AFTER proper posting of public notice, a copy of which is attached hereto, on this the 22nd day of February, 2010, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #061/10:  County Judge Jon Burrows called to the Courts attention that the minutes of February 16, 2010, 9:00 a.m. regular session had been received.  After due discussion, these minutes were approved as presented.



  2. Agenda #2a - County Engineer

    • MINUTE ORDER #062/10:  County Engineer Bryan Neaves presented for approval acceptance of the following bids for the below listed materials:
      1.  Liquid Asphalt - Ergon Asphalt in the amount of $2.6049 per gallon for AE-P; $2.0574 per gallon for HFRS-2; and $2.0549 per gallon for CRS-2.
      2.  Cold Mix Asphalt - Vulcan Materials in the amount of $59.72 per ton and RTI Hot Mix Ltd., in the amount of $56.75 per ton.
      3.  Hot Mix Asphalt - Apac-Texas in the amount of $56 per ton (Belton location), $52 per ton (Killeen location) and $50 per ton (Kempner location), as well as accepting the bid from Austin Asphalt at $43.50 per ton and RTI Hot mix Ltd at $40.75 per ton.
      4.  Pit-Run Gravel - Elmer King, Belton at $2.50 per CY; Johnie Kelly, Holland at $2.35 per CY; James Fischer, Holland at $2.50 per CY; and Kevin Cearley, Holland at $2.25 per CY.
      5.  Lime - Austin White Lime in the amount of $131 per ton.
      6.  Cement - TXI, Austin, in the amount of $100.51 per ton.
      After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Tim Brown, the Court unanimously approved the bids as recommended. 
           
          

  3. Agenda #2b - County Engineer

    • MINUTE ORDER #063/10:    After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Tim Brown, the Court unanimously approved authorizing the County Engineer to advertise for bids for Concrete.
          


  4. Agenda #3 - Personnel

    • MINUTE ORDER #064/10:    Upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.
          


  5. Agenda #4 - Early Voting Announcement

    • MINUTE ORDER #065/10:    County Clerk Shelley Coston announced Early Voting locations and hours for the March 2, 2010 General  Primary Election.  No action taken by the Court:
       
        a. Early Voting Locations:

          1. Belton – Bell County Courthouse Annex, 550 East 2nd Avenue
          2. Harker Heights – Parks & Recreation Center, 307 Millers Crossing
          3. Killeen – Bell County Annex, 301 Priest Drive
          4. Killeen – Killeen Community Center, 2201 E. Veterans Memorial Blvd.
          5. Salado – Salado Civic Center, 601 North Main Street
          6. Temple – Bell County Annex, 205 East Central Avenue

        b. Early Voting Hours:

          1. February 22 - 26, 2010 (Monday thru Friday) - 7:00 a.m. to 7:00 p.m.

        c. Election Day Voting (Tuesday, March 2, 2010) - 7:00 a.m. to 7:00 p.m. at the voter’s precinct polling location.



  6. Agenda #5 - Department of the Army Corps of Engineers Contract

    • MINUTE ORDER #066/10:    After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Eddy Lange, the Court unanimously approved an annual contract between Bell County and the Department of the Army Corps of Engineers for "Increased Law Enforcement Services, Bell County," in which the Bell County Sheriff's Office provides law enforcement services for the portions of Lake Belton and Lake Stillhouse lying within Bell County.  A copy of said contract is attached hereto and made part of these minutes. 
          


  7. Agenda #6 - Annual Sheriff's Office Awards for 2010

    • MINUTE ORDER #067/10:    County Judge Jon Burrows recognized Bell County Sheriff Dan Smith for the presentation of the Annual Sheriff's Office Awards for 2010, a copy of which is attached hereto and made part of these minutes.
          


  8. Agenda #7 - Tax Exempt Financing for Benefit of Central Texas Christian School, Inc.

    • MINUTE ORDER #068/10:    After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Eddy Lange, the Court unanimously approved an Order by the Commissioners Court of Bell County, Texas, approving a Tax Exempt Financing by the Milford Higher Education Facilities Corporation for the benefit of Central Texas Christian School, Inc.
          


  9. Agenda #8 - Severe Weather Awareness Week in Texas

    • MINUTE ORDER #069/10:    Bell County Emergency Management Director Dennis Baker presented for approval a Resolution acknowledging February 21-27, 2010 as Severe Weather Awareness Week in Texas.  After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Tim Brown, the Court unanimously approved this matter.
          


  10. Agenda #9 - Professional Services Contract with Premier Consulting Solutions

    • MINUTE ORDER #070/10:    After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved a Professional Services Contract with Premier Consulting Solutions to evaluate and audit the health care services being provided under a contract with CHM to Bell County Jail inmates.
          


  11. Agenda #10 - Master Mutual Aid Agreement for Bell County

    • MINUTE ORDER #071/10:    County Judge Jon Burrows presented for approval a Master Mutual Aid Agreement between Bell County and area cities, volunteer fire departments, police and fire departments, EMS Services, hospitals and their jurisdictions.  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Eddy Lange, the Court unanimously approved this matter.
          


  12. Agenda #11 - Claims

    • MINUTE ORDER #072/10:   County Judge Jon Burrows presented the claims for review to the Court.  After proper review, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.


             (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.)


             There being no further business, the meeting adjourned.
