AFTER proper posting of public notice, a copy of which is attached hereto, on this the 1st day of February, 2010, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #035/10:  County Judge Jon Burrows called to the Courts attention that the minutes of January 25, 2010, 9:00 a.m. regular session had been received.  After due discussion, these minutes were approved as presented.



  2. Agenda #2a - County Engineer

    • MINUTE ORDER #036/10:  County Engineer Bryan Neaves presented for approval an Interlocal Agreement with The Village of Salado for the seal coating of approximately 1,600 feet of Salado Creek Road in Precinct 2.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved this matter.
           
          

  3. Agenda #3 - Personnel

    • MINUTE ORDER #037/10:    Upon motion by Commissioner John Fisher, second by Commissioner Tim Brown, the Court unanimously approved all employee status report forms with approved budget amendment, the same being attached hereto and made a part of these minutes.
          


  4. Agenda #4 - Interlocal Agreements - Cities of Temple and Belton

    • MINUTE ORDER #038/10:    County Judge Jon Burrows presented for approval an Interlocal Agreement with the cities of Temple and Belton to allow them to piggyback off of Bell County's award to Texas Fleet Fuel for Fuel Management Services.  After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner John Fisher, the Court unanimously approved this matter.  Copies of said agreements are attached hereto and made part of these minutes. 
          


  5. Agenda #5 - Juvenile Accountability Block Grant - Bell County Criminal Coalition Project

    • MINUTE ORDER #039/10:    After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Tim Brown, the Court unanimously approved submission to the Governor's Criminal Justice Division a grant application for a Juvenile Accountability Block Grant for the Bell County Criminal Coalition Project and approval of matching funds as required, with appropriate budget amendment.  
          


  6. Agenda #6 - Professional Services Agreement with Kronos Incorporated

    • MINUTE ORDER #040/10:    After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner John Fisher, the Court unanimously approved a Professional Services Agreement with Kronos Incorporated for implementation support of the upgrade to version 6.0 of the Kronos timekeeping software system.  A copy of said agreement is attached hereto and made a part of these minutes.
          


  7. Agenda #7 - Professional Service Agreement with Tim Snider

    • MINUTE ORDER #041/10:    After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Eddy Lange, the Court unanimously a Professional Services Agreement with Tim Snider for the validation and testing of Kronos timekeeping system and testing of Payroll and Accrual interfaces with JD Edwards financial software.  A copy of said agreement is attached hereto and made part of these minutes.
          


  8. Agenda #8 - Information Technology Agreement with Government Records Services, Inc

    • MINUTE ORDER #042/10:    County Clerk Shelley Coston presented for approval an Information Technology Agreement with Government Records Services, Inc. (ACS) for the services and responsibilities detailed in Schedule A-Statement of Work and the terms of Schedule B - Nondisclosure Agreement, both attached to and incorporated into the Information Technology Agreement.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved this matter.  A copy of said Agreement is attached hereto and made part of these minutes.
          


  9. Agenda 9 - Claims

    • MINUTE ORDER #043/10:   County Judge Jon Burrows presented the claims for review to the Court.  After proper review, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.


             (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.)


             There being no further business, the meeting adjourned.
