County Judge Jon Burrows called to the Courts attention that the minutes
of August 03, 2009 regular session had been received. After due
discussion, these minutes were approved as presented.

Court.

Agenda #3 - Personnel
- MINUTE ORDER #303/09: Upon motion
by Commissioner John Fisher, second by Commissioner Tim Brown,
the Court unanimously approved all employee status report forms with
approved budget amendment, the same being attached hereto and made a part of
these minutes.
Agenda #4 - Order Restricting Outdoor Burning
- MINUTE ORDER #304/09: The Court
took no action on the status of an Order Restricting Outdoor Burning
effective through 10:00 a.m. on August 17, 2009. Said Order remains in
effect.
Agenda #5 - Bell County Representative---Temple
Reinvestment Zone Number One Board of Directors
- MINUTE ORDER #305/09: After due discussion, upon
motion by Commissioner Richard Cortese, second by Commissioner Tim
Brown, the Court unanimously approved the reappointment of Pct 3
Commissioner Eddy Lange as Bell County's representative on the Temple
Reinvestment Zone Number One Board of Directors for a two-year term
beginning September 1, 2009.

Agenda #6 - Memorandum of Understanding - Lone Star Legal
Aid - Juvenile Court Magistrate Services
- MINUTE ORDER #306/09: County Judge
Jon Burrows presented for approval a Memorandum of Understanding
between Bell County and Lone Star Legal Aid for Lawyer-Magistrate
Appointment for Juvenile Court Magistrate services for the 2010 Fiscal
Year. After due discussion, upon motion
by Commissioner Tim Brown, second by Commissioner Richard Cortese,
the Court unanimously approved this matter. A copy of said MOU is
attached hereto and made a part of these minutes.

Aid - Pro Se Assisted Program
- MINUTE ORDER #307/09: County Judge
Jon Burrows presented for approval a Memorandum of Understanding
between Bell County and Lone Star Legal Aid for services in the Pro Se
Assisted Program for the 2010 Fiscal Year. After due discussion, upon motion
by Commissioner Tim Brown, second by Commissioner Eddy Lange,
the Court unanimously approved this matter. A copy of said MOU is
attached hereto and made part of these minutes.

Aid - Protective Orders
- MINUTE ORDER #308/09: County Judge
Jon Burrows presented for approval a Memorandum of Understanding
between Bell County and Lone Star Legal Aid for services in processing
Protective Orders for the 2010 Fiscal Year. After due discussion, upon motion
by Commissioner Tim Brown, second by Commissioner Richard Cortese,
the Court unanimously approved this matter. A copy of said MOU is
attached hereto and made part of these minutes.

Agenda #9 - Setting Dates for Presentation of the FY 2010
Budget, Public Hearings, and Approval of the Budget and Tax Rates
- MINUTE ORDER #309/09: County Judge
Jon Burrows presented the matter to consider setting dates for the
presentation of the FY 2010 Budget. Public Hearings and approval of
the Budget and Tax Rates, with all meetings to be in the Commissioners'
Courtroom. Upon due discussion, upon motion
by Commissioner John Fisher, second by Commissioner Richard
Cortese, the Court unanimously approved the setting of the following
dates, with all meetings to be in the Commissioners Courtroom:
1. August 24, 2009 at 9:00
a.m., for the presentation of the Budget, and the Public Hearing on the
Budget, and
2. August 31, 2009 at 9:00
a.m., for the approval of the 2010 Budget and 2010 Tax Rates.

Agenda #10 - Proposed Tax Rates for Notice of Public
Hearing Purposes
- MINUTE ORDER #310/09: County Judge
Jon Burrows presented for approval the following Proposed Tax Rates for
Notice of Public Hearing Purposes:
1. For Bell County General Fund
- a proposed rate of $0.3759 per $100 valuation.
2. For Bell County Road &
Bridge Fund - a proposed rate of $0.0295 per $100 valuation
3. For a proposed total of
$0.4054 per $100 valuation, which is a decrease of $0.0020 from the FY 2009
Tax Rates.
After due discussion, upon motion
by Commissioner Eddy Lange, second by Commissioner Richard Cortese,
the Court unanimously approved this matter.

Agenda #11 - Requests for Proposals for Emergency Services
Required in Response to Disaster
- MINUTE ORDER #311/09: After due
discussion, upon motion
by Commissioner John Fisher, second by Commissioner Tim Brown,
the Court unanimously authorized the County Auditor to advertise for
Requests for Proposals for emergency services required in response to a
disaster, including but not limited to transportation, generator supply,
and waste removal.

Agenda #12 - Shelving and Files for Auditor and Payroll
Areas
- MINUTE ORDER #312/09: After due
discussion, upon motion
by Commissioner Tim Brown, second by Commissioner Eddy Lange,
the Court unanimously approved the purchase off of Texas State Contracts
TXMAS-2-711010 (shelving) and TXMAS-2-36030 (rotary files) of Binder
Shelving, Rotary Files, and Payroll Rotary Files for Auditor and Payroll
areas. A copy of purchase order is attached hereto and made part of
these minutes.

Agenda #13 - Oncor Electric Agreement for 2405 South Loop
121 in Belton
- MINUTE ORDER #313/09: After due
discussion, upon motion
by Commissioner Richard Cortese, second by Commissioner John
Fisher, the Court unanimously approved an agreement with Oncor Electric
Delivery for installation of additional electric facilities to provide
electric service at 2405 South Loop 121 in Belton.
Agenda #14 - Claims
- MINUTE ORDER #314/09: County Judge Jon
Burrows presented the claims for review to the Court. After
proper review, upon
motion by Commissioner Tim Brown, second by Commissioner Richard
Cortese, the Court unanimously approved all such claims. All
according to a copy of the same being of record in the office of the County
Auditor.
(The Court then went into
workshop session to discuss those items on the workshop agenda with no action
being taken on any item.)
There being no further business, the meeting
adjourned.
