- MINUTE ORDER #328/09:
County Judge Jon Burrows called to the Courts attention that the minutes
of August 17, 2009 regular session had been received. After due
discussion, these minutes were approved as presented.
Agenda #2 - County Engineer
- MINUTE ORDER #329/09: County Engineer Bryan
Neaves presented for approval revisions to the Road & Bridge
Department's Safety Awards Program.
After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner
John Fisher, the Court unanimously approved adopting this Program, a
copy of which is attached hereto and made part of these minutes.

Agenda #3 - Personnel
- MINUTE ORDER #330/09: Upon motion
by Commissioner John Fisher, second by Commissioner Eddy Lange,
the Court unanimously approved all employee status report forms with
approved budget amendment, the same being attached hereto and made a part of
these minutes.

Agenda #4 - Re-announcement of Date, Time, and Place for
Approval of the FY 2010 Budget and FY 2010 Tax Rates for Bell County and Bell
County Road District
- MINUTE ORDER #331/09: County Judge
Jon Burrows re-announced the following
dates, times, and places for the approval of the FY 2010 Budget and FY 2010 Tax Rates
for Bell County and Bell County Road Districts with all meetings to be in the Commissioners' Courtroom:
1. August 31, 2009 at 9:00
a.m., for approval of the
FY 2010 Budget;
2. August 31, 2009 at 9:00
a.m., for approval of the FY 2010 Tax Rates for
Bell County and Bell County Road District.
Agenda #5 - Order Restricting Outdoor Burning
- MINUTE ORDER #332/09: The Court
took no action on the status of the Order Restricting Outdoor Burning
currently in effect
through 10:00 a.m. September 21, 2009.
Agenda #6 - Memorandum of Understanding for Bell County
Juvenile Justice Alternative Education Program (JJAEP)
- MINUTE ORDER #333/09: After due discussion, upon
motion by Commissioner Richard Cortese, second by Commissioner
John Fisher, the Court approved the annual Memorandum of Understanding
with certain area Independent School Districts (Killeen, Temple, Belton,
Troy, Rogers, Holland, Bartlett, Salado, Academy, and Florence), Bell County
Juvenile Board, and Bell County Commissioners Court regarding the operation
and administration of the Bell County Juvenile Justice Alternative Education
Program (JJAEP). A copy of said Memorandum of Understanding is
attached hereto and made part of these minutes.

Agenda #7 - Memorandum of Understanding with Killeen
Independent School District
- MINUTE ORDER #334/09: After due discussion, upon motion
by Commissioner John Fisher, second by Commissioner Richard
Cortese, the Court unanimously approved the annual Memorandum of
Understanding with the Killeen Independent School District, Bell County
Juvenile Board and Bell County Commissioners Court regarding the
Residential educational services for juveniles detained at the Bell County
Juvenile Detention Center. Commissioner Eddy Lange abstained from the
vote. A copy of the said Memorandum of Understanding is attached
hereto and made part of these minutes.

Agenda #8 - Memorandum of Understanding with City of
Copperas Cove
- MINUTE ORDER #335/09: County Judge
Jon Burrows presented for approval a Memorandum of Understanding
between Bell County and the City of Copperas Cove regarding use of property
at 2819 Boys Ranch Road for maintaining a facility for County precinct
voting and other County related meetings. After due discussion, upon motion
by Commissioner John Fisher, second by Commissioner Tim Brown,
the Court unanimously approved this matter. A copy of said Memorandum
of Understanding is attached hereto and made part of these minutes.

Agenda #9 - FY 2010 Budget for Bell County
- MINUTE ORDER #336/09: County Judge
Jon Burrows presented the FY 2010 Budget for Bell County.
Following presentation, in accordance with the laws governing such matters,
County Judge
Jon Burrows opened a Public Hearing at 10:01 a.m. There
being no public comments, County Judge
Jon Burrows closed the public hearing at 10:02 a.m.
Agenda #10 - Claims
- MINUTE ORDER #337/09: County Judge Jon
Burrows presented the claims for review to the Court. After
proper review, upon
motion by Commissioner Tim Brown, second by Commissioner Richard
Cortese, the Court unanimously approved all such claims. All
according to a copy of the same being of record in the office of the County
Auditor.
(The Court then went into
workshop session to discuss those items on the workshop agenda with no action
being taken on any item.)
There being no further business, the meeting
adjourned.
