AFTER proper posting of public notice, a copy of which is attached hereto, on this the 7th day of December, 2009, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #487/09:  County Judge Jon Burrows recognized Retired Colonel and former Commissioner Jack Oliver who acknowledged remembrance of Pearl Harbor Day.  County Judge Jon Burrows then recognized Bell County employee Gloria Ramos and presented her with a Proclamation for thirty (30) years of service to Bell County.  He then called to the Courts attention that the minutes of November 23, 2009 regular session had been received.  After due discussion, these minutes were approved as presented.



  2. Agenda #2a - County Engineer

    • MINUTE ORDER #488/09:   County Engineer Bryan Neaves presented for approval the abandonment and release of utility and drainage easement in Lot 83 and 84, and Lots 107 and 110, in the Hidden Springs Subdivision, in Precinct 2.  After due discussion,  upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved this matter.
           
          

  3. Agenda #2b - County Engineer

    • MINUTE ORDER #489/09:    After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner John Fisher, the Court unanimously approved the Bell County Infrastructure Requirements for Recreational Vehicle Parks.  A copy of same is attached hereto and made part of these minutes.
          


  4. Agenda #2c - County Engineer

    • MINUTE ORDER #490/09:   After due discussion,  upon motion by Commissioner Eddy Lange, second by Commissioner John Fisher, the Court unanimously approved the County Engineer to go out for bids on culverts.
           
          

  5. Agenda #2d - County Engineer

    • MINUTE ORDER #491/09:   County Engineer Bryan Neaves presented for approval awarding the bid for Grade 5 Light Weight Aggregate to TXI.  After due discussion,  upon motion by Commissioner Tim Brown, second by Commissioner Eddy Lange, the Court unanimously approved this matter.
           
          

  6. Agenda #3 - Personnel

    • MINUTE ORDER #492/09:    Upon motion by Commissioner John Fisher, second by Commissioner Tim Brown, the Court unanimously approved all employee status report forms with approved budget amendment, the same being attached hereto and made a part of these minutes.
          


  7. Agenda #4 - 2010 Texas Association of Counties Board of Directors

    • MINUTE ORDER #493/09:    County Judge Jon Burrows announced his appointment to the 2010 Texas Association of Counties Board of Directors.  No action taken.   
          


  8. Agenda #5 - Joint Resolution and Statistical Information for Joint Primary Election

    • MINUTE ORDER #494/09:    County Clerk Shelley Coston recognized Democratic Party Chair Arthur Resa and Republican Party Chair Nancy Boston and presented for approval a Joint Resolution and Statistical Information for a Joint Primary Election to be held in Bell County on March 2, 2010.  After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Tim Brown, the Court unanimously approved this matter.  A copy of said Resolution is attached hereto and made a part of these minutes.
          


  9. Agenda #6 - 2010 Primary Election Services Contracts

    • MINUTE ORDER #495/09:    After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Tim Brown, the Court unanimously approved the 2010 Primary Election Services Contracts by and between the Democratic Party Chair, the Republican Party Chair, and the Bell County Election Officer, County Clerk Shelley Coston, for the conduct and supervision of the March 2, 2010 Bell County Joint Primary Election and April Joint Primary Runoff Election, if necessary.  A copy of said contracts are attached hereto and made part of these minutes.   
          


  10. Agenda #7 - FY 2009 Budget Amendments

    • MINUTE ORDER #496/09:    County Auditor Donna Eakin presented for approval the final FY 2009 Budget Amendments.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved this matter.  A copy of said amendments are attached hereto and made part of these minutes.   
          


  11. Agenda #8 - Proposals for Fuel Management Systems

    • MINUTE ORDER #497/09:   After due discussion,  upon motion by Commissioner John Fisher, second by Commissioner Eddy Lange, the Court unanimously approved authorizing the County Auditor to advertise for proposals for Fuel Management Systems.
           
          

  12. Agenda #9 - Change Order No. 6, Courthouse Expansion Project

    • MINUTE ORDER #498/09:   After due discussion,  upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved Change Order No. 6 with Skanska USA Building for the Courthouse Expansion Project, with no change in the Guaranteed Maximum Price.
           
          

  13. Agenda #10 - Claims

    • MINUTE ORDER #499/09:   County Judge Jon Burrows presented the claims for review to the Court.  After proper review, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.


             (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.)


             There being no further business, the meeting adjourned.
