AFTER proper posting of public notice, a copy of which is attached hereto, on this the 17th day of August, 2009, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #315/09:  County Judge Jon Burrows called to the Courts attention that the minutes of August 10, 2009 regular session had been received.  After due discussion, these minutes were approved as presented.



  2. Agenda #2 - County Engineer

    • MINUTE ORDER #316/09:   County Engineer Bryan Neaves presented for approval the Final Plat of The Springs at the Escarpment Subdivision, located in the E.T.J. of the City of Harker Heights.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved this matter.
           
          

  3. Agenda #3 - Personnel

    • MINUTE ORDER #317/09:    Upon motion by Commissioner Eddy Lange, second by Commissioner Richard Cortese, the Court unanimously approved all employee status report forms with approved budget amendment, the same being attached hereto and made a part of these minutes.
          


  4. Agenda #4 - Re-announcement of Date, Time, and Place for Presentation of the FY 2010 Budget, Public Hearings, and Approval of the Budget and Tax Rates

    • MINUTE ORDER #318/09:    County Judge Jon Burrows re-announced the following dates, times, and places for the presentation of the FY 2010 Budget, Public Hearings and approval of the Budget and Tax Rates with all meetings to be in the Commissioners' Courtroom:
              1.  August 24, 2009 at 9:00 a.m., for Presentation and Public Hearing of the FY 2010 Budget;
              2.  August 31, 2009 at 9:00 a.m., for approval of the FY 2010 Budget and approval of the Tax Rates for Bell County and Bell County Road District. 
          


  5. Agenda #5 - Ratification of Appointments to the Board of Trustees for Central Counties MHMR

    • MINUTE ORDER #319/09:    County Judge Jon Burrows presented for consideration the ratification of the appointments of Ann King of Milam County and Sue Faulkner of Lampasas County by their respective counties to the Board of Trustees for the Central Counties MHMR Center for two-year terms.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved this matter. 
          


  6. Agenda #6 - Order Restricting Outdoor Burning

    • MINUTE ORDER #320/09:     After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Eddy Lange, the Court established a new Order Restricting Outdoor Burning effective 9:00 a.m. on August 17, 2009 through 10:00 a.m. September 21, 2009.  Said Order is attached hereto and made part of these minutes.  
           

       
  7. Agenda #7 - Interlocal Agreement with HCCA

    • MINUTE ORDER #321/09:   After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Tim Brown, the Court approved the Interlocal Agreement between Bell County and Hill Country Community Action Association, Inc. (HCCA) for Bell County to provide Case Management, Energy Assistance, Weatherization, Intakes, and Outreach and Referral Services for HCCA Programs in Bell County.  Said Agreement is attached hereto and made part of these minutes.  
          


  8. Agenda #8 - Energy Efficiency Assistance Agreement

    • MINUTE ORDER #322/09:    County Judge Jon Burrows presented for approval the Energy Efficiency Assistance Agreement between TXU Energy Retail Company, LLC, and Bell County, through its Bell County Human Services/H.E.L.P. Centers for coordination of the TXU Energy Low Income Energy Efficiency Program.  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner John Fisher, the Court unanimously approved this matter.  Said Agreement is attached hereto and made part of these minutes. 
          


  9. Agenda #9 - Bell County Drug Court Resolution

    • MINUTE ORDER #323/09:    County Judge Jon Burrows presented for approval and ratification the Resolution, effective August 11, 2009, approving submission of grant application and administrative details for the Bell County Drug Court Program to the Office of the Governor, Criminal Justice Division.  After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Tim Brown, the Court unanimously approved this matter.  Said Resolution is attached hereto and made part of these minutes. 
          


  10. Agenda #10 - Purchase of vehicle for the Sheriff's Office

    • MINUTE ORDER #324/09:    County Judge Jon Burrows presented for approval and ratification the purchase of a vehicle for the Sheriff's Office off of Buy Board and budget amendment.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Eddy Lange, the Court unanimously approved this matter.
          


  11. Agenda #11 - Tax Abatement Agreement with Stoney Brook

    • MINUTE ORDER #325/09:    After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Tim Brown, the Court unanimously approved a Tax Abatement Agreement with Stoney Brook of Belton, approved by the City of Belton on May 26, 2009, located in Belton Tax Abatement Reinvestment Zone #10.  
          


  12. Agenda #12 - Tax Abatement Agreement with McLane Advanced Technologies, LLC. and McLane Group, LP

    • MINUTE ORDER #326/09:    After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Richard Cortese, the Court unanimously approved a Tax Abatement Agreement with McLane Advanced Technologies, LLC, and McLane Group, LP, approved by the City of Temple on July 16, 2009, located in Temple Tax Abatement Reinvestment Zone #10.
          


  13. Agenda #13 - Claims

    • MINUTE ORDER #327/09:   County Judge Jon Burrows presented the claims for review to the Court.  After proper review, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.


             (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.)


             There being no further business, the meeting adjourned.
