AFTER proper posting of public notice, a copy of which is attached hereto, on this the 2nd day of November, 2009, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #447/09:  County Judge Jon Burrows called to the Courts attention that the minutes of October 26, 2009 regular session had been received.  After due discussion, these minutes were approved as presented.



  2. Agenda #2a - County Engineer

    • MINUTE ORDER #448/09:   County Engineer Bryan Neaves presented for approval the final plat for Mill Creek Section 16-A, a one-lot 0.972 acre tract on the corner of Chisholm Trail and O.W. Lowrey Drive, in Precinct 2.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved this matter.   
           
          

  3. Agenda #3 - Personnel

    • MINUTE ORDER #449/09:    Upon motion by Commissioner John Fisher, second by Commissioner Eddy Lange, the Court unanimously approved all employee status report forms with approved budget amendment, the same being attached hereto and made a part of these minutes.
          


  4. Agenda #4 - Re-announce Voting Information -- November 3, 2009 General Election

    • MINUTE ORDER #450/09:    County Clerk Shelley Coston re-announced the location and hours of the November 3rd, 2009 General Election.  Election Day voting will be held from 7:00 a.m. to 7:00 p.m. at the voter's precinct polling location.  No action taken by the Court.   
          


  5. Agenda #5 - Awarding Bids for Vehicles - FY 2010 Budget Year

    • MINUTE ORDER #451/09:    Russell Williams, Assistant Auditor, presented recommendations for awarding bids for vehicles approved in the new FY 2010 budget year, a copy of which is attached hereto and made part of these minutes.  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Tim Brown, the Court unanimously awarded the bid for eleven (11) patrol cars to the low bidder, Dallas Dodge, in the amount of $234,730.00.  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Eddy Lange, the Court unanimously awarded the bid for four (4) 3/4 ton pickups to Stanley Ford, under the local preference guidelines, in the amount of $68,944.28.  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Eddy Lange, the Court unanimously awarded the bid for one (1) 1/2 ton pickup to Stanley Ford, under the local preference guidelines, in the amount of $14,259.95.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously awarded the bid for three (3) program sedans to John McClaren Chevrolet in the amount of $48,700; and three (3) program sedans to Dodge Country in the amount of $48,000.  After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Eddy Lange, the Court unanimously awarded the bid for one (1) 1/2 ton program pickup to Dodge Country for $19,000.  After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Richard Cortese, the Court unanimously awarded the bid for one (1) 3/4 ton pickup to Planet Ford in the amount of $20,166.
          


  6. Agenda #6 - Metroplex Control Systems Agreement

    • MINUTE ORDER #452/09:    County Judge Jon Burrows presented for approval an agreement with Metroplex Control Systems - Detention Division for Quarterly Preventive Maintenance and Limited Service on jail security/detention systems.   After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Tim Brown, the Court unanimously approved this matter.
          


  7. Agenda #7 - Renewal of Contract for Services with Bell Area Animal Shelter, LLC

    • MINUTE ORDER #453/09:    After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Richard Cortese, the Court unanimously approved the renewal of contract for services with Dr. Warren Dunn d/b/a Bell Area Animal Shelter, LLC., effective October 1, 2009.  A copy of said Contract is attached hereto and made part of these minutes.
          


  8. Agenda #8 - Renewal of Interlocal Agreement for Animal Shelter Services

    • MINUTE ORDER #454/09:    After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Richard Cortese, the Court unanimously approved the renewal of an Interlocal Agreement for Animal Shelter Services with the City of Belton, in which the City of Belton participates in Bell County's contract with Dr. Warren Dunn d/b/a Bell Area Animal Shelter, LLC.  A copy of said agreement is attached hereto and made a part of these minutes. 
          


  9. Agenda #9 - Claims

    • MINUTE ORDER #455/09:   County Judge Jon Burrows presented the claims for review to the Court.  After proper review, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.


             (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.)


             There being no further business, the meeting adjourned.
