AFTER proper posting of public notice, a copy of which is attached hereto, on
this the 14th day of December, 2009, the County Commissioners Court of Bell
County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in
emergency session in accordance with Article 81.005 of the Local Government Code
and Chapter 551 of the Government Code of the State of Texas, with the

Agenda #1 - Killeen Annex Boiler Failure
- MINUTE ORDER #509/09:
County Judge Jon Burrows presented for approval the necessity of an
emergency meeting due to the urgent public necessity to replace a 35 year
old failed boiler in the Killeen Annex, which has caused an imminent threat
to public health and safety, and was a reasonably unforeseeable situation,
and for which immediate action is required. After due discussion, upon
motion by Commissioner Eddy Lange, second by Commissioner Tim
Brown, the Court unanimously approved this matter.

Agenda #2 - Replacement of the Boiler in the Killeen Annex
- MINUTE ORDER #510/09: After due
discussion, upon motion
by Commissioner John Fisher, second by Commissioner Tim Brown,
the Court unanimously approved authorizing emergency exemptions under
Section 262.024 of the Local Government Code authorizing the County Judge
to enter into contracts and Interlocal Agreements and to make emergency
expenditures. Such contracts, Interlocal Agreements, and expenditures
shall include, but are not limited to, replacement of the boiler in the
Killeen Annex.
There being no further business, the meeting
adjourned.
