AFTER proper posting of public notice, a copy of which is attached hereto, on this the 19th day of October, 2009, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #429/09:  County Judge Jon Burrows called to the Courts attention that the minutes of October 13, 2009 regular session had been received.  After due discussion, these minutes were approved as presented.



  2. Agenda #2a - County Engineer

    • MINUTE ORDER #430/09:   County Judge Jon Burrows opened a public hearing at 9:05 a.m. regarding the vacation of a portion of First Street in Heidenheimer, Precinct 3, from Avenue B to Avenue E, as depicted on drawings provided.  There being no public comments, the hearing was closed.  After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Richard Cortese, the Court unanimously approved this matter.   
           
          

  3. Agenda #3 - Personnel

    • MINUTE ORDER #431/09:    Upon motion by Commissioner John Fisher, second by Commissioner Eddy Lange, the Court unanimously approved all employee status report forms with approved budget amendment, the same being attached hereto and made a part of these minutes.
          


  4. Agenda #4 - Commissioners Court Advanced Curriculum

    • MINUTE ORDER #432/09:    County Judge Jon Burrows recognized Pct 3 Commissioner Eddy Lange for his completion of the Commissioners Court Advanced Curriculum of the County Judges & Commissioners Association of Texas, making the entire Bell County Commissioners Court as having successfully completed the program.  No action taken.    
          


  5. Agenda #5 - Transportation Steering Committee - National Association of Counties

    • MINUTE ORDER #433/09:    The Court recognized County Judge Jon Burrows for his re-appointment to the Transportation Steering Committee of the National Association of Counties.  No action taken.     
          


  6. Agenda #6 - Early Voting in Bell County

    • MINUTE ORDER #434/09:    County Clerk Shelley Coston announced Early Voting locations and hours for the November 3, 2009 General Election:

      a.      Early Voting Locations:
              1.    Belton – Bell County Courthouse Annex, 550 East 2nd Avenue
              2.    Harker Heights – Parks & Recreation Center, 307 Millers Crossing
              3.    Killeen – Bell County Annex, 301 Priest Drive
              4.    Killeen – Killeen Community Center, 2201 E. Veterans Memorial Blvd.
              5.    Salado – Salado Civic Center, 601 North Main Street
              6.    Temple – Bell County Annex, 205 East Central
      b.     Early Voting Hours:
              1.    October 19 - 23, 2009 (Monday thru Friday) - 8:00 a.m. to 5:00 p.m.
              2.    October 24, 2009 (Saturday) - 7:00 a.m. to 7:00 p.m.
              3.    October 25, 2009 (Sunday) - 12:00 p.m. to 5:00 p.m.
              4.    October 26 - 30, 2009 (Monday thru Friday) - 7:00 a.m. to 7:00 p.m.
      c.     Election Day Voting (Tuesday, November 3, 2009) - 7:00 a.m. to 7:00 p.m. at the voter’s precinct polling location.

  7. Agenda #7 - Tax Abatement for Texquest

    • MINUTE ORDER #435/09:    County Judge Jon Burrows presented for approval a request from the City of Temple for tax abatement for Texquest Investments LLC approved by the City of Temple on August 6, 2009.  After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Richard Cortese, the Court unanimously approved this matter.
          


  8. Agenda #8 - Claims

    • MINUTE ORDER #436/09:   County Judge Jon Burrows presented the claims for review to the Court.  After proper review, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.


             (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.)


             There being no further business, the meeting adjourned.
