AFTER proper posting of public notice, a copy of which is attached hereto, on this the 16th day of November, 2009, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #467/09:  County Judge Jon Burrows called to the Courts attention that the minutes of November 9, 2009 regular session had been received.  After due discussion, these minutes were approved as presented.



  2. Agenda #2 - County Engineer

    • MINUTE ORDER #468/09:   No action taken.
           
          

  3. Agenda #3 - Personnel

    • MINUTE ORDER #469/09:    Upon motion by Commissioner John Fisher, second by Commissioner Eddy Lange, the Court unanimously approved all employee status report forms with approved budget amendment, the same being attached hereto and made a part of these minutes.
          


  4. Agenda #4 - Canvass Results of November 3, 2009 Constitutional Amendment Election

    • MINUTE ORDER #470/09:    County Clerk Shelley Coston  presented for certifying approval of the results of the November 3, 2009 Constitutional Amendment Election held in Bell County.  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner John Fisher, the Court unanimously approved this matter.  A copy of said results are attached hereto and made part of these minutes.  
          


  5. Agenda #5 - Child Safety Fee Allocations

    • MINUTE ORDER #471/09:    County Tax Assessor/Collector Sharon Long presented a report concerning Child Safety Fee Allocations to Bell County and Bell County Cities for fees collected from October 1, 2008, through September 30, 2009 and approval of distribution.  After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Eddy Lange, the Court unanimously approved this report.  A copy of said report is attached hereto and made a part of these minutes.
          


  6. Agenda #6 - Bell County H.E.L.P. Centers

    • MINUTE ORDER #472/09:    After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Richard Cortese, the Court unanimously approved Bell County H.E.L.P. Centers to apply to the United Way of Central Texas and the United Way of Greater Fort Hood for assistance funds. 
          


  7. Agenda #7 - Temple and Killeen H.E.L.P. Centers

    • MINUTE ORDER #473/09:    After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Eddy Lange, the Court unanimously approved the application for the Temporary Emergency Relief Funds (TERF) grant for use by Temple and Killeen H.E.L.P. Centers to assist qualifying citizens. 
          


  8. Agenda #8 - Auto Theft Task Force

    • MINUTE ORDER #474/09:    County Judge Jon Burrows presented for approval a joint application with the counties of Bastrop, Blanco, Caldwell, Colorado, Comal, Fayette, Gonzales, Guadalupe, Hays, Lee, Llano, Milam, Travis, and Wharton for State Assistance under the Automobile Burglary & Theft Prevention Authority (ABTPA) for Sheriff's Combined Auto Theft Task Force (SCATTF).  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Eddy Lange, the Court unanimously approved this matter.
          


  9. Agenda #9 - Managing to Excellence Corporation

    • MINUTE ORDER #475/09:    After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Tim Brown, the Court unanimously approved a Consulting Services Agreement with Managing to Excellence Corporation (new entity for certain personnel under prior agreements with FusionBridge) and Statement of Work for Bell County Consulting Support and Statement of Work for Bell County HR & Payroll Support Service.  A copy of said Agreement is attached hereto and made a part of these minutes. 
          


  10. Agenda #10 - Prevailing Wage Rates

    • MINUTE ORDER #476/09:    County Judge Jon Burrows presented for consideration and adoption Davis-Bacon Prevailing Wage Rates for use in Bell County Building Construction projects.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved this matter.  A copy of the same is attached hereto and made part of these minutes. 
          


  11. Agenda #11 - Claims

    • MINUTE ORDER #477/09:   County Judge Jon Burrows presented the claims for review to the Court.  After proper review, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.


             (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.)


             There being no further business, the meeting adjourned.
