AFTER proper posting of public notice, a copy of which is attached hereto, on this the 26th day of October, 2009, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #437/09:  County Judge Jon Burrows called to the Courts attention that the minutes of October 19, 2009 regular session had been received.  After due discussion, these minutes were approved as presented.



  2. Agenda #2 - County Engineer

    • MINUTE ORDER #438/09:   No action taken.    
           
          

  3. Agenda #3 - Personnel

    • MINUTE ORDER #439/09:    Upon motion by Commissioner Eddy Lange, second by Commissioner John Fisher, the Court unanimously approved all employee status report forms with approved budget amendment, the same being attached hereto and made a part of these minutes.
          


  4. Agenda #4 - Early Voting in Bell County

    • MINUTE ORDER #440/09:    County Clerk Shelley Coston re-announced Early Voting locations and hours for the November 3, 2009 General Election:

      a.      Early Voting Locations:
              1.    Belton – Bell County Courthouse Annex, 550 East 2nd Avenue
              2.    Harker Heights – Parks & Recreation Center, 307 Millers Crossing
              3.    Killeen – Bell County Annex, 301 Priest Drive
              4.    Killeen – Killeen Community Center, 2201 E. Veterans Memorial Blvd.
              5.    Salado – Salado Civic Center, 601 North Main Street
              6.    Temple – Bell County Annex, 205 East Central
      b.     Early Voting Hours:
              1.    October 26 - 30, 2009 (Monday thru Friday) - 7:00 a.m. to 7:00 p.m.
      c.     Election Day Voting (Tuesday, November 3, 2009) - 7:00 a.m. to 7:00 p.m. at the voter’s precinct polling location.

  5. Agenda #5 - Exemplary 2009 Five Star Award Winning Local Registrar

    • MINUTE ORDER #441/09:    County Judge Jon Burrows recognized County Clerk Shelley Coston for her designation by the Texas Department of State Health Services as an Exemplary 2009 Five-Star Award Winning Local Registrar, who awarded Deputy Clerk Jeannette Compean a Certificate of Appreciation for her efforts in the Vital Statistics Department of the County Clerk's Office.  A copy of said Certificate is attached hereto and made part of these minutes. 
          


  6. Agenda #6 - Professional Services Contract for 2-1-1 Call Center

    • MINUTE ORDER #442/09:    After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner John Fisher, the Court unanimously approved the renewal of the Professional Services Contract between Bell County (Human Services Department) and Central Texas Workforce Development Board/Information and Referral System for staffing of 2-1-1 Information and Referral Call Center in Belton.  A copy of said contract is attached hereto and made part of these minutes. 
          


  7. Agenda #7 - Bell County Representative to Tax Appraisal District Board

    • MINUTE ORDER #443/09:    After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Richard Cortese, the Court unanimously approved the re-appointment of Pat Patterson for a full two-year term as Bell County's representative on the board of the Tax Appraisal District of Bell County, from January 1, 2010 through December 31, 2011.
          


  8. Agenda #8 - Maintenance Agreement with McQuay Factory Services

    • MINUTE ORDER #444/09:    After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved the renewal of a Maintenance Agreement between Bell County and McQuay Factory Service for chiller services.  Under the terms of the existing agreement, the renewal will continue the agreement for an additional one year beginning December 31, 2009.
          


  9. Agenda #9 - 2009 Emergency Management Performance Grant

    • MINUTE ORDER #445/09:    County Judge Jon Burrows presented for the Court's approval the acceptance of the FY 2009 Emergency Management Performance Grant (EMPG) in the amount of $13,786 from the Governor's Division of Emergency Management.  After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Eddy Lange, the Court unanimously approved this matter.
          


  10. Agenda #10 - Claims

    • MINUTE ORDER #446/09:   County Judge Jon Burrows presented the claims for review to the Court.  After proper review, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.


             (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.)


             There being no further business, the meeting adjourned.
