AFTER proper posting of public notice, a copy of which is attached hereto, on
this the 9th day of November, 2009, the County Commissioners Court of Bell County, Texas,
met in the Commissioners' Courtroom in Belton, Texas, in regular session with the

Agenda #1 - Minutes
- MINUTE ORDER #456/09:
County Judge Jon Burrows called for a moment of silence to honor those
at Fort Hood before calling to the Courts attention that the minutes
of November 2, 2009 regular session had been received. After due
discussion, these minutes were approved as presented.
Agenda #2a - County Engineer
- MINUTE ORDER #457/09: County Engineer Bryan
Neaves presented for approval recommendations for awarding bids for
materials. After due discussion, upon
motion by Commissioner John Fisher, second by Commissioner
Eddy Lange, the Court unanimously approved awarding the bid for
reinforcing steel to CMC Alamo Steel of Waco in the amount of $45.00 per one
hundred pounds. After due discussion, upon motion by Commissioner
Richard Cortese, second by Commissioner
John Fisher, the Court unanimously awarded the bid for Crushed Limestone
Base to all those who bid. After due discussion, upon motion by Commissioner
Richard Cortese, second by Commissioner
Eddy Lange, the Court unanimously awarded the bid for Grade 4 Aggregate
to Killeen Crushed Stone of Nolanville in the amount of $14.00 per ton and
Grade 5 Aggregate to Superior Crushed Stone of Jarrell in the amount of
$12.00 per ton. After due discussion, upon motion by Commissioner
Eddy Lange, second by Commissioner
John Fisher, the Court unanimously approved rejecting all bids for
Culvert Pipe and going out for new bids on a 90 day basis.

Agenda #2b - County Engineer
- MINUTE ORDER #458/09: After due
discussion, upon motion
by Commissioner John Fisher, second by Commissioner Richard
Cortese, the Court unanimously authorized the County Engineer to go out
for bids for Grade 5 Light Weight.

Agenda #2c - County Engineer
- MINUTE ORDER #459/09: County
Engineer Bryan Neaves presented for approval the final plat for Villas
del Sol Subdivision, a 9-Lot Subdivision at the end of Morgan's Point in
Precinct 1. After due discussion, upon motion
by Commissioner Richard Cortese, second by Commissioner Tim Brown,
the Court unanimously approved this matter with the stipulation that the
road has not been accepted for county maintenance.

Agenda #2d - County Engineer
- MINUTE ORDER #460/09: After due
discussion, upon motion
by Commissioner Eddy Lange, second by Commissioner Richard Cortese,
the Court unanimously awarded the bid for a 2,000 gallon Water Tank to
Ledwell and Sons of Texarkana in the amount of $19,950.

Agenda #2e - County Engineer
- MINUTE ORDER #461/09: County
Engineer Bryan Neaves for approval the 2009 Annual Report to the Texas
Commission on Environmental Quality (TCEQ) for the Bell County Phase II MS4
Program. After due discussion, upon motion
by Commissioner Tim Brown, second by Commissioner John Fisher,
the Court unanimously approved this report with the addition of the Killeen
Tire Collection event. A copy of said report is attached hereto and
made part of these minutes.

Agenda #3 - Personnel
- MINUTE ORDER #462/09: Upon motion
by Commissioner Tim Brown, second by Commissioner John Fisher,
the Court unanimously approved all employee status report forms with
approved budget amendment, the same being attached hereto and made a part of
these minutes.

Agenda #4 - National Jail Leadership Command Academy
- MINUTE ORDER #463/09: County Judge
Jon Burrows recognized Lieutenant Charles Grogan, Bell County
Sheriff's Office Jail Division, on his successful completion of the
National Jail Leadership Command Academy (NJLCA) conducted at Sam Houston
State University, October 25-30, 2009. Lt. Grogan was in the second
graduating class. NJLCA is a collaboration of the American Jail
Association and the Correctional Management Institute of Texas in
cooperation with the National Institute of Corrections and the National
Association of Counties. After due discussion, upon motion by
Commissioner John Fisher, second by Commissioner Eddy Lange, the
Court unanimously approved this matter.

Agenda #5 - Public Power Pool Savings
- MINUTE ORDER #464/09: County Judge
Jon Burrows presented a report on the savings of $128,814.00 for the
first half of 2009 over the first half of 2008 on the purchase of
electricity. The savings being due to Bell County's membership in
Public Power Pool, a collaborative utility buying program through the
Conference of Urban Counties (CUC). No action taken by the Court.

Agenda #6 - TxDOT Public Meeting
- MINUTE ORDER #465/09: County Judge
Jon Burrows announced the TxDOT public meeting to discuss the expansion
of I-35 in Bell County, at 6:30 p.m. on Thursday, November 12, 2009, at the
Frank Mayborn Convention Center in Temple.
Agenda #7 - Claims
- MINUTE ORDER #466/09: County Judge Jon
Burrows presented the claims for review to the Court. After
proper review, upon
motion by Commissioner Tim Brown, second by Commissioner
Richard Cortese, the Court unanimously approved all such claims. All
according to a copy of the same being of record in the office of the County
Auditor.
(The Court then went into
workshop session to discuss those items on the workshop agenda with no action
being taken on any item.)
There being no further business, the meeting
adjourned.
