- MINUTE ORDER #374/09:
County Judge Jon Burrows called to the Courts attention that the minutes
of September 09, 2009 regular session had been received. After due
discussion, these minutes were approved as presented.
Agenda #2 - County Engineer
- MINUTE ORDER #375/09: County Engineer Bryan
Neaves presented for approval the final plat for the Springs at the
Escarpment Subdivision, First Amendment, in the E.T.J. of the City of Harker
Heights, Precinct 2. After due discussion, upon
motion by Commissioner Tim Brown, second by Commissioner Richard
Cortese, the Court unanimously approved this matter.

Agenda #3 - Personnel
- MINUTE ORDER #376/09: Upon motion
by Commissioner Eddy Lange, second by Commissioner John Fisher,
the Court unanimously approved all employee status report forms with
approved budget amendment, the same being attached hereto and made a part of
these minutes.

Agenda #4 - Order Restricting Outdoor Burning
- MINUTE ORDER #377/09: The Court
received a status report from Bell County Fire Marshall Steve Casey on
weather/fire conditions for the Order Restricting Outdoor Burning - Burn
Ban. After due
discussion, upon motion by Commissioner Tim Brown, second by
Commissioner John Fisher, the Court unanimously lifted and rescinded
the Order effective 9:00 a.m., Monday, September 14, 2009. A copy of
said Order is attached hereto and made part of these minutes.

Agenda #5 - Amendment No. 3, Bell Co. Central Jail
Renovation and Change Order #1
- MINUTE ORDER #378/09: County Judge Jon
Burrows presented for approval Amendment Number 3 to the agreement between
Bell County Texas (Owner) and Skanska USA Building Inc. (the Construction
Manager) for Bell County Central Jail Renovation, and approval of Change
Order Number 1, and approval of notice to proceed. After due discussion, upon motion
by Commissioner Tim Brown, second by Commissioner Richard Cortese,
the Court unanimously approved this matter. A copy of same is
attached hereto and made part of these minutes.

Agenda #6 - LTG Rick & Sarah Lynch Day in Bell County
- MINUTE ORDER #379/09: County Judge Jon
Burrows presented for approval Resolutions of Appreciation and
Designation of September 14, 2009 as "LTG Rick & Sarah Lynch Day in Bell
County, Texas," in recognition of the departure of the Lynch family and LTG
Lynch's service as III Corps Commander at Fort Hood and Sarah Lynch's
service to the families of Fort Hood. After due discussion, upon motion
by Commissioner John Fisher, second by Commissioner Tim Brown,
the Court unanimously approved this matter.

Agenda #7 - Disaster Management Training for Water and
Wastewater Utilities
- MINUTE ORDER #380/09: County
Extension Agent Dirk Aaron presented for approval a request for
co-sponsorship with Texas AgriLife Extension and Bell County for Disaster
Management Training for Water and Wastewater Utilities presented by the
Department of Homeland Security and the Texas Engineering Extension Service
to be held on October 20, 21, and 22, 2009, in Harker Heights. After
due discussion, upon motion
by Commissioner Eddy Lange, second by Commissioner Richard Cortese,
the Court unanimously approved this matter and to provide funding for the
event. A copy of the program announcement is attached hereto and made
part of these minutes.

Agenda #8 - Purchase of two FEMA Trailers
- MINUTE ORDER #381/09: After due
discussion, upon motion
by Commissioner John Fisher, second by Commissioner Eddy Lange,
the Court unanimously authorized the purchase and budget amendment of two
FEMA trailers from the Federal Surplus Property Program of the U.S. General
Services Administration for 6,000 and the payment of transportation/setup
expenses for use at voting locations and for other purposes.

Agenda #9 - Bids for Vehicles
- MINUTE ORDER #382/09: After due
discussion, upon motion
by Commissioner Richard Cortese, second by Commissioner John Fisher,
the Court unanimously approved authorizing the County Auditor to advertise
for bids for vehicles approved in the FY 2010 budget.

Agenda #10 - Bell County Tire Collection Event
- MINUTE ORDER #383/09: County Judge Jon
Burrows announced the Bell County Tire Collection event to be held
September 24-26, 2009, at the Heidenheimer Auction Lot at the intersection
of SH 36 and FM 93 and consider approval of event costs. After due
discussion, upon motion
by Commissioner Eddy Lange, second by Commissioner John Fisher,
the Court unanimously approved this matter.

Agenda #11 - CY 2010 and CY 2011 Holiday Schedules for
Bell County
- MINUTE ORDER #384/09: After due
discussion, upon motion
by Commissioner Richard Cortese, second by Commissioner John Fisher,
the Court unanimously approved the CY 2010 and CY 2011 Holiday Schedules
for Bell County. A copy of said schedules are attached hereto and
made part of these minutes.

Agenda #12 - Sheriff's Fees, Constables Fees, and other
fees
- MINUTE ORDER #385/09: After due
discussion, upon motion
by Commissioner Tim Brown, second by Commissioner Eddy Lange,
the Court unanimously approved the 2010 Sheriff's fees, Constables fees and
other fees with no changes. A copy of said schedule of fees is
attached hereto and made part of these minutes.

Agenda #13 - County and District Clerk Court Record
Preservation Fund Fee
- MINUTE ORDER #386/09: The Court
unanimously approved, in compliance with H.B. 3637, a County and District
Clerk Court Record Preservation Fund Fee in the amount of $10, upon motion
by Commissioner Tim Brown, second by Commissioner Richard Cortese.

Agenda #14 - 2010 Indigent Defense Grant Application
- MINUTE ORDER #387/09: County Judge Jon
Burrows presented for approval submission of 2010 Indigent Defense
Grant Application and designation of himself as the Authorized Official,
Jennifer Largent as the Program Director/contact person, and Donna Eakin as
the Financial Officer for the grant. After due discussion, upon motion
by Commissioner Tim Brown, second by Commissioner Richard Cortese,
the Court unanimously approved this matter. A copy of Resolution for
Grant Application is attached hereto and made a part of these minutes.

Agenda #15 - Order of Re-Appointment of County Auditor
- MINUTE ORDER #388/09: After due
discussion, upon motion
by Commissioner Richard Cortese, second by Commissioner Tim Brown,
the Court unanimously approved the report and Order of Re-Appointment by
the District Judges of Donna Eakin as County Auditor of Bell County.
A copy of said order is attached hereto and made a part of these minutes.

Agenda #16 - FY 2009-2010 County Auditor's Budget
- MINUTE ORDER #389/09: The Court
unanimously approved a report from the District Judges on the annual Order
certifying the FY 2009-2010 County Auditor's Budget, upon motion
by Commissioner Eddy Lange, second by Commissioner John Fisher.
A copy of said order is attached hereto and made a part of these minutes.

Agenda #17 - FY 2009-2010 Court Reporter Pay
- MINUTE ORDER #390/09: After due
discussion, upon motion
by Commissioner Richard Cortese, second by Commissioner Tim Brown,
the Court unanimously approved the report of Order from the District Judges
concerning FY 2009-2010 Court Reporter pay. A copy of said Order is
attached hereto and made a part of these minutes.
Agenda #18 - Claims
- MINUTE ORDER #391/09: County Judge Jon
Burrows presented the claims for review to the Court. After
proper review, upon
motion by Commissioner Tim Brown, second by Commissioner Richard
Cortese, the Court unanimously approved all such claims. All
according to a copy of the same being of record in the office of the County
Auditor.
(The Court then went into
workshop session to discuss those items on the workshop agenda with no action
being taken on any item.)
There being no further business, the meeting
adjourned.
