AFTER proper posting of public notice, a copy of which is attached hereto, on this the 16th day of February, 2010, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #054/10:  County Judge Jon Burrows called to the Courts attention that the minutes of February 08, 2010, 9:00 a.m. regular session had been received.  After due discussion, these minutes were approved as presented.



  2. Agenda #2a - County Engineer

    • MINUTE ORDER #055/10:  County Engineer Bryan Neaves presented for approval a Resolution supporting a TxDOT Route designation on SH 36/US 190 near Heidenheimer in Precinct 3.  After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Tim Brown, the Court unanimously approved this matter.
           
          

  3. Agenda #3 - Personnel

    • MINUTE ORDER #056/10:    Upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.
          


  4. Agenda #4 - 2009 Citizen of the Year by Belton Chamber of Commerce

    • MINUTE ORDER #057/10:    County Judge Jon Burrows recognized Bell County Museum Director, Stephanie Turnham, on her selection as Belton's 2009 Citizen of the Year by the Belton Chamber of Commerce.  No action taken by the Court.
          


  5. Agenda #5 - Early Voting Announcement

    • MINUTE ORDER #058/10:    County Clerk Shelley Coston announced Early Voting locations and hours for the March 2, 2010 General Primary Election.  No action taken by the Court:
       
        a. Early Voting Locations:

          1. Belton – Bell County Courthouse Annex, 550 East 2nd Avenue
          2. Harker Heights – Parks & Recreation Center, 307 Millers Crossing
          3. Killeen – Bell County Annex, 301 Priest Drive
          4. Killeen – Killeen Community Center, 2201 E. Veterans Memorial Blvd.
          5. Salado – Salado Civic Center, 601 North Main Street
          6. Temple – Bell County Annex, 205 East Central Avenue

        b. Early Voting Hours:

          1. February 16 - 19, 2010 (Tuesday thru Friday) - 8:00 a.m. to 5:00 p.m.
          2. February 20, 2010 (Saturday) - 7:00 a.m. to 7:00 p.m.
          3. February 21, 2010 (Sunday) - 12:00 p.m. to 5:00 p.m.
          4. February 22 - 26, 2010 (Monday thru Friday) - 7:00 a.m. to 7:00 p.m.

        c. Election Day Voting (Tuesday, March 2, 2010) - 7:00 a.m. to 7:00 p.m. at the voter’s precinct polling location.



  6. Agenda #6 - Historic County Courthouse Renovations, Upgrades, and Repairs Contract

    • MINUTE ORDER #059/10:    After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved authorizing County Judge to negotiate and execute contracts and related documents/amendments with G. Creek Construction, Inc. to include AIA 121 (Contract for Construction Manager) and AIA 201 (General Conditions), for the renovations, upgrades, and repairs to the Historic County Courthouse.
          


  7. Agenda 7 - Claims

    • MINUTE ORDER #060/10:   County Judge Jon Burrows presented the claims for review to the Court.  After proper review, upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.


             (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.)


             There being no further business, the meeting adjourned.
