264/09:   County Judge Jon Burrows recognized Carole Warlick, General Manager of Hill Country Transit District, operator of the HOP, on her election as President of the Texas Transit Association, an association of metro systems, small urban and rural transit providers.  No action taken by the Court.   
          


  6. Agenda #6 - Texas Electronic Registrar (TER) Marriage Module

    • MINUTE ORDER #265/09:    County Clerk Shelley Coston announced the selection of the Bell County Clerk's Office, by the Texas Bureau of Vital Statistics to be a test site for a new state program regarding marriage records for the Texas Electronic Registrar (TER) system.  No action taken by the Court.
          


  7. Agenda #7 - Addendum to Depository Agreement

    • MINUTE ORDER #266/09:    County Treasurer Charles Jones presented for approval an Addendum to Depository Agreement dated July 1, 2007 between BBVA Compass Bank and Bell County representing Renegotiated Depository Contract as authorized by the July 1, 2007 Agreement and extending the Contract for an additional two years:  June 30, 2009 until June 30, 2011.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Eddy Lange, the Court approved this matter with Commissioner John Fisher abstaining from the vote.  A copy of said Agreement is attached hereto and made part of these minutes.
          


  8. Agenda #8 - Bell County Welfare Board Appointment

    • MINUTE ORDER #267/09:    After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Richard Cortese, the Court unanimously approved the appointment of John Torti of Morgan's Point to the Bell County Child Welfare Board.    
          


  9. Agenda #9 - Bell County Multi-Use Facility Contract

    • MINUTE ORDER #268/09:    After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Eddy Lange, the Court unanimously approved Change Order Number 001 for $53,541.00 to Bell County Multi-Use Facility Contract with Zapalac/Reed Construction Company for additional Cut & Fill work for Building Pad.  A copy of said Change Order is attached hereto and made part of these minutes.     
          


  10. Agenda #10 - Justice Assistance Grant (JAG) from the U.S. Department of Justice

    • MINUTE ORDER #269/09:    Sheriff Dan Smith presented for approval for the County Judge to approve Bell County's participation/allocation with the Cities of Temple and Killeen in the Justice Assistance Grant (JAG) from the U.S. Department of Justice.  The total of $117,810 would be distributed as follows:  Killeen $70,686 (60%), Temple $23,562 (20%) and Bell County $23,562 (20%).     
          


  11. Agenda #11 - Claims

    • MINUTE ORDER #270/09:   County Judge Jon Burrows presented the claims for review to the Court.  After proper review, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.


             (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.)


             There being no further business, the meeting adjourned.
